Ask yurself: Are the bys ging directly frm the Webels Dens int By Scuting? If the answer is that nearly all graduate int a Trp, yu knw yur Webels Dens are thriving. If nt, then yu'd better take a clse lk at the Webels Den prgram and the By Scut Trps in yur area. It is the gal f each Webels Den Leader t graduate every Webels Scut int a Trp. One f Scuting's greatest challenges is t make the next level f Scuting readily available fr a yung man nce he meets the jining requirements Why a Webels-t-Scut Plan? The Webels-t-Scut plan is a cperative effrt between the Pack and Trp that results in increased transitin f Webels Scuts t By Scuting. It gives Webels Scuts and their families an awareness f the Trp prgram, Trp Leadership, advancement, and an appreciatin f Trp rganizatin and relatinships. Studies have shwn that when the plan is used, a high percentage f Webels Scuts mve int the Trp easily and eagerly. Every graduating Webels Scut deserves the pprtunity t cntinue his Scuting experience is a member f a By Scut Trp. Yur help can make a difference. Here's a plan that bridges the gap between Webels Scuting and By Scuting. It results in better-prepared and mre enthusiastic new members fr the Trp, a strng feeling f success fr the Pack, and-mst imprtant f all-an utstanding new Scuting experience fr the bys. Many Webels Scuts g n t By Scuting with n help at all, but a lt f them need t knw mre abut their pprtunities fr fun and adventure in the Trp. That's the purpse f the Webels-t-Scut plan: T give every Webels Scut a sampling f the Trp prgram, Trp Leadership, advancement pprtunities, and the fun and excitement f By Scuting. We als must let him knw that he is wanted. The by's prgress tward the Webels badge and the Arrw f Light Award intrduces him t sme f the basic elements f By Scuting, and gives him an early taste f Scuting skills and the By Scut advancement prgram. He learns mre abut the Trp thrugh jint Den/Trp activities, which let him see by Leadership at wrk and sense his wn ptential as a Leader. He becmes mre cnfident and enthusiastic abut his Scuting future as he becmes mre familiar with the bys and adult Leaders f the Trp he will be jining. Here's Hw It Wrks The Webels-t-Scut plan ffers a clear path int By Scuting fr every Webels Scut, beginning early in his fifthgrade year. By linking his Webels Den and a By Scut Trp, he is prvided an pprtunity, thrugh jint activities, t sample the fun f By Scuting. As his Webels advancement plan helps him prepare fr By Scut advancement, he might als learn mre abut By Scuting thrugh cuncil and district activities designed t supprt the plan. 3

4 In the early spring, after he has earned the Arrw f Light, he graduates with the ther members f his Den int a Trp. The Den/Trp Partnership The key factr in this prcess is the establishment f a wrking partnership between the Webels Den and the By Scut Trp that mst f the Webels Scuts will jin. This partnership shuld be firmly in place by the start f the Webels Scuts' fifth-grade year. Every fifth-grade Webels Den shuld be linked t a Trp, and every Trp shuld have ne r mre Webels Dens as partners. Of curse, in many cases these partnerships already exist, and have been effective fr many years. But sme Webels Dens are nt linked t Trps, and need help frm their district in establishing a partnership. Similarly, Trps with n "feeder" Webels Dens might need help. N Webels Scut shuld start his fifth-grade year withut a clear path ahead f him that leads t a By Scut Trp. Jint Activities The partner Trp may prvide Webels Den Chiefs fr the Pack, as well as assistance in planning and cnducting utdr activities, but the mst imprtant result f the Den/Trp partnership is the experience f jint activities. The fifth-grade Webels Den and the Trp shuld hld several activities tgether, including ne r tw jint camputs. The Den culd als jin the Trp in a curt f hnr, campfire prgram, day hike, field trip, r jint Gd Turn fr the Chartered Organizatin r cmmunity. Visiting a campree r ther district r cuncil By Scut event, as guests f the Trp might als be included. Thrugh these jint activities, Webels Scuts nt nly learn f the fun f By Scuting, they als get acquainted with the individual Scuts in the Trp. When the time cmes t mve int By Scuting, it is n lnger a leap int the unknwn, but a step int an already familiar and friendly situatin. Webels Scut Advancement The Webels Scut advancement pattern has been develped t lead