2 Based on Article 61 of the Law on Administration ( BiH Official Gazette no 32/02), in relation to Article 6 and Article 7 of the Aviation Law of BiH ( BiH Official Gazette, no: 02/04), the Director General of the Bosnia and Herzegovina Directorate of Civil Aviation issued: REGULATION ABOUT MAINTENANCE ORGANISATION APPROVAL - SMALL PISTON ENGINE AIRCRAFT Article 1 APPLICABILITY 1.1 This Part 6.2 Regulation is issued pursuant to Bosnia and Herzegovina AVIATION LAW Article 37.3 and prescribes the requirements for Maintenance Organisation Approval limited to: 1) Aeroplanes and Rotorcraft with one or more piston engines only, not exceeding 5700kg MTWA used only for non-commercial purposes. Article 2 DEFINITIONS 2.1 For the purpose of this regulation, the following definitions shall apply: (1) Maintenance; means any one or combination of overhaul, repair, inspection replacement, modification or defect rectification of an aircraft/aircraft component. (2) Modification; means the alteration of an aircraft/aircraft component in conformity with an approved standard. (3) Overhaul; means the restoration of an aircraft/aircraft component by inspection and replacement in conformity with an approved standard to extend the operational life. (4) Repair; means the restoration of an aircraft/aircraft component to a serviceable condition in conformity with an approved standard. (5) Microlight aeroplane; means an aeroplane designed to carry not more than two persons which has: (a) A maximum total mass authorised not exceeding; - 300kg for a single seat landplane, or - 450kg for a two seat landplane - 330kg for a single seat amphibian or floatplane, or - 495kg for a two seat amphibian or floatplane, and (b) Either a wing loading at the maximum mass authorised not exceeding 25kg per square metre or a stalling speed at the maximum mass authorised not exceeding 35 knots calibrated airspeed. Article 3 INTRODUCTION AND REQUIREMENTS 3.1 The holder of this BH DCA approval can provide the BH DCA with a Survey Report on BH DCA Form No T9-10 regarding the condition and status of the aircraft before renewal or issue of the Certificate of Airworthiness. This report is intended to assist the Certificate of Airworthiness renewal or issue process. 3.2 The holder of this BH DCA Approval may, within his terms of approval, perform and certify maintenance and release aircraft to service. 3.3 An Organisation may, subject to compliance with the requirements of Paragraphs 5, 6, 7, 8, 9 and 10 of this Regulation be approved by the BH DCA. This approval will include Terms of Approval to define the capability of the holder by listing the types or groups of types of aeroplanes and/or rotorcraft on which the holder can perform maintenance and release to service. NOTE: All aircraft used for Commercial Air Transport must be maintained and released to service by an Organisation appropriately approved in accordance with BH Aviation Regulation No 6.1.
3 Article 4 APPLICATION 4.1 Application for Approval shall be made on BH DCA Form T9-7, copies of which may be obtained from the BH DCA, which when completed in duplicate should be returned. NOTE: Organisations currently approved by the BH DCA for the maintenance/overhaul of aircraft in accordance with BH Aviation Regulation No 6. 1, who require Approval in accordance with this BH DCA Regulation, should also follow this procedure. Article 5 PERSONNEL 5.1 The Applicant shall nominate, for BH DCA acceptance on BH DCA Form T9-8, appropriately qualified personnel who will be employed for the purposes of certifying as follows: (1) The person nominated in accordance with this regulation must hold an appropriate BH DCA Aircraft Maintenance Engineers Licence with Type Ratings in at least two Categories and with Inspection Rating and experience in the light aircraft maintenance field acceptable to the BH DCA. This person is responsible for release to service certification. NOTE: More than one such person may be nominated. (2) Any additional holders of BH DCA Aircraft Maintenance Engineers Licences with Type Ratings appropriate to certifications to be made, will be responsible for making certifications other than release to service. BH DCA Aircraft Maintenance Engineers Licences with avionic ratings, may be made by personnel not permanently employed by the Organisation. In this case the Applicant shall satisfy the BH DCA that acceptable arrangements exist between the particular person and the Organisation. (3) The Applicant shall assure the BH DCA that licensed and unlicensed staff are of sufficient numbers and are suitably