1 DIGITAL TV WARRANTY TRADEMARK STATUTORY INSTRUMENT Article 1 This Digital TV Warranty Trademark Statutory Instrument (hereinafter: Rule) sets down the method and conditions under which the Ministry responsible for electronic communications, as the proprietor of rights specified in the application for the Digital TV Warranty Trademark, i.e. the proprietor of rights of the Digital TV Warranty Trademark, shall allow the use of the Digital TV mark the Warranty Trademark used for marking digital terrestrial television receivers which comply with characteristics set down by this Rule. Article 2 The Digital TV mark, protected by the Warranty Trademark, shall be in the form of a rectangle, green in colour, bearing the inscription Digital TV, with the following appearance:

2 Article 3 The Digital TV mark, protected by the Warranty Trademark, shall signify the warranty that digital terrestrial television receivers labelled with this mark, as follows: Digital STB (Set Top Box) receivers, and Digital TV receivers may be used for receiving, demodulation and decoding of the signal broadcasted in accordance with Annex 1 The Minimum Technical Requirements for Broadcasting of Digital Terrestrial Television Signal, being part of the Rulebook on the Transition from Analogue to Digital Broadcasting and Multiplex Access ( RS Official Gazette, Vol. 86/14), and comply with the additional technical characteristics specified in Article 4 of this Rule. Article 4 The receiver shall allow reception of signals with a frequency offset Δf=±10kHz from the channel central frequency and allow setting of input on the channel central frequency in the UHF bands IV and V ( MHz), namely channels The receiver shall properly operate in SFN environment. The receiver shall support maximum input signal level of -23dBm without degradation. The receiver shall have one input RF connector, compatible with antenna connector type IEC , male type, and input impedance of 75 Ω, in accordance with IEC If STB has output RF connector, compatible with antenna connector type IEC , female type, and input impedance of 75 Ω, in accordance with IEC , it shall provide existence of output signal independently from the status of the receiver, i.e. there is signal even if the receiver is in stand-by. STB shall have SCART or HDMI output interface. If STB has SCART output interface, it shall comply with EN and EN Multi-channel audio shall be converted to stereo audio for output via this type of output. STB may have stereo analogue audio output with a coaxial RCA connector, female type, in accordance with IEC , or 3.5mm TRS connector. Multi-channel audio shall be converted to stereo audio for output via this type of output. STB may have an analogue coaxial RCA, female type, video output, in accordance with IEC , with analogue video output configured as YPbPr in accordance with CEA

3 The receiver may have a coaxial or optical SPDIF interface for digital audio output, to provide transport of audio in originally supported format or as PCM format in accordance with IEC or IEC The receiver shall support transcoding from E-AC-3 format to AC-3 format at a bitrate of 640 kb/s. If STB has HDMI interface, it shall be type A, in accordance with the requirements specified in EICTA HDTV Minimum Requirements for HD Television Receivers. The receiver shall be able to use the EDID information provided by the display to automatically determine the STB output, in accordance with CEA-861, or if the received format is not supported, STB shall select display mode providing the best possible video quality. It shall be also possible to manually set default output format to a fixed format, i.e. the following formats: 1920x1080i@25Hz, 1920x720p@50Hz, 720x576p@25Hz, and optionally: 1920x1080p@25Hz, 1920x1080p@50Hz. In the case of receiving audio in E-AC-3 format, on the output it shall be provided native E-AC-3 bitstreams, E-AC-3 bitstream transcoded to AC-3 bitstream, or PCM format. If the receiver has DVB interface for conditional access, providing connection of conditional access module, it shall comply with CI Plus Specification v1.2, or newer version. For supported audio formats of broadcasted signal the receiver shall support all versions of the number of channels and audio data bitrates as defined by corresponding standard. The receiver shall support constant and variable bitrates, with the possibility of decoding transport stream at a bitrate ranging from 600 kb/s to 72 Mb/s. The receiver shall be able to decode transport stream containing different services, of different levels and profiles, as follows: Main and High Profiles at all of the Levels 3, in accordance with ETSI TS for decoding of SDTV services, Main and High profiles at all of the Levels 4, in accordance with ETSI TS for decoding of HDTV services. The receiver shall be able to switch between 4:3 and 16:9 picture aspect ratios. This change may be initiated automatically, based on transport stream parameters, or at user s request. In case of receiving anamorphic picture at selected 4:3 aspect ratio, the receiver shall support conversion to 16:9 letterbox, by vertical filtering. Signal degradation due to the filtering should be subjectively imperceptible. For output via analogue video output, HD video shall be downconverted to SD format, and displayed as 16:9 letterbox on 4:3 displays. The receiver shall support decoding and displaying of Teletext in accordance with ETSI EN The receiver shall support insertion of the Teletext data into the VBI and transfer through an appropriate analogue video output, in accordance with ITU-R BT