naturally t earning the Webels badge in the furth-grade year and the Arrw f Light Award in the fifth-grade year, but still allws bys wh jin the Webels Den as fifth-graders (r 10-year-lds) t earn bth ranks. By fllwing the pattern detailed in the Webels Scut Prgram Helps, the Webels Den Leader will ensure that mst Webels Scuts will earn the Webels badge in January f their furthgrade year and the Arrw f Light Award in January r February f the fifth-grade year. Early Spring Graduatin Summer camp is a vital part f the By Scut experience, particularly fr the new Scut. The expanded Webels Scut prgram gives us a great pprtunity t guarantee that graduating Webels Scuts participate in summer camp by getting them int the Trp in time t prepare fr By Scut camp. Webels Scuts may becme By Scuts as sn as they have earned the Arrw f Light Award. Fr mst Webels Scuts, this happens in January r February f their fifth-grade year. Frm Den t Patrl Webels Scuting and By Scuting have been designed t neatly dvetail tgether, and the Webels Den can mve right int the Trp as a new Scut patrl. When the whle Den mves int By Scuting tgether, they cntinue t prvide friendship and supprt t each ther, which allws each by t make a smth transitin with his friends int the Trp. In summary, the Webels-t-Scut plan links fifth-grade Webels Dens and By Scut Trps tgether, encurages jint activities, intrduces Webels Scuts t By Scuting, and ensures the graduatin f the Webels Den int the Trp in early spring. Hw the Webels-t-Scut Plan Helps Bys The Webels Scuting intrduces the Webels Scut t By Scut skills and future advancement experiences. He sees by Leadership at wrk in the Trp and senses his wn ptential as a junir Leader. He becmes mre cnfident and enthusiastic abut the patrl methd, district camprees, summer camp, and perhaps even a natinal jambree. In shrt, the by's desire fr Trp membership is the result f this gradual change in appetite fr Trp-riented activities. 4

5 Hw the Webels-t-Scut Plan Helps Leaders Fr the Trp Leader, it means mre bys-bys already trained in the By Scut jining requirements, and bys whse families have been supprting them in Pack activities. Fr the Webels Den Leader, it means fulfillment. It means direct help in advancement and n Webels vernighters, as well as a pleasant assciatin with the By Scut Trp. The time spent with a by is prductive as seen in the by's desire t cntinue in Scuting. T the Cubmaster it means assurance f stable Webels Dens, mre graduatins, better ceremnies, easy access t Den Chiefs, and Pack meetings that feature lively and participating Webels Dens and By Scut Trp guests. Putting the Webels-t-Scut Plan t Wrk With the help f the Unit Cmmissiner, make a list f nearby Trps with Leaders' names, addresses, and phne numbers. The Unit Cmmissiner can help bring tgether the Webels Den Leader, Cubmaster, and Scutmaster fr their first meeting. If a cmmissiner is nt available, the Cubmaster, Webels Den Leader Cach, r the Webels Den Leader will need t take the initiative t get things ging. The purpse f this first meeting is t get acquainted, define respnsibilities in the Webels-t-Scut plan, discuss Leadership needs, and make plans t recruit the necessary Leaders. It is als a time t talk abut pprtunities fr jint Webels Den-Trp activities. Develp a plan fr regular cmmunicatin between key Leaders in the Webels-t-Scut plan, t keep everyne infrmed f graduatins, jint activities, needs, and pprtunities. Set up a tentative calendar f jint Webels Den-Trp activities fr fifth grade Webels Scuts. Hld the Webels annual prgram-planning meeting, incrprating the jint activities in the annual plan. Share the Webels-t-Scut plan with the Chartered Organizatin Representative and Chartered Organizatin and let them knw hw they can help. Details f the plan can be fund in the Webels-t-Scut Plan pamphlet. District Webels Transitin Chair A key persn t successful Webels graduatin is the district Webels transitin chair. This persn is a member f the district membership cmmittee and is charged with making sure that every Webels Scut is given an pprtunity t jin a trp. District Webels Transitin Chair Respnsibilities 1) Cntact all packs in early fall t update a list f all fifth-grade Webels Scuts. 2) Cach Cubmasters and Webels den leaders in the transitin prcess at rundtables, training curses, and thrugh persnal cntact. 3) Reprt t the membership cmmittee chair, and keep the district cmmittee infrmed. 