3 Job description Job title: Finance Manager Board/corporate function: Operational Finance Financial Management Salary band: AfC Band 8a Responsible to: Head of Finance or Deputy Head of Finance (where applicable) Accountable to: Head of Finance Hours per week: 37.5 Location: Budgetary responsibility: Central London. The role may require occasional travel to various Trust sites. Nil Manages: Direct reports: Up to 3 Indirect reports: Up to 5 Aim of the role The post holder will support the Head of Finance (HoF) and senior team to deliver all aspects of financial management for the business unit (hospital site or Clinical Support Services). He/she will manage a team of accountants to provide day to day support in all aspects of business unit s financial performance and business partnering whilst maintaining an excellent team ethic. He/she will be a senior member of the Financial Management and business unit teams, demonstrating expert accounting and business knowledge, analytical support and clear presentation of complex financial and business information to clinical and non-clinical colleagues. He/she will constructively and positively challenge all aspects of business units financial and business performance and financial management processes to ensure efficiency and effectiveness. Through a team of accountants the post holder is required to manage the delivery of accurate and timely monthly performance reports for agreement with the HoF for presentation at business unit Board meetings and to feed into the Trust position. There will be a requirement to support the reported performance with an analytical review and to influence actions based upon findings. The post holder will oversee the preparation of robust forecasts to be agreed with the HoF. This will include supporting the planning and monitoring of mitigating actions. To deputise for the Head of Finance in his or her absence, including attendance at business unit Boards, Specialty Boards and Performance Reviews. Specialist knowledge of reporting, payment by results, reference costs and revenue consequences of capital will be required to assist in the delivery of high quality comprehensive reports He/she must have a recognised CCAB or equivalent qualification, and have experience in senior roles within finance and be fully committed to continuous professional development.

5 Key result areas 1) Supporting the HoF in the leadership of the Financial Management services, including expert advice for the business unit, clinicians and the accounting team. 2) Precise and timely financial reporting, forecasting and budgeting. Including production and quality assurance of finance reporting packs. 3) Staff management and development. 4) nsuring compliance with all relevant policies, procedures & systems. Main duties and responsibilities Operational Responsibilities 1) To support the HoF and senior team in providing high quality leadership to the Financial Management operations of the business unit. The post holder will need to develop a thorough understanding of business unit s business. 2) Provide senior management support and leadership to the business unit Financial Management team and to liaise with other finance teams e.g. income and financial services to ensure the reported financial position is accurate. 3) To assist in the coordination and validation of the monthly income and expenditure (I&) position, including forecasts to year-end, analysis and interpretation of significant variances and where appropriate, to influence operational managers/clinicians into taking corrective action. 4) Deputise for the HoF and senior finance team in his/her absence in meetings with Trust manager or external organisations, providing financial advice and support as required. 5) Report on financial issues at relevant management meetings and business unit service reviews. 6) Maintain strong financial controls and provide training and guidance to Budget Holders, ensuring compliance with Trust standing orders and standing financial instructions. 7) Undertake periodic reviews of the financial controls within the business unit and prepare reports and risk assessments based on information gathered. 8) To be responsible for ensuring that the clinical finance team is customer focused and delivers and maintains the highest level of customer support to the business unit including responsibility for a continuous programme of Finance staff team Budget Holder meetings.

6 9) Meet regularly with specialty Budget Holders, providing high quality information and analysis as required, as well as supporting the flow of information between Budget Holders and Management Accountants. 10) Promote a modern and collaborative approach to engaging clinicians in financial management, including the promotion of a culture of innovation and productivity. 11) Provide high quality and meaningful advice to Directors and managers of services in regards all aspects of service formulation, re-engineering and management encompassing complex financial issues. Assisting managers in the financial appraisal of new projects and service developments. 12) To resolve queries from Management Accountants, Budget Holders and other Internal and xternal staff regarding financial management matters with minimal supervision. 13) Assist in financial planning and budget setting, ensuring Trust and business unit objectives are met. 14) To ensure that provider to provider SLAs are in place and maximise income for the Trust. 15) Provide advice on the formulation of SLR report and the impact of the results to key senior staff in the Trust. 16) To prepare costing models for proposed developments and projects applications within the agreed timetable. 17) To support on costing methodologies and policies to underpin the production of robust information to inform strategic decision making. 18) Actively contribute to the Trust s financial management training programme for nonfinance staff including the design of training material and facilitation and presentation at training events. 19) To ensure appropriate training for management accounts staff is consistent with the departments training policy and annual training plan. 20) Show a commitment to CPD and ensure staff are kept aware of national, regional, and local developments. 21) To comply with the requirements of the Data Protection Act with regard to the confidentiality of personal information and patient confidentiality. 22) To promote and lead by example the professional standards set by the Finance Directorate. 23) To undertake any other duties as required which are consistent with the grade and nature of the post. Strategic Responsibilities: 1) Provide high quality advice on local contracts and national tariff and the impact on development of services to senior managers and clinicians and help to minimise income loss through poor data capture, incorrect coding and pricing and contractual penalties through effective reporting.

7 2) To take a strategic view on budget proposals across the business unit, advising on the validity/affordability of plans, ensuring the organisation spends within agreed budget limits and that value for money is secured in the long term. 3) To be responsible for the ongoing development of the professional financial service and implement any recommendations from the Trust board to further enhance the delivery of financial advice and support. 4) Develop and implement fully devolved budgets in line with the Trust budget management policy and contribute to the development of a more commercially focused culture in the Directorate. 5) Support the HoF and senior team in the co-ordination of timely annual budget setting in accordance with NTDA and internal timetables. 6) Monitor and report on progress against the business unit savings programmes. 7) To support the business unit through changes in the financial regime of the NHS. Health and safety at work The postholder has a duty of care and personal obligation to act to reduce healthcareassociated infections (HCAIs). They must attend mandatory training in infection prevention and control (IP&C) and be compliant with all measures required by the trust to reduce HCAIs. All post holders must comply with trust infection screening and immunisation policies as well as be familiar with the trust's IP&C policies, including those that apply to their duties, such as hand decontamination, personal protective equipment, aseptic techniques and safe disposal of sharps. All staff must challenge noncompliance with infection, prevention and control policies immediately and feedback through the appropriate line managers if required.
