1 Terms of Reference INTERNATIONAL CONSULTANT TO PROVIDE TECHNICAL ASSISTANCE FOR THE GENDER ASSESSMENT OF THE SOUTH-COAST PROJECT IN TIMOR-LESTE Duty Station: Home based/ mission to Dili and Covalima district, Timor-Leste Application Deadline: 28 February 2015 Primary Category: Type of Contract: Languages Required: Starting Date : (date when the selected candidate is expected to start) Expected Duration of Assignment: Background and Context Gender Equality Contract for Consultant (CFC) English 10 March days (between 1 March till 30 April with two expected missions to Dili of approximately a total of 19 days) The UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women, and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action, peace and security. Gender mainstreaming is one of UN Women s primary areas of work in Timor-Leste as mandated in its inception, recognizing gender-responsive planning and budgeting as integral to good governance. To promote gender-responsive planning and budgeting, UN Women works throughout the annual planning cycle at national and decentralized levels with the women s machinery as well as key line ministries, parliamentarians, civil society organizations, academia and other institutions. The Timor-Leste Strategic Development Plan ( ) includes a strong focus on industrialization, especially petrochemicals, to increase the economic return out of Timor-Leste s petroleum, which in turn is expected to finance health care, education, security and defense and to build and maintain infrastructure for the nation. 1 Expansion of the oil and gas sector has been constrained by the lack of infrastructure in the South Coast area. This will be addressed by the Tasi Mane Project to give our people the skills and experience they need to lead and manage the development of our petroleum 1 State Budget 2015, Book 6 1

2 industry. The Tasi Mane project includes three phases: Suai Supply Base is expected to become a national industrial base and logistics platform to drive job creation on the south coast, the Betano Refinery and Petrochemical Industry cluster will provide housing and social services, and form a new base of employment on the south coast, Beaço cluster will incorporate the Liquefied Natural Gas (LNG)-Plant complex and the Nova Beaço and Nova Viqueque developments. 2 The responsibility of the Tasi Mane project falls under Timor Gap, the national state-owned oil company created under Decree Law No. 31/2011, to develop capabilities in the oil sector but also maximize value added by capturing as much economic, social and other benefits as possible from the exploitation of these nonrenewable resources. UN Women Timor-Leste seeks an international consultant to conduct a gender assessment of potential social and economic impact of the South-Coast Project on the communities in the south-coast area, and provide recommendations to ensure the project integrates gender equality and women s rights and provides equal opportunities and benefits for women and men. The assessment will be conducted in partnership with the Ministry of Petroleum and Mineral Resources (MOP) and Timor Gap and the local NGO. Overall objective of the assignment The overall objective of the proposed consultancy is to provide technical assistance to the Government of Timor-Leste in integrating gender equality and women s rights into the South-Coast project to ensure that women benefit equally from the infrastructure and economic development of the region, and minimize the socio-economic impact of the South-Coast Project on the communities in the southcoast area. Scope of work/duties and Responsibilities Under overall guidance of the UN Women Country Representative in Timor-Leste, under the supervision of Programme Specialist on Gender Mainstreaming as well as in close cooperation with the Ministry of Petroleum and Mineral Resources (MOP) and Timor Gap, and in collaboration with the national NGO, the international consultant be responsible for, but not necessarily limited to, the following tasks:: Phase I: Consultations and collection of information - Conduct a desk review of existing information on the Tasi Mane Project (home-based) and analysis of available data on the South-Coast region; - Conduct preliminary consultations with the government officials, including the Ministry of Petroleum and the Tasi Mane Project (mission to Timor-Leste) - Organize briefing/training for the national CSO that will be collaborating in this assignment. 2 Timor-Leste Strategic Development Plan