4) Track and maintain recrds f Webels graduatin by using a wall chart that lists the transitin recrd f each pack. 5) Wrk with unit cmmissiners t fllw up n Webels Scuts wh have nt jined a trp. 6) Wrk tward 100 percent Webels transitin. The Pack Rle It shuld be the gal f the Cubmaster and Webels den leaders t graduate every Webels Scut int a By Scut trp. The key t accmplishing this is t begin prmting By Scuting when Cub Scuts are still in their Tiger, Wlf, and Bear dens, and t sell the sizzle f the great utdrs. Scuting shuld be viewed as an nging adventure, and the prgressin shuld be as nrmal as mving frm elementary schl t middle schl. Pack Respnsibilities 1) Develp a wrking relatinship with the Leadership f a By Scut Trp r Trps in the cmmunity. Mst Trps shuld have either an assistant Scutmaster r a cmmittee member assigned t new Scuts. Yur unit cmmissiner can help put yu in cntact with Trp Leaders. 5

6 2) Cmpare calendars f Trp and Pack activities t crdinate activities. Cmmunity events can be dne tgether, and planning can help prevent cnflicts in use f equipment and facilities. 3) Wrk with Trp Leaders t secure Den Chiefs fr each Webels Den and Cub Scut Den. 4) Wrk with Trp Leaders t plan and cnduct Webels vernight activities. 5) Wrk with Trp Leaders t plan visits t Trp meetings. Never shw up withut first calling in advance. 6) Invite the Scutmaster and Trp yuth Leaders t special Pack activities. This will help create familiarity and a level f cmfrt fr the Webels Scuts and their parents as they ease int the Trp. 7) Plan a meaningful crssver ceremny at the Pack's blue and gld banquet. Include Trp Leadership t be present t accept the Webels Scuts as they graduate t By Scuting. The lcal Order f the Arrw ldge can ften be a valuable resurce in cnducting ceremnies. 8) Webels Leaders shuld be strngly encuraged t mve int the Trp with the bys, either as assistant Scutmasters r Trp cmmittee members. This will give the new Scuts a familiar face at Trp meetings and a cnnecting link t By Scuting. 9) If a Trp des nt exist in yur cmmunity, discuss with the head f the Pack's Chartered Organizatin the pssibility f rganizing a Trp. A graduating Webels Den can frm the nucleus f a new Trp. The Trp Rle By Scut trps shuld assign an assistant Scutmaster r a trp cmmittee member t be respnsible fr new Scuts, which wuld include develping a relatinship with the Cubmaster and the Webels den leaders. This persn serves as a resurce during Webels vernight activities and builds enthusiasm amng bys and their parents fr the exciting challenges that await them in By Scuting. Trp Respnsibilities 1) Select Scuts t serve as Den Chiefs fr each Webels Scut Den and Cub Scut Den. Arrange fr Den Chief Training. 2) Serve as a resurce fr vernight activities. The Trp can be f service t prvide equipment, Leadership, and lgistics fr Webels parent-sn camputs. 3) Cnduct an rientatin in the Bear Cub Scut Dens t explain the changing rle as bys becme Webels Scuts and then again as they becme By Scuts. Explain hw being a Webels Scut will help prepare them fr By Scuting. 4) Webels Den/Scut Trp camputs shuld shw Webels Scuts and their parents what t expect when they mve int the Trp. The Trp shuld ck and camp by patrl, and use skills that the Webels Scuts can participate in. 5) Arrange fr Webels Dens t visit a Trp meeting. This shuld be planned several weeks in advance. 6) Prvide each Webels Scut a cpy f the Trp's activities fr the upcming year. 7) Wrk with Webels Den Leaders t encurage them t plan t mve int the Trp with their Webels Scuts and t serve either as cmmittee members r assistant Scutmasters. 8) Cnduct a Scutmaster cnference under the guidance f the Scutmaster r the assistant designated by the Scutmaster. This cnference shuld cver the meaning f the Scut Oath and Law, the advancement prgram, Trp camping, the patrl methd, summer camp, and persnal equipment. 9) Wrk with the Cubmaster in planning a meaningful crssver ceremny at the Pack's Blue and Gld Banquet. Crdinate the ceremny and arrange fr each Webels Scut t receive a Trp neckerchief and By Scut Handbk alng with his Arrw f Light Award. Members f the Order f the Arrw may assist in the ceremny. What t lk fr in a By Scut Trp Webels is designed t be a transitin between Cub Scuts and By Scuts. The gal f the Webels Den Leader is t get the Webels int a By Scut Trp. 6

