1 CalMHSA Program Partner Spotlight Suicide Prevention Regional Capacity Building Efforts with Crisis Centers Transitions - Mental Health Association & Bay Area Suicide Prevention Consortium An invitation to chat, or a friendly check- in call during a tough time these human touches can make a life- saving difference for a person considering suicide. Behind the person- to- person interactions that can prevent a crisis are a body of research, a system of technology, and the passion of trained staff and volunteers on the other end of the phone line or Internet chat window when it matters most. The California Mental Health Services Authority (CalMHSA) Suicide Prevention programs support communities in saving lives by enhancing local crisis hotline capacity and expanding use of innovation and technology that welcomes young people and individuals from diverse communities to reach out for help. Transitions - Mental Health Association (TMHA) Transitions Mental Health Association has partnered with CalMHSA to build suicide prevention capacity in three counties: San Luis Obispo (SLO), Santa Barbara (SB) and Kern. SLO Hotline volunteer and mental health advocate Darryl Elliot describes the first interaction callers have with staff and volunteers who offer suicide prevention, emotional support and resources as the beginning point. When callers first realize that there are resources to help a loved one, It s a sigh of relief for somebody just reaching out for the first time, and we let them know emotional support is available for them, too. Elliot, who is also president of the local National Alliance on Mental Illness (NAMI) chapter, credits TMHA with helping him take the first steps toward recovery from mental illness that led him to become homeless for several years. Elliot says, as a person with lived experience, working as a hotline volunteer is a gift that not only enables him to help others but also to grow by learning more about mental illness and supporting others through a difficult time. San Luis Obispo Prior to CalMHSA funding, budget cuts had put the community- wide crisis and support hotline in jeopardy of closing after 30 plus years. While most suicide hotlines long ago adopted software that guides staff through calls, SLO crisis volunteers until recently relied on an antiquated paper- and- pencil system. April

2 With support from CalMHSA, TMHA is rebuilding the infrastructure needed to sustain crisis support in SLO. TMHA doubled the professional staff of the hotline - - from one to two positions - - and implemented icarol, the gold- standard software used nationwide for consistency in call response and risk assessment. After- hours support for SLO County Behavioral Health s crisis line and Spanish- language services have been expanded to meet the needs of this diverse community 24 hours a day, 7 days a week. As a result of these efforts, hotline calls have doubled from 200 to 400 per month. A variety of outreach tools have been effective in making SUICIDE PREVENTION HOTLINES the community aware of the SLO Hotline resources. AND RESOURCES Together with NAMI and the County of San Luis Obispo, community education on suicide prevention is offered in SLO: (800) K- 12 schools and on college campuses; these presentations include individuals with lived experience mha.org and seek to raise awareness of community resources such as the hotline. Elliot reports these contacts have Santa Barbara Cares: "made a huge difference with calls coming from (888) university and junior college and high schools." County outreach teams make homeless individuals with mental illness aware of hotline resources. The SLO the Stigma North SB Friendship line: campaign, part of a broad Mental Health Services Act (805) effort to decrease stigma and raise public awareness of mha.org mental health and treatment resources, serves as the website for the SLO South SB Friendship line: Hotline. (805) Elliot can attest that hotline volunteers with lived Kern: (800) experience make an important connection, "understand what you are going through, whether it is substance abuse or homelessness. Sharing resources, from a shelter to a psychiatrist to a wellness center to get support in the daytime, we are there to start that first process [of recovery]. Santa Barbara In Santa Barbara County, TMHA is helping to bridge gaps in telephone support so that the community benefits from locally- based support services. TMHA created a warmline in Northern Santa Barbara County and the Santa Barbara Mental Health Association created a April