experienced to undertake the volume and type of work to be performed and appropriate to the certifications to be made. Article 6 ORGANISATION AND PROCEDURES 6.1 The Applicant shall assure the BH DCA that his/her technical and administrative procedures are appropriate in respect of: (1) Matters affecting continued airworthiness and the evaluation of technical information issued by manufacturers and Airworthiness Authorities, are compatible with the likely volume of work. (2) The management of the Organisation which should be conducted with due regard to the needs of continuing airworthiness, in particular the Organisation will have to be such, in the opinion of the BH DCA, as to ensure that: - In all matters affecting airworthiness, full and efficient co-ordination exists between individual certifying aircraft maintenance engineers and other members of the staff. - In all areas of functions such as the evaluation and reporting of flight tests, the Applicant will have to assure the BH DCA that the persons nominated to exercise the authority are competent and adequately experienced. - Suitable procedures, including provision for verification, will have to be defined and applied to ensure the accuracy of documents prepared for such delegated functions. (3) The procedures shall be documented in an exposition for the guidance of all staff of the organization. This document should include: - Terms of reference of senior personnel - A description of the methods and procedures used to control airworthiness (See Schedule 1 in Appendix I) 3
4 NOTE 1: Due account should be taken of the guidance contained in BH DCA guidance document 520 Light Aircraft Maintenance. NOTE 2; Where applicable, the terms of reference of persons nominated in accordance with paragraph 5, as applicable to the activities covered by the Approval, shall be the subject of agreement by the BH DCA. NOTE 3; An Organisation, approved in accordance with this Regulation, placing orders on suppliers and not approved organisations shall satisfy itself that the origin of each item supplied is identified and that the item is acceptable and suitable for the intended purpose (BH DCA Approved Organisations when undertaking work outside their terms of Approval are deemed to be not approved). Article 7 ACCOMMODATION 7.1 Hangar accommodation, with adequate lighting, heating and power supplies and of sufficient size to house the size and number of aircraft anticipated to be in work at any one time, shall be provided. Approval of the main premises may, for a particular case and with the agreement of the BH DCA, be extended to cover other premises. 7.2 Hangar and/or workshop equipment should include work benches, trestles, work stands and racks. If required, a suitable area should be provided for painting and fabric work. 7.3 The accommodation shall include suitable areas where publications and drawings may be studied and where aircraft maintenance documents may be prepared and stored. 7.4 Adequate storage arrangements, together with the necessary records and systems for storing and controlling aircraft components, parts and materials shall be provided. Article 8 EQUIPMENT 8.1 Adequate equipment, including general maintenance equipment and specialised tools shall be provided (See Schedule 2). 8.2 The calibration of test equipment shall be checked as frequently as is necessary to maintain confidence in the accuracy of the equipment. Article 9 PUBLICATIONS AND INFORMATION 9.1 The Organisation shall make available to the staff concerned, the necessary technical data, e.g. BH DCA publications, approved manuals, specifications, Airworthiness Directives, data sheets and related literature appropriate to the class of work for which Approval is sought. 9.2 The technical data shall consist of that issued from the manufacturer or Type Certificate Holder by way of maintenance manuals, service bulletins, service information and other forms of instructions for continued airworthiness. 9.3 Written agreements shall be made by the Organisation with the appropriate manufacturers, or other recognised suppliers, for the supply of amendments and changes to the publications held. A suitable system for amending the documents shall be provided. NOTE: Where technical data is held on loan, it shall be the responsibility of the user to ensure that the documents concerned are amended, up to date and available when needed. Article 10 CONTINUATION OF APPROVAL 10.1 The Organisation shall be maintained to the standard necessary to undertake the work for which it is approved. The BH DCA shall have access to the Organisation at any reasonable time and date for the purpose of assessing this standard. 4
