6 1. INTRODUCTION The N.W. Posthumus Instituut (NWP) was founded in 1988 as the Netherlands interuniversity institute for graduate training in economic and social historical research. Since 1994 the NWP was officially recognised as a research institute by the Royal Netherlands Academy of Arts and Sciences (KNAW). This recognition was renewed in 1999 and in 2004, indicating that the NWP has succeeded in establishing a durable platform for collaboration among scholars in the field of economic and social history. In 2004 the Flemish universities of Antwerpen (UA), Brussels (VUB) and Ghent (UGent) decided to officially participate in the Instituut. As an interuniversity research institute the NWP has its own budget, a staff and a bureau. The NWP exploits its own research training program for PhD students and stimulates interuniversity research programs. For both postgraduate students and senior scholars the Posthumus Instituut provides access to a far wider range of information and expertise than would be available at any single institution. The mission of the NWP is twofold: NWP promotes innovative and advanced interdisciplinary research in economic and social history by stimulating joint research programs of the Dutch and Flemish universities and research institutes. NWP provides graduate training in economic and social history across a broad front through interuniversity programs that meet international standards. To achieve its mission NWP monitors a PhD program, promotes close cooperation between interuniversity research groups, stimulates acquisitions of large research programs through indirect government funding and defines quality indicators to meet international publication standards and the standards of the regular quality assessments in Flanders and the Netherlands. 2. IMPORTANT DEVELOPMENTS IN 2006 In PhDs participated in the NWP Education Program. 12 new PhD s enrolled in the program, 5 from Flemish and 7 from Dutch research institutes. Ten Posthumus PhD s completed their dissertations. The General Board discussed in 2006 the preparation of a major change in the Training Programme as of 2006 and 2007 to anticipate the changes in the structure of study programs at the Dutch and Flemish universities. This will result in an interuniversity supply of special survey courses for researchmaster students. Furthermore a change in the curriculum has been realized by making a clear separation between a basic programme of one year for age cohorts and the additional training facilities for PhD s in the second and third year. 6

7 Marc Boone and Hilde de Ridder Symoens (Ghent University), Maarten Prak (Utrecht University), Bruno Blondé and Bert de Munck (Universiteit Antwerpen) secured a grant of euros, by the IUAP Fase VI (OSTC, Belgian Federal Office for Science, Technical and Cultural Affairs) for their project Cities and Society in the Low Countries, 14th -18th centuries, running from 2007 to Johan Schot was successful in acquiring a large ESF EUROCORES Programme Technology and the Making of Europe, 1850 to the Present (Inventing Europe). As principal applicant he will chair the scientific committee of this international programme. Bas van Bavel acquired a NWO VICI innovational research incentive scheme grant of 1.25 mln. euros with his proposal Iraq, Italy, and the Low Countries: The Rise, Persistence and Decline of Economic Leaders in the Pre-industrial Era, From September the NWP organised a special academic programme in honor of Joel Mokyr (professor at Northwestern University) together with the Royal Netherlands Academy of Arts and Sciences KNAW. Mokyr has been awarded the Dr A.H. Heineken Prize for History 2006 for his research into the origins of the modern industrial economy. On the 25 th he gave a so-called Heineken Lecture at the University of Groningen. Furthermore he held a masterclass for Posthumus PhD s in Amsterdam and gave a seminar for an audience of Dutch policymakers at the Advisory Council for Science and Technology Policy in the Hague. He received his prize on a special occasion organized at the Beurs van Berlage Building in Amsterdam. 3. ORGANISATION Major decisions of the N.W. Posthumus Instituut are taken by the General Board, consisting of the holders of chairs in economic and social history at the participating institutions. In 2006 the board met three times, on March 6, June 20 and November 13. The daily affairs of NWP are in the hands of the Executive Committee and the scientific director supported by the office manager. The training program and research programs are headed by respectively a program director and research directors. An examination committee and an education committee see to the quality of the students and teaching affairs of NWP. The central office and the daily affairs of the NWP are handled by the so-called commissioner. In the period the Faculty of Economics and Business of the University of Groningen will hold the secretariat. Former commissioners were the University of Utrecht, the Erasmus University of Rotterdam and the Radboud University of Nijmegen. The commissioner is responsible for the appointment of the scientific director, the program director and the office manager (see appendix 1). 4. PhD PROGRAM In 2006 the N.W. Posthumus Instituut offered the usual three training seminars to firstyear PhD students, designated to lead to the production of a definitive plan for the dissertation, an individual assessment and finally the award of a Research Diploma. 7