3 - Prepare and organize structured interviews and focus group discussions with stakeholders and authorities in Covalima district to assess the situation and challenges faced by women in the area of social and economic development in the context of the South Coast development project including, but not limited to the following: understanding the development project and how it can potentially affect women, whether and how women are likely to benefit from it in the short and longer term, the level of women's current participation in decision making on the development and the potential opportunities for their increased participation, how to go about integrating a gender perspective and women's rights into both the project design and implementation, how to go about monitoring of the project impact on women. (Mission to Dili and Covalima). - Develop and agree on the structure of the gender impact assessment. Phase II: Gender impact assessment and presentation - Conduct a gender impact assessment based on data collected from desk review and interviews and focus group discussions. - Develop draft gender impact assessment report, including recommendations on how to integrate gender equality and women s rights into the South-Coast project to ensure that women benefit equally from the infrastructure and economic development of the region. - Develop a PowerPoint presentation with key findings and recommendations from the impact assessment. - Present and discuss the draft gender impact assessment report and the recommendations for validation with authorities, civil society at the national level and women and men of the Southern Coast Region, and collect feedback and comments. (mission to Dili and Covalima) Phase III: - Develop a five page summary of the report which can be used as a policy brief t to provide easy reference on including gender equality in South-Coast Project to the Timor gap management and MOP. - Finalise the Gender impact assessment report including the comments and feedback gained through the validation workshop. The international consultant will work with a local NGO and UN Women National Programme Officer on Gender Mainstreaming. Duration of the assignment The total duration of the contract will be for a total 25 working days between 10 March and 30 April 2015 (including 2 missions to Dili and Covalima district, Timor-Leste). The indicative schedule of missions: (19 days) 16 th till 29 th of March and 13 th till 17 th of April The exact dates of missions will be confirmed with counterparts at a later stage. 3

4 Key Deliverables The assignment deliverables shall be: # Deliverables 1. Outline of draft assignment workplan and missions and draft structure of the gender impact assessment (in cooperation with UN Women team and local NGO) submitted Expected Working Days Deadlines 1 By 5 March (homebased) Draft report of the gender impact assessment with recommendations, including powerpoint presentation to be used during validation workshop submitted Revised draft report of gender impact assessment report and policy brief integrating comments and feedback from validation workshop with authorities and women and men of the Covalima community submitted 21 By 30 March (homebased and 2 mission) 3 By 25 April (home based) All the documents, including reports, questionnaires and presentations and reports should be submitted in English language. Upon receipt of the deliverables and prior to the payment of the instalments the deliverables related reports and documents will be reviewed and approved by UN Women. The period of the review is one week after receipt. Inputs - UN Women will provide the Consultant with background materials for the desk review. - UN Women will cover the costs of daily subsistence allowance (DSA) for Dili as per standard UN rate and will provide UN Women vehicle for attendance of official mission-related meetings in Dili and Covalima - The consultant is expected to work remotely using her/his own computer, but may access the UN Women office for printing of relevant documents or should he/she be required to work onsite at any point during the assignment. Performance evaluation: Contractor s performance will be evaluated against such criteria as: timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered. 4

5 Financial arrangements: Payment will be disbursed in two instalments: 1) upon receipt of the draft gender impact assessment including PowerPoint presentation to be used during validation workshop submitted ; 2) upon receipt of the final report and the policy brief and its certification by the UN Women Country Representative that the services have been satisfactorily performed. Required skills and experience Education: Master s Degree in Economics, Political Science, Gender and Development or other relevant field. Experience At least 7 years of experience of work on gender equality, women s rights and economic development. Proven experience in producing impact assessments and analytical reports in the area of gender equality and economic development; Proven experience in consulting, research and critical assessment from a gender perspective. Experience on gender equality, extractive industry and natural resources an added advantage. Knowledge of Timor-Leste s context or experience in the country would be an added advantage. Language and other skills: Excellent command of English Ability to communicate in any of the official languages (Tetum or Portuguese) or working language (Bahasa), would be an added advantage Computer literacy and ability to effectively use office technology equipment, IT tools, ability to use Internet and . 6 Letter of Interest containing the statement on candidate s experience in the field of recruitment Financial proposal. The financial proposal shall specify a total lump sum amount breaking down a daily professional fee and international travel expenses (from the country of origin to Dili and back), visa and other travel related costs. All applications must include (as an attachment) the CV, letter of interest and the financial proposal. Applications without financial proposal will be treated as incomplete and will not be considered for further assessment. Please note that only candidates selected for an interview will be contacted. Evaluation Applications will be evaluated based on the Cumulative analysis. Technical Qualification (100 points) weight; [70%] Financial Proposal (100 points) weight; [30%] A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared. Only the price proposal of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated. Technical qualification evaluation criteria: The total number of points allocated for the technical qualification component is 100. The technical qualification of the individual is evaluated based on following technical qualification evaluation criteria: Technical Evaluation Criteria Education 20 % Experience and skills 60 % Language and other skills 20 % Total Obtainable Score 100 % Obtainable Score Only the candidates who have attained a minimum of 70% of total points will be considered as technically-qualified candidate. Financial/Price Proposal evaluation: Only the financial proposal of candidates who have attained a minimum of 70% score in the technical evaluation will be considered and evaluated. 6

7 The total number of points allocated for the price component is 100. The maximum number of points will be allotted to the lowest price proposal that is opened/ evaluated and compared among those technical qualified candidates who have attained a minimum of 70% score in the technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price. 7