5 10.2 Changes of personnel nominated in accordance with Article 5 must be notified to the BH DCA in writing for acceptance The BH DCA shall be consulted where there is any difficulty about the interpretation of the requirements, the associated procedures, or on any airworthiness matter which involves new problems or techniques The BH DCA may revoke, suspend, or vary the Terms of Approval if the conditions prescribed for Approval are not maintained. Article 11 ASSESSMENT FOR BH DCA APPROVAL 11.1 When assessing an Organisation for Approval, the BH DCA will examine the methods used to control maintenance and this will include: (1) An assessment of the information contained in BH DCA Form T9-7; (2) The structure of the Organisation; (3) The number of licensed aircraft maintenance engineers employed and the scope of the licences, or where applicable certifying authorisations, held by these engineers, appropriate to the Approval; (4) The adequacy of the facilities, accommodation and equipment necessary to cover those types of aircraft appropriate to the Approval; (5) The holding of technical publications and data for those types of aircraft appropriate to the Approval; (6) The methods of assessing information promulgated by manufacturers and Airworthiness Authorities to ensure continued airworthiness; (7) Procedures for the preservation and correlation of technical records and recommendation reports. (8) The standard of documentation of the procedures of the organisation required by Paragraph 6.1 (3) of this BH Aviation Regulation. Article 12 INTERIM PROVISION 12.1 Approvals issued in accordance with previous legislation shall be replaced with Approvals specified by this Regulation within 180 days as of the date when it enters into force. Article 13 FINAL PROVISION 13.1 This Regulation shall enter into force on the eighth day after the publishing date in the BiH Official Gazette and it shall also be published in the Official Gazette of the Federation of BiH and the Official Gazette of the Republic of Srpska. Service information and mandatory requirements assessment of contents. Spares procurement, storage and issue. Labelling, batch recording. Test equipment calibration, tool checks. Release to Service Procedures. Review and development of maintenance programme content. General inspection standards. Airworthiness life limitations. Overhaul and test periods. Modifications. Repairs including BH DCA notification. Required Item Inspections. Preparation and completion of scheduled maintenance worksheets. Out-of-phase and time/hours lifed items (components and inspection) control. Permitted variations. Housekeeping review of working area. Management and completion of log books and aircraft technical records. Preparation for airworthiness flight tests. Amendment of Flight Manuals. Mandatory Occurrence Reporting (MOR). Sub-Contract Arrangements Radio and other avionics. Duplicate or Required Item Inspections. Compass swings. Tools and equipment calibration. Manuals and publications. Contract staff. 6
7 Schedule 2 Equipment. The organisation should have, or have access to, the following equipment as appropriate to the work performed: Jacking equipment. Tyre inflation and pressure check. Oleo charging. Battery charging including hydrometer, ammeter, thermometer, capacity checking (lead acid and/or nickel cadmium as relevant). Lubricants, guns, oil dispensing, storage, disposal. Specialist hand tools. General metal working tools. Tyre removal/wheel change and build up. Brake bleeding. Ignition timing. Stroboscope equipment for aircraft tachometer calibration testing. Cylinder compression test equipment. Borescope. Track and Balance. Insulation tester, HT tester, continuity tester, bonding tester. Fuel flow. Water detection. Storage, disposal. Fuel and oil hose pressure testing. Torque wrenches (including a means of calibration prior to use). Deadweight tester. NDT test kit (dye penetrant). Spark plug service and test. Pitot/static leak test. ASI/Altimeter calibration. Landing compass and site for compass swings. Avometer. Soldering iron. Crimping tools. Cable tensiometer. Inclinometer. Exhaust heat exchanger pressure test. 7

Implementing Standard No IS 6.2 Bosnia and Herzegovina Aviation regulation part 6.2 The purpose of this Implementing Standard is to inform applicants of the application forms for making maintenance organisation approval applications to the BH DCA. Also to provide the format of the associated BH DCA certificates; 8