8 Graduate students belonging to one of the participating institutions of the NWP automatically qualify for the program. Students from non-participating institutions can also apply for a training position provided that their research topic is within the field of economic and social history. In PhD candidates started the program (see appendix 2). The first seminar from March in Brussels was organised by Peter Scholliers (Vrije Universiteit Brussel) and Ben Gales (NWP). It offered an introduction into advanced topics in economic and social history by senior fellows of the institute. Each student submitted a brief paper with an outline of literature relevant to his/her own project and a first discussion of the research questions or focus of his research. The aim is to place the PhD project within the scientific community and to improve one s perspective by confronting it with current debates and approaches within the discipline or relevant fields outside. The second seminar on 1-2 June was devoted to the preparation and presentation of a minor paper, concentrating on the main characteristics of the specific dissertation project: literature, sources, relevant theories and methods. The minor paper serves also as a provisional research plan, with a working scheme and with a provisional structure of chapters. This seminar was organised by Clé Lesger and Leo Lucassen in Amsterdam (UvA). The papers were discussed by senior experts, specialised in the topic chosen by the PhD student or a field adjacent. The third seminar from 9-11 October was held at the International Institute of Social History in Amsterdam (the Netherlands). This Research Design Course (RDC) is also part of the international ESTER-program of advanced seminars in economic and social history. The RDC was organised by Jan Luiten van Zanden, Ben Gales, Anna Tijsseling and senior teacher Peer Vries (see also appendix 2). Students had to write a major paper in English, to be presented to an international audience of leading senior scholars and PhD students from many European countries. 26 students and 10 teachers were working in relatively small groups to promote in-depth discussion. There was also additional preparatory reading on theory and research methods, to deepen the insight in the relation between theoretical and empirical approaches. The RDC was furthermore directed at the improvement of presentation skills and discussion-techniques for the PhD students. Finally the students had the opportunity to discuss both their major paper, the criticisms at the Research Design Course, how they thought to apply these in their further research, their planning and their next publication in an individual assessment session on February, 2nd 2007 in the presence of representatives of the teaching staff (Maarten Duijvendak, Ben Gales, Clé Lesger, Leo Lucassen and Peer Vries) and their own supervisor. All students qualified for their Research Diploma. As indicated in last year s report, the Posthumus Instituut concentrates less upon the so called Basic Programme, covering more or less the first out of the four years of a (normal) PhD project by turning the second and third year into a substantial part of the curriculum of the PhD s supervised by the institute. The training will be mainly individual following the basic training in a group, though the existence of age cohorts is 8

9 a well appreciated and useful aspect of the curriculum and the institute stimulates the continuation of such age-groups also after completion of the Basic Programme. The aims are to stimulate the PhD s to start writing early and to create close contacts with senior researchers other than their supervisor(s) both nationally and internationally. PhD s will have to write at least one article in a national or international journal of repute or a paper presented at a major conference with economic and social history before the final year of the project, to participate in two master classes and active participation in the Posthumus PhD conference. These are the requirements for the Posthumus Research Certificate which PhD s will receive during the final stage of their project. The Basic Programme and the Basic Diploma will remain important, but the end of the first year now constitutes less of a break in the life-cycle of a PhD than in the past. The Posthumus Instituut is aware that the implementation of such changes and requirements asks wisdom and flexibility. Furthering contacts between young and senior researchers implies that the Posthumus Instituut creates opportunities for interaction. The institute therefore took the initiative to start with