1 Meet the Governor's Special Commission on Compounding Pharmacies Following the announcement of a "Special Commission on Compounding Pharmacies," and its Chairman, Christian Hartman, the details have been difficult to come by - including the Commission's members. Here is an unofficial list from BU Associate Professor Kevin Outterson's blog. The Commission is expected to meet numerous times in December and have recommendations prepared by the end of the month. Chairman: Christian Hartman, PharmD, MBA, FSMSO Director of Clinical Quality and Patient Safety for Pharmacy OneSource, Wolters Kluwer Health Clinical Solutions. Dr. Hartman is also the founder and president of the American Society of Medication Safety Officers, a professional organization representing medication safety officers at healthcare organizations. He is also an assistant professor of medicine and nursing at the University of Massachusetts Medical School, an adjunct professor of pharmacy practice at the Massachusetts College of Pharmacy and Health Sciences and the University of Rhode Island, and a clinical assistant professor of pharmacy practice at Northeastern University. Prior to joining Pharmacy OneSource, Dr. Hartman served as a senior research pharmacist at Brigham and Women s Hospital in Boston. Previously, he was the first Medication Safety Officer at UMass Memorial Medical Center in Worcester, Mass., where he created the first accredited post-doctoral residency program in medication safety. During his tenure, UMass had three successful Joint Commission accreditation visits with no medication management RFIs. Dr. Hartman also converted the organization to electronic error reporting, increased error reporting by 150% and created an electronic solution to detect potential adverse drug events using the IHI Global Trigger tool and IHI 5 Million Lives: Preventing Harm from High Alert Medications. Dr. Hartman received his bachelor s degree in pharmacy from the Massachusetts College of Pharmacy in Boston and Doctorate from the University of Kansas. He completed a fellowship in patient safety at the Virginia Commonwealth University and holds an MBA from the Isenberg School of Management at UMass-Amherst.
2 Kastango, MBA, RPh, FASHP President and CEO of Clinical IQ, LLC, a privately held consulting company based in Florham Park, New Jersey. Since its inception, Eric S. Kastango has been at the forefront of USP. He is an elected member of the United States Pharmacopoeia Sterile Compounding Committee ( ). Over the years, he has held multiple American Society of Health-System Pharmacists chairmanships and committee positions. He was responsible for creating the Comprehensive Sterile Compounding Compliance Gap Analysis and Risk Assessment Tool. In this capacity, Mr. Kastango frequents pharmacy events as an expert speaker, contributes to industry journals, and teaches. Mr. Kastango received his Bachelor of Science in Pharmacy degree from the Massachusetts College of Pharmacy and Allied Health Sciences and a MBA from the University of Phoenix. Since 1980, he has practiced pharmacy in a number of practice settings (including hospitals, community, and home care) in a number of different of roles, including the Corporate Vice President of Pharmacy Services for Coram Healthcare Corporation, which has 72 pharmacies in 44 states. He has also managed a FDA-registered cgmp manufacturing operation for Baxter Healthcare Corporation, and has made over 100 presentations on a variety of pharmacy practice topics. Michael C. Cotugno, B.S.Pharm. Director of Pharmacy Patient Care Services at Brigham and Women's Hospital, Boston, Massachusetts. Mr. Cotugno has practiced at Brigham and Women s Hospital over 20 years, and he held positions as a clinical pharmacist and pharmacy supervisor before becoming Director of Pharmacy Patient Care Services. He earned his Bachelor of Science degree in pharmacy from Northeastern University in Boston.
3 At Brigham and Women s Hospital, Mr. Cotugno has been involved in the decision and implementation teams that directed computerized physician order entry and the use of automated-dispensing cabinets, barcode scanning technology, electronic medication administration records, and robots for preparing compounded sterile products. In addition, he has served on institution-wide teams involved in planning and implementing processes for medication reconciliation, disaster preparedness, and immunizations. Kevin Outterson, J.D., LL.M. Associate Professor, BU Law & BU School of Public Health. Professor Outterson teaches corporate law and health law at Boston University, where he co-directs the Health Law Program, currently ranked #2 in the country by US News. His research work focuses on the organization and finance of the US health sector. Areas of specialization include global pharmaceutical markets, especially antibiotics and other antimicrobials that can degrade in usefulness over time through resistance. He leads an interdisciplinary project on the legal ecology of antimicrobial resistance, funded in part by the Robert Wood Johnson Foundation program on public health law. Dr. Lauren Smith Interim Commissioner of the Massachusetts Department of Public Health (DPH). Dr. Smith has served as DPH medical director since At DPH, Dr. Smith has spearheaded key Patrick-Murray Administration priorities, including Mass in Motion, a successful program that combats obesity and promotes healthy living across the Commonwealth. She coordinated the department s response to the H1N1 influenza outbreak and directed efforts to prevent head injuries in student athletes. She has also led the way at DPH on promoting school nutrition and addressing health disparities for women and minorities.
4 As a pediatric hospitalist and researcher, Dr. Smith s clinical and academic work has focused on child health disparities and the impact of public policy on child well-being. Prior to joining DPH, she served as the medical director of Inpatient Pediatrics and the Medical-Legal Partnership at Boston Medical Center. She completed her residency and chief residency at Children's Hospital, Boston and her fellowship in General Pediatrics at Boston Medical Center. She holds an MD from the University of California, San Francisco School of Medicine and an MPH from the University of California, Berkeley School of Public Health. She completed her undergraduate studies at Harvard College. Senator Richard Moore, D-Uxbridge Senator Richard T. Moore, as Senate Chairman of the Massachusetts Legislature s Committee on Health Care Financing, has been in the forefront of issues affecting the health of the people of Massachusetts since his appointment in 1999 to lead the health committee by then-senate President Thomas Birmingham. His imprint can be found on nearly every piece of health care legislation enacted in Massachusetts during the past decade. Senator Bruce Tarr, R-Gloucester Bruce Tarr became a member of the Massachusetts General Court in 1991 as the Representative for the 5th Essex district. In 1994, Bruce was elected to the Massachusetts State Senate, and today serves as the Assistant Senate Minority Leader. Having graduated from Gloucester High School in 1982, the Senator earned a degree in Business Administration from Suffolk University's Sawyer School of Management in 1987 and a law degree from Suffolk University Law School in 1990.