4 The receiver shall be able to scale subtitling for a HDTV service, even though it was originally for SD service, and vice versa. This scaling shall not affect readability. Within the graphical user interface, subtitling for the hearing impaired shall be provided. The receiver shall be capable of decoding, interpreting and handling in an appropriate manner sections of transport stream (tables) with service information, in particular: PSI/SI tables for both, the Actual and the Other transport stream; Tables NIT, CAT, PAT, PMT, SDT, EIT, TDT and TOT; EIT sections for present event (with the separation of present, following and scheduled events, including parental protection); ТОТ section for time offset for the Republic of Serbia with srp language code, in order to ensure proper reading of section winter/summer time. The receiver shall also provide manual setting of the time zone. Dynamic changes in the PMTs shall not produce any disturbance in the audio/video outputs of STB. In case of switching of elementary audio and/or video streams is triggered, the maximum switching time (measured from PMT update to clear picture) shall be 3 sec. The maximum switching time shall be met regardless if the elementary streams are scrambled or not. The receiver shall provide display of the Electronic Programming Guide (EPG) based on EIT service information, for at least 7 days in advance. The receiver shall support Logical Channel Numbering (LCN) in accordance with specification IEC 62216:2009. Within the graphical user interface, it shall be enabled to shut off the determination of program sequence based on LCN. The receiver shall support the software update from transport streams. The receiver may also support the software update via USB. Within the graphical user interface, a mechanism for signalling that a new version for system software is available shall be provided. Software update shall be initiated by the user. In addition, the receiver shall enable to keep current version of system software, in case of failure of updating. The receiver shall support display of text within the graphical user interface in the Serbian language, using code table defined in ISO/IEC , or ISO/IEC The receiver may support display of text within the graphical user interface in minority languages in the Republic of Serbia. The receiver shall automatically detect and use audio component labelled with srp in ISO language code, where there is an option to change currently used audio component, by selecting from the list of offered audio components.

5 The receiver shall automatically detect and use subtitling labelled with srp in ISO language code, where there is an option to change currently used subtitling, by selecting from the list of subtitles. If the receiver supports additional audio services (audio descriptor, Е-АC-3), easy activation and deactivation (on the remote control) without impact on original audio (srp) shall be allowed. The receiver shall provide automatic synchronization of sound and picture (LipSync). Divergence of sound and picture shall be subjectively imperceptible. The graphical user interface of the receiver shall provide the information of signal level and signal quality. The receiver shall allow automatic search of supported frequencies, reception of appropriate transport streams and saving of information on found programs, along with relevant indicators (PID) of audio, video and other relevant sections. In addition, the receiver shall allow search at a frequency requested by the user via the graphical user interface. Change of modulation parameters shall not significantly affect the operation of the receiver. The receiver shall have an easy to use remote control. The receiver shall comply with the requirements with regard to materials used for its production, in accordance with the Directive 200/95/EC. The receiver shall comply with the requirements in terms of energy efficiency in accordance with Code of Conduct on Energy Efficiency of Digital TV Service Systems of the European Commission. Article 5 The manufacturer, representative, importer or seller of digital terrestrial television receivers, registered on the territory of the Republic of Serbia, shall issue, to the Trademark Holder, a declaration, under full substantive and criminal liability, stating that the receiver marked with the Warranty Trademark, is compliant with the conditions stipulated in this Rule. The declaration described in paragraph 1 of this Article shall be issued on the Form of Compliance for Digital TV Warranty Trademark (hereinafter: Form), printed in attachment to this Rule, and being its constituent part. Technical documentation referenced in the Form, which verifies compliance with the conditions, shall be attached to the completed Form.

6 In addition to the declaration as described in paragraph 1 of this Article, the representative, importer or seller of digital terrestrial television receiver shall be obliged to provide a written declaration from the manufacturer of the receiver confirming the compliance for use of the Warranty Trademark In order to determine whether the receiver, as described in paragraph 1 of this Article, complies with conditions stipulated in this Rule, the Warranty Trademark Holder shall be entitled to demand any other proof he may deem necessary. The Warranty Trademark Holder shall allow the manufacturer, representative, importer or seller of the digital terrestrial television receiver who complies with conditions from paragraphs 1 to 4 of this Article to have access to the electronic document bearing the graphic representation of the Trademark by providing them with the password allowing access to the protected section of the website The Warranty Trademark Holder shall, at the website, publish and update the list of digital terrestrial television receivers which are entitled to carry the Warranty Trademark and shall provide such information to the User of the Warranty Trademark. Article 6 User of the Warranty Trademark shall be obliged to use the Warranty Trademark with the due diligence of a prudent businessman. Article 7 The entity in possession of digital terrestrial television receivers which do not comply with the conditions stipulated in this Rule shall be prohibited from using the Warranty Trademark. Article 8 Rule. Users of the Warranty Trademark shall be obligated to comply with the provisions of this In case of any practices contrary to the conditions stipulated in this Rule, users of the Trademark shall immediately cease using the Trademark, and should any damages occur, they shall be held liable and compensate any such damages to the Warranty Trademark Holder.