7 The majrity f the time spent in the first year f Webels is t earn Activity Pins & the Webels Badge and t g camping utdrs as frequently as pssible. The fcus f the Webels II Den changes frm the first year. In additin t cmpleting the Arrw f Light requirements, the Webels II Den needs t visit several By Scut Trps s that the Scuts can decide which Trp t jin. We started visiting Trps in August, which gave us plenty f time t visit several and t schedule fllw-up visits s that the Scuts can make a decisin befre the end f Nvember. Timing Cnsideratins: It is better t schedule Crssver int By Scuts early in the seasn t allw the Scuts t adjust t the By Scut Prgram and t the Trp. Several Scutmasters have cmmented that they nticed that Webels, wh have crssed ver late in the year, had a difficult time adjusting and may nt have been able t attend Summer Camp as a result. Lets face it, we didn't have t lk fr a Cub Scut Pack t jin -- we jined the ne which was spnsred by ur Sn's Elementary Schl r church. This is nt the case with By Scuts as the majrity f the Trps are spnsred by Churches r ther rganizatins. This des nt imply that yu must be a member f the rganizatin in rder t jin a By Scut Trp as many f the Trps perate at arms-length frm the Charter Organizatin. Which By Scut Trp t jin is a persnal decisin; each Scut needs t decide which ne t jin. It is k if all f the Scuts jin different Trps as lng as they feel that the Trp is right fr them. D nt make this a grup decisin, but instead give them the time and the tls t make their wn decisin. Each By Scut Trp has its wn persnality, each ne is different. The nly way t discver which ne is right fr yu is t visit as many as practical, (3-4) and then t narrw the list dwn and visit the "finalists" a secnd time. What t lk fr in a By Scut Trp: Use Trp Visit Checklist (belw) Lcatin: Just like in Real Estate, lcatin is imprtant as Trp meetings are typically held n a weekly basis. It is mre imprtant t find the "right" Trp than t select the ne clsest t the huse. Active: Review the Schedule f Events and get a feel fr hw active the Trp is. Talk t the Scuts and find-ut which utings they liked the mst and why. Wuld yu cnsider the Trp t be a Generalist r Specialist: What types f trips have they taken? D activities have a central theme r d they ffer a wide range f experiences fr the Scuts? Active Outdr Prgram: Des the Trp maintain an active utdr prgram r are they a "Eagle Scut Factry" and fcus instead upn advancement? In reviewing the schedule f events, are they ging back t the same places ver and ver r are they trying new places? What d they ffer the lder Scuts, (in rder t maintain interest in the prgram)? Have they attended any f the High Adventure Bases, (Philmnt, Sea Base, Cane Base)? Scuts appear t have fun: Subjective, but yu can get a feel fr this based n attendance & energy levels. Talk t the Scuts and find-ut what they mst like abut the Trp. Size: The Smaller Trps may ffer mre f a persnal tuch. The Larger Trps may ffer a wider range f activities t chse frm. The By Scut Trps are brken-dwn int Patrls f arund 6-8 Scuts, similar t a Cub Scut Den s even with the larger Trps the Scuts will be able t bnd with thers. Balanced: Des the Trp cnsist f nly lder bys, (wh may leave sn) r are all age grups represented? Scut Lead: The Trp shuld be "By-Led." The Senir Patrl Leader shuld be in charge f the meetings. The "Chain-f-cmmand" shuld run thrugh the Patrl Leaders. The adults shuld be there as resurces, NOT Leaders. The nly time they shuld get invlved in making decisins is as a reality check (dne by the Scutmaster with the Patrl Leaders Cuncil) and if issues arise regarding safety. T determine sme f this, watch the meeting. Ask wh plans the Trps annual calendar. Ask abut the "Patrl Leaders Cuncil" and hw it wrks. 7

Bys succeed best in becming Scuts when the Cubmaster, Scutmaster, and Webels Leader wrk n their transitin tgether, as a Scuting team. Webels Leaders need t receive this transitin plan frm yu. Scutmasters received a cpy f this plan in their Prgram Planning Packet Yur missin is t make this Packet f infrmatin disappear int the right hands. The Webels-t-Scut Graduatin effrt is vital t the success f Cub Packs and Scut Trps Respnsibilities: Cmplete and turn in Cntact Listing Infrmatin fr yur Pack by September 1, t yur District Executive (see attached white sheet). Encurage yur fifth grade Webels Leaders t cmplete and mail their tracking sheet t yur District Executive at the Scut Service Center r at yur districts Octber Rundtable.
