The role will work closely with and effectively manage a complex range of stakeholders to influence decisions and drive financial and commercial performance and improvement. The incumbent will lead the delivery of value-add analysis, cost management and continuous improvement, long and short term forecasting, integrated financial planning, performance reporting, activity based funding analysis, asset management and procurement advice to the Executive of Gold Coast Hospital and Health Services (GCHHS). The role will require superior communication and project management skills to manage programs of work supporting the assessment of commercial proposals and initiatives and to prepare business cases and papers to the Executive and Board of GCHHS. This role works with the Division of Finance and Business Services senior management team to facilitate cultural change, build and maintain trust in the finance function, and ensure a collaborative approach to the provision of first rate financial and commercial services to GCHHS. Visit the Area/Hospital and Health Service/Division website: Key Duties and Accountabilities Fulfil the responsibilities of this role in accordance with Queensland Public Service and GCHHS values. Collaborate and consult closely with key stakeholders to deliver meaningful budgets, forecasts, variance analysis and reports that clearly align divisional financial performance against purchased activity and targets. Use technical expertise and negotiation skills to work with the management accounting unit and the Executive to produce high quality cohesive financial and business planning for Executive Services and GCHHS as a whole. Work with the Senior Director Financial Performance to provide decision support for negotiation, reporting and amendment processes under the terms of the GCHHS Service Agreement and measuring performance against targets. Understand the requirements for policy, systems, processes and culture to operate in an Activity Based Funding (ABF) environment. Implement and maintain procedures for the capturing of cost and pricing data, actively monitoring and analysing clinical activity levels, costing data and resource utilisation targets using casemix and financial data. Work collaboratively with the Executive and the management accounting function to identify variances and performance issues and develop strategies to manage them. Play an influential role in the commercial success and financial compliance of GCHHS. Provide support to the Strategic Procurement unit to review sourcing strategies, contractual obligations, and proactively managing and evaluating the performance of contracts across Executive Services Raise awareness of and monitoring compliance with procurement policy and procedures across Executive Services. Drive and monitor efficiency and optimisation strategies across Executive Services by utilising clinical benchmarking information, ABF data, and costing analysis. Provide financial compliance advice and support to the Executive to ensure GCHHS adheres to relevant accounting standards and government financial standards. 2

3 Ensure that all revenue available to Executive Services by way of grants, cost recoveries and service/patient charges are identified in the revenue base for Executive Services. Strategically managing the assets and providing quality and timely data and reporting as required by Financial Accounting, Commercial Services and the Asset Manager. Consult and provide advice on the financial aspects of service re-design, improvement projects, partnering opportunities, and investments for GCHHS. Provide quality financial and business support to the Executive Directors as required. Lead the development of business cases to support investment and partnering decisions for GCHHS. Manage programs of work to ensure there are project plans in place, milestones are defined, monitored and met and prepare reports for senior management, the Executive and Board on performance. Provide high quality financial modelling advice and support. Provide benchmarking analytics and recommendations to support commercial decisions. This position reports directly to the Senior Director Financial Performance. The position has financial and human resource delegations in accordance with the Service s Human Resource and Queensland Health s Financial Delegations Schedule. Follow defined service quality standards, occupational health and safety policies and procedures relating to the work being undertaken in order to ensure high quality, safe services and workplaces. Mandatory qualifications/professional registration/other requirements A tertiary qualification in a relevant discipline such as Business, Finance or Commerce is a mandatory requirement for this position. A relevant accounting professional qualification equivalent to Certified Practicing Accountant (CPA) or Certified Accountant (CA) is a mandatory requirement for this position. An understanding of the regulatory environment and context in which a statutory body and health service works would be we regarded. A good understanding of, or the ability to quickly grasp the contestability environment would be well regarded.
