2 Rationale: At BCoT every learner matters. Every leaner who succeeds achieving their potential is a success for the. The is minimising any failures to achieve constant outstanding service to every learner. Outstanding, excellent service can only be achieved through creativity, innovation and responding flexibly to evolving circumstances and needs. There is no early road to outstanding, excellent service. It calls for outstanding teamwork, outstanding leadership, hard work and undying determination. Improving learning, teaching and assessment is the strategic priority for BCoT. Significant and sustained improvement in outcomes has been achieved in almost all sectors. The quality of learning, teaching and assessment demonstrates some very good practice, however, on occasions it fails to excite learners and engage them pro-actively in the process of their own learning. Significant resources are focused on supporting improvement and development of learning, teaching and assessment. Management systems constantly improve the monitoring of personal and team development to ensure that they are having the strongest possible impact on every individual learner, every employer and the wider community. The whole community cares passionately about safeguarding success and the safety welfare, development and progress of every individual learner. Everyone plays a part in enabling and encouraging each learner to reach their potential and be an active citizen with a positive destination.
