1 CAMBRIDGESHIRE COUNTY COUNCIL JOB DESCRIPTION Job Title: Section: Directorate: Reports to: Grade: Hours: Consultant Social Worker Children s Social Care Children and Young Peoples Service Group Manager MB2 Full-Time Job Purpose: To lead a social work unit to ensure a high quality and effective social work service for vulnerable children/young people and their families through the delivery of timely and appropriate services in response to the needs of the children and families. Assess, plan and deliver focussed intervention to safeguard children and promote positive outcomes Assessment 30% Undertake assessments of needs, risks and options for children and young people with the most complex/high risk care needs and/or circumstances, in accordance with legislative requirements. Undertake interviews, observation and gather information from children, families and other agencies. Analyse, summarise and evaluate this information to provide a holistic assessment of need. Assess and balance risk and protective factors within a child protection framework To provide written and verbal reports which are concise, informative and based on analysis of complex evidence Chair, review, planning, case conference meetings as appropriate and reassess cases. Adapt interventions accordingly. Management and Service Delivery 20% Manage the allocation of resources within the unit. Provide focused and purposeful social work interventions with explicit aims and objectives about desired outcomes within the policies and procedures.
2 Hold case management responsibility for a unit caseload, develop appropriate packages or programmes of care. In accordance with the assessed needs, devise written plans for intervention and/or care for children and their families including child protection plans Work closely with therapists and take advice in devising and implementing clinical interventions with children and their families, in various settings including family homes Be responsible for the development and management of Child Protection Plans in line with child protection procedures Manage and utilise cash limited budgets in order to commission services and assistance from other sources Refer and provide information to Senior Managers as necessary Manage the social work unit, prioritise, allocate and review tasks and responsibilities accordingly to ensure effective service delivery. Lead guide and direct unit members to ensure work plans are in place and accountability taken by each team member for the cases held. Carry out planned interventions using a range of tried and tested methodologies including systemic and social learning theory approaches Keep up to date and use research knowledge and findings of social learning theory and systemic approaches and statutory guidance to inform social work practice. Support all employee management related matters including sickness absence, unsatisfactory performance, conduct, discipline, and grievances ensuring that these are managed according to the Council s frameworks Direct work with children and their families 20% Build professional relationships with children and their families to safeguard children and promote positive outcomes. Ensure that children and their families are communicated with effectively and provided with the necessary information regarding their circumstances and plans for intervention. Ensure that staff within the social work unit deal promptly and sensitively to complaints from service users within the framework of the Council s Complaints Procedure Ensure all matters in respect of child protection are dealt with promptly, effectively and in line with the child protection procedures Support the professional development of social workers and children s practitioners through structured and unstructured supervision and performance
3 appraisals. Work closely with the therapists, take clinical advice and use this advise to direct social work activity within the unit. Manage the social work unit in a manner that promotes equality of opportunity and collaborative working between staff and with other units/teams Performance Management 15% To be fully accountable for all work undertaken for children allocated to the social work unit. Use management information to inform case work and business decisions whilst monitoring individual and team performance. Use management information to collate information and provide reports, information, statistics and other qualitative information as required. Monitor, authorise expenditure and account for budgets for the unit in order to be able to exercise financial control and report performance as required. To maintain an up to date working knowledge of legislation, statutory frameworks and codes of practice relevant to the department in order to ensure that statutory responsibilities are undertaken for children. These duties to include visiting children, arranging reviews, reporting to the court, delivering within timescales and meeting any other national and local performance targets. Keep up to date with research Ensure all case files are well organised and up to date, providing concise and accurate information. To develop co-operative working relations with other Consultant Social Workers in order that projects or general work matters which impact on more than one social work unit can be carried out efficiently and without delay to the benefit of service users Management Responsibilities 10% To deputise for the Group Manager in respect of cases, including advising the Authority on high level complex and contentious issues which could potentially have profound implications for the Authority. To make a key contribution towards developing policies and procedures for the relevant service area, and to actively participate in policy formulation for the department To take authority for significant cash payments to families in line with the agreed financial guidelines Partnership with other agencies 5%
4 Take the lead in initiating, developing and sustaining internal and external working relationships with other professionals, partner organisations and external agencies. To ensure that unit staff work purposefully and cohesively with other agencies to promote positive outcomes for children and their families To ensure that staff within the social work unit have a good understanding of the roles and responsibilities of key agencies including their statutory responsibilities To ensure that the staff within the social work unit follow appropriate legislation and statutory guidelines. To share information about children with other agencies in order to safeguard them and promote their welfare.

Education, Qualifications & Training Essential: Social Work Degree Knowledge & Experience Essential: Proven knowledge and understanding of child development, parenting capacity, environmental factors and risk and protective factors Significant previous experience of assessing complex situations and providing sound professional and managerial advice Knowledge of childcare legislation and statutory guidance Knowledge and understanding of a range of systemic interventions and methodologies, and commitment to use of Systemic approaches and Social Learning Theory interventions. Committed to the principles of social work working for families Proven experience of successfully using information management systems and produce good quality data in a variety of formats.
6 Experience of complex social work with families Knowledge and experience of conflict resolution Proven knowledge of safeguarding procedures Knowledge and understanding of statutory frameworks and guidance s for children s social work Experience of workload management across a diverse team, including prioritisation of casework. Knowledge of roles and responsibilities of key children s agencies. Skills and Abilities Ability to think and work across organisational, functional and unit boundaries Ability to prioritise and make cost effective use of available resources Ability to persuade and negotiate at different levels and across different agencies, service and groups Ability to challenge others in a constructive manner and to make informed decisions that if challenged can be substantiated. Ability to create a rapport and build relationships with children and parents / carers Ability to prioritise, monitor and be accountable for children s social work through supervision of staff A high level of consultative, interpersonal, communication and negotiation skills including the ability to deal with complex issues in a sensitive and appropriate manner Ability to lead the social work unit, taking an overview of the work of the unit, and allocating responsibilities to staff An understanding of relationship management and the capacity to establish and maintain effective communication and working relationships Ability to develop effective interagency working processes Ability to summarise, analyse and evaluate complex information Ability to formulate and implement effective social work interventions Ability to write concise reports and have excellent verbal communication skills