Masterclasses. These are organised around a visiting scholar - often a wellknown scholar who is asked to counsel our PhD s. A small group of four to five PhD s present their project and discuss their problems with the guest. The organisation of these Masterclasses is still exploratory (see appendix 4). On 12 May the annual PhD conference took place. The conference was organised by PhD representative Danielle van den Heuvel and by Daan Marks (see appendix 3). In his opening speech Ben Gales discussed training and supervising PhD s. Bert de Munck (Universiteit Antwerpen) gave a key-note speech on the importance of interdisciplinary openness for historians. The conference had to be opened with sad news: the death due to an accident of Ivan Wijnens, a PhD student of the Universiteit Antwerpen. At the close of the conference the students of 2005 who qualified for their Research Diploma were honoured (see appendix 5). Completion rates In its latest policy statement, the N.W. Posthumus Instituut defined as desirable a completion rate of 70 percent within 5 years and 80 percent within 6 years, starting from the class of Completion rates have been low until 1996, with 53 percent of the PhD s getting their doctorate within 7 years. The reasons for this low figure were discussed at length in the assessment report of The NWP has limited influence in realising the desirable level, because authority over PhD s is the exclusive domain of supervisors and their faculties. However there are signs of improvement of completion rates. The projects completed by the cohort that started in 2000 amounted to 75 percent of the total. That is substantially above the rate of 50 of the two preceding years. The success-rate is taken as the number of PhD s finished up to 5 years after the start, exclusive of the projects abandoned officially within 18 months after beginning (see appendix 6 and 7). Furthermore, initiatives are under way to devise an educational program by the Instituut for the first three years of a PhD project. The aim is to stimulate PhD s more to start writing soon and 9

10 envisage short-cuts to have the thesis finished within four years, without compromising academic quality. ESTER In 1989 the N.W. Posthumus Instituut took the initiative to establish an European graduate training program for postgraduates, the European Graduate School for Training in Economic and Social Historical Research (ESTER). In the past fourteen years more than 40 European universities have become institutional members of ESTER. During the 1990 s ESTER participants organised annually three so-called intensive courses/advanced seminars, which proved very valuable. From 1999 on these were supplemented by a Research Design Course. The Research Design Courses of ESTER are particularly successful. The number of participants is increasing and the reactions to the content offered are good. It was decided to give priority to the Research Design Course. Because more PhD s attend the regular conferences, the need for Advanced Seminars seems to decline somewhat. Nevertheless, there still is some demand for specialised meeting conducive in particular for PhD s and young academics. ESTER, therefore, will continue to organise such Advanced Seminars occasionally. Besides the Research Design Course in Amsterdam, ESTER organised an Advanced Seminar European Mining History, 19th and 20th Centuries: Work in Progress in cooperation with the Institute for Social Movements and the Stiftung Bibliothek des Ruhrgebiets in Bochum July. Klaus Tenfelde and Ben Gales were the organisors. 24 PhD s presented papers. Appendix 2 gives an overview of the activities in The financial basis of ESTER is still a point of worry. The issue was discussed during the International Economic History Conference in Helsinki (August 2006) but is not yet solved. For the time being activities continue by finding local, ad-hoc financing. 10

11 5. RESEARCH A. Economy and society of the Low Countries in the pre-industrial period Research directors: prof.dr B.Blondé (UA) and dr O.C. Gelderblom (UU) The mission of the research program remains to exchange and combine the findings of scholars working on the economic and social history of the Low Countries before the Industrial Revolution in a comprehensive framework, and to put forward the economic and social history of the Low Countries as a principal case-study in international debates on economic and social change in pre-industrial Europe (cf. also The work that has been done in 2006 can be summarized under four headings. Co Seegers (IISG) still maintains a webpage that contains short biographies of all participants, descriptions of current research programs, an agenda of upcoming events, and, most importantly a series of working papers by participants. In 2006 there exist two series of research seminars in Antwerpen and Utrecht in which scholars from our program and international guests regularly present their work. In 2006 one of the program chairs, Oscar Gelderblom, started research funded with a VIDI grant from the Dutch National