1 Evidence and Knowledge Management Director - MEER Location: [Europe & the Middle East] [Cyprus] Category: Programme Effectiveness Job Type: Fixed term, Full-time *Position to be located within the Middle East & Eastern European Region where WVI is registered to operate. The Regional Evidence and Knowledge Management Director will deliver a regional evidence base of high quality, credible data and research to measure impact and results, enhance our programming, demonstrate accountability to beneficiaries, communities and donors, influence global policy and contribute to global knowledge. This position is part of MEER leadership team and the purpose is to strengthen evidence base for programs, strategy and design, monitoring and evaluation (DM&E) processes across MEER. The expected outcomes are: all programs are based on and deliver strong evidence for contributing to child well-being (CWB), both at project level and to the strategy overall; National offices (NOs) are supported to adopt learning hub evidence building practices into mainstream national office DME Development of quality evidence-based practices for enhanced influence, impact and income is ensured through close collaboration with the Field Support Director and Learning Hub leaders, including adaptation of evidence building processes in Fragile States. Contribution to Global Evidence & Learning team, communities of practice, by learning and sharing experience.

2 The Regional Evidence and Strategy Director will support NOs and regional office (RO) with: MEER Research, Evidence and Monitoring Leadership- Provide regional leadership to build and strengthen MEER evidence base demonstrating the efficacy of World Vision programmes towards achieving their intended outcomes Refine and coordinate the implementation of regional research, evaluation and monitoring (REM) approaches, policies and standards reflecting regional best practices Ensure consistency, clarity, and availability of technical guidance, systems, methods, tools, and resources for REM. Lead evidence team members and build a highly engaged, performing and motivated team; MEER REM Agenda- Develop and oversee a regional REM agenda that reflects MEERs priorities for REM and reporting of results Undertake thematic evaluations, impact and ex post evaluations, and longitudinal studies as needed and co-ordinate Level 2 and 3 research including direct responsibility for 1-2 flagship research projects Develop and oversee appropriate protocols and standards for ethical research board reviews and peer reviewed research publications Develop and oversee the successful achievement of a plan for the annual publication of World Vision research articles in peer reviewed journals CWB Reporting and Evidence Base Maintain oversight of World Visions overall CWB reporting and evidence base, coordinating efforts to improve quality of this evidence base over time Produce reports as needed, including regional annual reports on World Visions contribution to CWB Targets Provide an independent assessment of the quality of NO CWB Target reports and sample of

3 evaluations. Undertake analyses of the quality of data being collected and analysed and recommend and oversee needed changes to address data quality. Program Quality Provide high level oversight and monitoring of adherence to programmequality standards by the NOs, providing recommendations to the RLT and senior leadership regarding gaps and opportunities Support REM capacity building (through online training, learning labs, and technical assistance, etc.) Promote industry practices in gender, supporting NOs to ensure that gender is integrated appropriately in DME and other evidence building practices. Leverage sponsorship data for improved understanding of programming needs and outcomes. External Relationships - Oversee relationships with academic institutions, peer agencies regional technical fora, bi-lateral and multi-lateral institutions and other key external players around REM, in close coordination with relevant technical teams Other REM Related Leadership Responsibilities Participate in RLT meetings as a member of the senior leadership team Lead and manage the REM team (including both those within the REM Unit and those who have dual accountability to the REM Unit), providing technical guidance and creating a supportive and enabling environment for professional growth Ensure the effective operation of the appropriate Communities of Practice and represent MEER on the Global Centre Evaluation Strengthening team (EST) REM

4 Work with RO and NO colleagues to mobilize technical assistance and support across the GTRN including establishing REM competencies and certifying REM professionals within the GTRN database Represent World Vision in key international REM forums, networks and collaborations (face to face and virtual), ensuring that World Visions contribution and CWB programming and advocacy priorities are clear, consistent, and compelling. Share key information from these exchanges with appropriate World Vision stakeholders and stay abreast of global REM trends Work with global and internal WV partners to identify state of the art innovation and technology for REM functionality including data collection, analysis, and reporting, using technology (including mobile) to improve data collection, analysis, reporting and improve data quality and use for program effectiveness Regional Knowledge Management develop the regional knowledge management system and collaborate with Development, Learning & Impact and NOs to ensure the system is maintained and shared with the Global Centre. Perform other duties and responsibilities agreed upon with the supervisor consistent with the purpose of the function Knowledge, Skills and Abilities PhD, Development, or sectorial area of focus, e.g. Health, Water & Sanitation, Agriculture, etc Experience leading a regional multi-national technical function. 15 years cumulative experience in Development work. The position requires ability and willingness to travel domestically and internationally up to 30%of the time. Position will be home-country based within Middle East/Eastern European Region where WVI is registered.
