3 THE STATE OF IMPLEMENTATION OF ISIC AND CPC IN TRINIDAD AND TOBAGO Standard Industrial Classification System The Central Statistical Office of Trinidad and Tobago (CSOTT) is the official agency responsible for the collection, analysis and dissemination of national statistics. The CSO is the custodian of several national adaptations of international classifications including the activity and occupation classifications and coordinates their revision and implementation. Trinidad and Tobago uses two industrial classification systems for the classification of economic activity. The earliest system of industrial classification was developed around 1968 as a national adaptation of the ISIC-Rev 2. This activity classification was developed for use in the classification of business establishments for the compilation of the National Accounts and is appropriately named the TTSNA SIC Trinidad and Tobago System of National Accounts - Standard Industrial Classification. A correspondence table maps activities of the TTSNA to the ISIC allowing estimation of national accounting aggregates to be reported according to the format of the national adaptation as well as the format of the internationally comparable ISIC Rev.2. The TTSNA SIC uses a 6-digit coding system in which the first and second digits refer to the Sector of Economic Activity, the third and fourth digits refer to the Sub-Sector disaggregations and the fifth and sixth digits further dis-aggregate the activities of the Sub- Sector into Sub-Sub-Sector. 4 The second activity classification was introduced several years after the TTSNA and is referred to as the (TTSIC) Trinidad and Tobago Standard Industrial Classification. The TTSIC was developed in 1981 as a national adaptation of the ISIC (Rev. 2) and was the result of collaboration between the Central Statistical Office and the National Training Board of the Ministry of Education. Several other Ministries/Departments as well as private sector enterprises were consulted before finalization of the Classification. The TTSIC provides a greater degree of dis-aggregation of economic activity than does the TTSNA-SIC. However correspondence tables have been developed to relate the TTSIC to the TTSNA-SIC and the ISIC to the TTSNA-SIC. In some cases however the ISIC/TTSNA correspondence is a one to many correspondence where activities under one ISIC code have been distributed to more than one TTSNA sector/sub-sector/sub-subsector. In developing the Trinidad and Tobago System of Industrial Classification (TTSIC) emphasis was placed on sectoring the economy in such a way to highlight the manner in which the production of goods and services was organized in the country. General guidelines for doing this were drawn from the International Standard Industrial Classification but the national system is more detailed providing its users with a commodity/industry relationship at the group levels of classification.

5 Plans for revision Plans are in progress for a comprehensive revision of Industrial Classification, which would result in the development of a national adaptation of the ISIC Rev 4. and appropriate correspondence tables. This exercise should be completed by September It is standard practice in the CSO to undertake activities like these, through tripartite discussions involving key stakeholders in Government, Labour and the Private Sector. The use of the Central Product Classification (CPC ) in CSOTT is limited to classification of the commodities used in the construction of the Supply and Use Table. The CPC is used in its international format as there is no national adaptation and none is planned in the short term. Other Classifications BEC The Classification by Broad Economic Categories (BEC) was introduced in 2004 at the time of the introduction of the revised national tariff, as a result of the revision of the Harmonised System HS Prior to that, a national classification of Trade by Economic End-Use was used. Trade data classified by BEC is supplied to the Central Bank of Trinidad and Tobago. The Central Bank however continues to request the national classification of Trade by Economic End-Use. Trade Data is also classified using the Standard International Trade Classification. COICOP and COFOG COICOP is used for the classification of commodities used in the Household Income and Expenditure Survey and in the basket of goods for the compilation of the Index of Retail Prices. There is no national adaptation available at this time and none is planned, although the situation will be reviewed whenever the next revision of the COICOP takes place.

6 COFOG is used in the compilation of statistics on Government Expenditure for the national Accounts. Like COICOP there is no national adaptation to this classification and none is planned at this time. ISCO-08 A national adaptation of the ISCO-88 called the Dictionary of Occupations of Trinidad and Tobago (DOTT) was developed in 1989 and is used extensively for occupational classification both by the CSOTT and other national organizations and individuals involved in occupational classification. The DOTT will be revised after the final draft of the ISCO-08 is released by the ILO and should be available by June Once again the tripartite approach of consultations with stakeholders in government, organised labour and the private sector will be used when undertaking the revision of the DOTT.