Science Foundation (NWO): The Evolution of Financial Markets in the Low Countries ( ). In April the program chairs organized the Second Flemish-Dutch Conference on the Economic History of the Low Countries before 1850, in Antwerpen. The program included papers from scholars from Dutch, Flemish, and foreign universities. B. Globalisation, technological change and economic development Research directors: prof. dr J.W. Schot (TUE) and dr J.P.H. Smits (RUG) From April the first Transnational Infrastructures Europe (TIE) workshop was held at the Technical University Eindhoven and the Abdij Rolduc. During these days some 30 participants from several countries gathered in Eindhoven and met each other to discuss each others work and to plan for the future. This workshop was part of the VICI project of Johan Schot and contributed to the internationalisation program. From May the Tensions of Europe (ToE) second plenary conference Technology and Rethinking European Borders, took place in Lappeenranta, Finland. More than 100 scholars from all over Europe and the US attended. During this conference the launch of the second phase of the Tensions of Europe project took place. Now the focus will be on international research collaboration. Daniel Alexandrov (European University at St. Petersburg, Russia) delivered the keynote address. At the 14 th Conference of the International Economic History Association in Helsinki (21-25 August), three session were co-organised by fellows of this theme: Global and regional integration in the Western Pacific Rim in the 20th century (Thomas Lindblad and Anne Booth) 11

12 International differences in economic welfare: a long run perspective (Jan-Pieter Smits and Luis Bertola) A global history of income distribution in the long 20th century (Jan Luiten van Zanden and Luis Bertola) From September the first Tensions of Europe summerschool Integrating and Fragmenting Europe, took place at the University of Bordeaux, with twenty students from thirteen European countries and six teachers. Sessions emphasized both scientific discussion and presentation skills. The Posthumus Instituut is part of the Globalizing Europe Economic History Network (GlobalEuronet) which is sponsored by the European Science Foundation (ESF). The program on Standardizing Historical National Accounts will be co-ordinated by Jan-Pieter Smits (Groningen Growth and Development Centre), Ola Honningdal- Grytten (Norwegian School for Economics and Business Administration-Bergen) and Magnus Lindmark (Norwegian School for Economics and Business Administration- Bergen and University of Umea). In November the first meeting of this group was organised in Bergen (Norway). With a group of twenty scholars from different European countries plans have been made to build a system of standardised historical national accounts, with special attention for Eastern Europe. The European Science Foundation approved a submitted proposal for a new scientific program within EUROCORES: Inventing Europe. Technology and the Making of Europe, from 1850 till the Present. This program will lead to the funding of a number of international collaborative research projects. The research co-ordinators stimulate co-operation between PhD students from different universities. This has resulted in a joint research paper by Ewout Frankema (RUG) and Daan Marks (IISG) on the economic development of Indonesia. Finally, the research theme was involved in the activities related to Joel Mokyrs Heineken Prize for History. On September 26th, a Masterclass was organised, in Amsterdam at the KNAW. C. People, space & places in history Research directors: prof. dr M.G.J. Duijvendak (RUG) and dr A.J. Schuurman (WU) The use and management of space and the meaning of space (geographical, social, economical, cultural, political) is the central topic of this program. The contemporary process of globalisation gives it a new actuality. In 2006 the program organized six meetings that were all visited well by members inside and outside the Posthumus Instituut. In February the Groningen and Wageningen participants presented ongoing research; in June participants from Leuven, Leen van Molle and Yves Seegers, and affiliated member Michiel Gerding were invited to talk about their projects; and finally in November the group around Wijnand Mijnhardt and Paul Brusse from the University of Utrecht presented their research on the process of disurbanization in Zealand between 1700 and In March Professor Sally McMurry from Penn State University gave a guest lecture on Rural history, landscape and planning. In May Professor Peter Eisinger from the New School for Management and Urban Policy in New York gave a masterclass in Groningen 12

13 on Cities and city life. Finally, in September Maarten Duijvendak en Wouter de Nooij (Erasmus university) organised a workshop on Social Network Analysis. Both used this method in their theses and several of their publications since. As a part of the program PhD-student Frank Suurenbroek defended his thesis in December at the Vrije Universiteit Amsterdam on The transformation of the urban fringe. Haarlem in the nineteenth century. Koos Bosma, Heidi de Mare and Karel Davids acquired a NWO-subsidy of euro from the program Urbanisation and Urban culture for their research proposal Urban nebula. Metamorphosis of the Schipholregion in the twentieth century. Margreet van der Burg (WU) was granted a guest professorship at the University of Göttingen in the first half of 2006 for the field of gender and rural studies. Pim Kooij (RUG/WU) gained a-replacement subsidy for drs Wim Coster to finish his thesis on the nineteenth century modernist Sloet. In 2006 the edited volume Gelderland, was published. Anton Schuurman was one of the editors and authors. This book represents an innovative approach of provincial histories. Together with Miguel Cabo Villaverde (University of Salamanca) he was the chair of rural history at the European Social History Conference in March in Amsterdam. D. Evolution of national business systems Research director: prof. dr Keetie E. Sluyterman (UU) The Dutch Business in the 20th Century (BINT)-programme steadily makes progress. The programme has seven projects, and they have all produced results by way of conference presentations, including presentations at the European Business History Conference in Copenhagen in August and at the Conference of the International Economic History Association in Helsinki. See for a number of articles and book chapter in the list of publications. The NWO funded project The Netherlands as home and host for international companies is close to achieving its first substantial results. The related commissioned history project on the history of Royal Dutch Shell has been finished in 2006, and the three volumed history will be published in Ben Wubs published his dissertation on the Anglo- Dutch company Unilever during the Second World War: Unilever between Reich and Empire The NWO funded project on Innovation is on track, and the same is true for the project on Collaboration, funded by Utrecht University. To our regret, dr. Doreen Arnoldus, who received a NWO research grant (Veni) in December 2005 to research the business culture of the family firm, decided to leave the field. This will unfortunately result in a delay in finishing the project on Business Culture. The project on Corporate Governance can make a real start thanks to our collaboration with researchers from Erasmus University and an NWO research funding granted in December 2006: The corporate governance of Dutch business during the 20 th century; structural change and performance. The project on Business and Government has been temporarily halted and is waiting to get additional funding. However, Jan Peet works on a related commissioned history project on the History of Oranje Nassau Mines after the Second World War and the relation with the Dutch government. In 2006 BINT organized a number of meetings to discuss progress and one workshops. In addition, the international exchange with business historians from Norway and Denmark 13

14 continued during 2006 with the second Danone conference on National business systems and varieties of capitalism in Oslo, in April The next international workshop, in May 2007, will take place in Utrecht with colleagues from Germany to compare the Dutch and German business system. E. Life-course, family and labour Research directors: prof. dr Th. Engelen (RU), dr J. Kok (IISG) and prof.dr E. Vanhaute (UGent) At the European Social Science History Conference (Amsterdam, March 2006) the research directors participated in four sessions, as organizer, chair or discussant. In this way both the Dutch/Flemish and international network of collaborators was enforced and elaborated. Life course, family and labour participates in the Wetenschappelijke Onderzoeksgemeenschap Historische Demografie. This project, funded for five years by FWO- Vlaanderen, brings together researchers from Flemish and Dutch Universities in an effort to pool different resources and skills in historical demography. Historians, sociologists and professional statisticians work on four topics. In time and space in historical demography a workgroup will develop improved multilevel models that take full account of contextual changes while explaining behaviour. Demography of the Interbellum hopes to recover precursors of the second demographic transition. The workgroup on occupations in historical research looks at occupational titles, the development of occupational structures. A workgroup explores new ways of studying kinship and family ties. The initiative for the Onderzoeksgemeenschap was taken by the Faculty of Sociology at University of Leuven On June 14, Theo Engelen and Jan Kok organized a workshop at the Radboud University Nijmegen with the title Historical Demography: Past Accomplishments, Present Debates, and Future Developments. Dutch and foreign historians presented their view on the current state of the field. The papers of the workshop will be published by Engelen and Kok. Theo Engelen started his chair in historical demography at the Nijmegen university with an inaugural lecture called De erfenis van Thomas Malthus betwist. The project Population and Society in Taiwan and the Netherlands, was a core element of this program. Interdisciplinary research together with anthropologists and sociologists resulted in the publication of Volume 2 of our series Life at the Extremes. The Demography of China and Europe Positive or preventive? Reproduction in Taiwan and the Netherlands, In 2006, the preparations started for a conference of the project on the comparative analysis of mortality in Taiwan and the Netherlands. The program also participates in COST Action 34 on Gender and well-being. Work, family, and public policies. This action entails a series of five international conferences on the development of well-being from a gender perspective. The second and the fifth conference will be organized by program members ( respectively Jan Kok/Marco van Leeuwen and Marcel van der Linden). Jan Kok (and Marco van Leeuwen) participated as 14

15 members of the management team in the first conference titled Well-being as a social gendered process: the development of concepts in different disciplines and the use of historical indicators, University of Modena, Italy June 26th-28 th The conference papers are posted at Finally, several grant proposals were submitted to NWO: Chances and choices. A comparative study of the meaning of family, property and inheritance system for life courses in the Netherlands and in Flanders in the long 19th century (Vlaams-Nederlandse Commissie) and Living the faith. Religious identification and life course dynamics in The Netherlands, (Programmatisch Onderzoek Geesteswetenschappen). These two proposals were accepted but, unfortunately, could not be financed. Engelen and Boonstra (Radboud University Nijmegen) submitted a proposal for the so-called NWO investment subsidies. The project called Hub for Aggregated Social History. Toward an integrated infrastructure for Dutch municipal data, (HASH) is geared at the online presenting of data for all Dutch municipalities. HASH involves an investment of Euro 465,000 and will be financed by NWO. F. Group formation and civil society Research directors: dr M.P.C. van der Heijden (UL) and prof.dr M.H.D. van Leeuwen (IISG) A masterclass for PhD students of the NWP was given by professor Barbara Hanawalt on Inclusion and Exclusion in Public Space at Erasmus University Rotterdam, February 28, A general research meeting was organized at Leiden University, 17 November, 2006; NWP-staff members presented research papers, commented on by PhD students of the Posthumus Instituut. Migration and group formation: Leo Lucassen was appointed full professor of Social History, with special reference to the history of The Hague, at Leiden University, Department of History. He held his oration in May Marlou Schrover started a VICI project (granted 1,25 million euros) in September 2006 on Gender and Migration in the Netherlands In November 2006 she was appointed as member of the Executive Committee of the Social Science History Association. Globalisation and ethnic identity: Alex van Stipriaan and Marlite Halbertsma (Erasmus University Rotterdam) were granted euros by NWO for the NWO Art-Science, Co-ops program Back to the roots. Corporatism and citizenship: Manon van der Heijden moved to Leiden University where she continued her VIDI-project on Civil Services and Urban Communities. She published an article in the Journal of Urban History 32, March 2006, : State Formation and Urban Finance in sixteenth- and seventeenth-century Holland. The Dutch research group on philanthropy organized a second conference on the history of philanthropy in the past two centuries. Vibeke Kingma and Marco van Leeuwen are preparing an edited volume. Weekly newsletters were made by Karel-Peter Compagne (VU). In the framework of the EU-COST programme, Gender and Well-being: interactions between work, family and public policies, led by Cristina Borderias, Jan Kok and Marco van Leeuwen organized a conference on marriage and inheritance in Minho in the spring of In connection to this Isabel Sa and Marco van Leeuwen were asked to organize a parallel ESTERconference. Marco van Leeuwen organized sessions on Intergenerational transmission of inequality at the Helsinki conference of the International Economic History Association (IEHA), and, together with Lynn Lees, the sessions of the Social Inequality Network of the European Social Science History Conference (ESSHC). He participated in the founding meeting of the Working Group on the History of Occupations in Russia, led by V. Vladimorov, in October in Moscow. He also attended meetings of the Flemish-Dutch working group on Historical Demography (lead: Koen Matthijs), as a research director of the section on Occupations in History. Criminality and Social Control: Pieter Spierenburg was appointed professor of Criminology at the Faculty of Law, Erasmus University Rotterdam, November Maarten van Dijck received his PhD in November 2006 (see appendix 7). 16