3 warmline for Southern Santa Barbara County. The lines are staffed by peers who regularly check in on individuals experiencing mental health concerns to let them know help is available. To support additional call coverage in North Santa Barbara County, TMHA secured grant funding from Dignity Health. Crisis and suicide intervention services are available 24 hours a day, 7 days a week countywide through the Santa Barbara County CARES (Crisis and Recovery Emergency Services). Kern County TMHA collaborates with the Kern County Mental Health Crisis Hotline, which is expanding the reach of both the local suicide hotline and campus student mental health outreach in partnership with Bakersfield College and California State University, Bakersfield. Hotline volunteers are recruited from the campuses and Cal State peer mentors have been trained in Question, Persuade, Refer (QPR) suicide prevention strategies. The Kern County Mental Health Crisis Hotline has seen the number of volunteers double since the beginning of this project, enabling the Hotline to go from taking 1200 calls per month to over 2000 calls per month. This and a similar, successful partnership between the SLO Hotline and Cal Poly SLO have demonstrated that community education and hotline volunteer recruitment efforts complement each other and increase the community s knowledge about suicide prevention and local resources. Community partnership and sustainability are guiding values for TMHA s suicide prevention programs. Both the Kern and San Luis Obispo county programs are in the process of gaining accreditation from the American Association of Suicidology, which speaks to the quality of the services provided, and adherence to nationally recognized standards. The Journey of Hope event, a suicide prevention and mental health awareness forum, held in SLO and Santa Barbara counties in February, focused on suicide risk and teens. Keynote speaker, Jay Asher, author of "13 Reasons Why," opened up a dialogue about teen suicide and how to prevent it. Approximately 600 people were in attendance and 30 service provider tables provided a wide variety of mental health and wellness related information. Journey of Hope Event April

4 Bay Area Suicide Prevention Consortium Coordinated by San Francisco Suicide Prevention, CalMHSA s partnership with the Bay Area Suicide Prevention Consortium has enabled the Bay Area to utilize emerging technologies including online chat and text to reach people unlikely to call a hotline, including young people who primarily communicate via electronic tools. CalMHSA s partnership has also enabled the Consortium counties - - San Francisco, Contra Costa, San Mateo, and Santa Clara - - to focus on outreach to members of the lesbian, bisexual, transgender and queer and questioning (LGBTQ) community, and other underserved communities. Help is just a click away. That s the message to visitors of the website. The Consortium is focused on making their services more accessible to adolescents, young adults and underserved communities, e.g. deaf and hard of hearing, by offering online emotional support services. SF Suicide Prevention Deputy Director David Paisley says, Hotlines nationwide have seen declines in calls from youth and young adults, as they prefer to chat online and text. Imagine a 16- year old at night doing homework and feeling really depressed. Maybe they are intimidated to use a family phone or cell phone that their families might monitor, but they will likely search online for information. This CalMHSA funded project allows for young people to access help in their preferred way of communication, chat, and soon, text. has received as many as 300 chats in a month, largely from youth and young adults. It s clear we are reaching clients we weren t before, because they never would have called, Paisley says. Through advertisements at high schools and universities and on subway posters in partnership with the Know the Signs suicide prevention campaign, the Consortium is making young people aware of the online resources. New strategies are not without their challenges. There is a flow to a telephone conversation that doesn t always translate to chatting online. In a chat environment, people sometimes go away and come back to the chat later, so it can be a challenge to maintain a fluid conversation, says Paisley. Part of the chat responders training is to develop communication techniques to keep the person in crisis focused on accessing the help they need. April

5 San Francisco Suicide Prevention is now considering the next frontier in suicide prevention: social media. Paisley says, For young people, deaths by suicide play out in social media in a way we never imagined 10 years ago. Adolescents and young adults often use social media to express themselves, whether it is a cry for help, or an expression of grief after a suicide occurs. Crisis centers need to be part of these social media conversations in order to prevent subsequent suicides. The Consortium s partnership with CalMHSA has also enabled the region to outreach to the LGBTQ community. In a recent survey of the LGBTQ community in San Francisco, more than 70% of respondents reported experiencing significant depression (interfering with their lives, relationships, work or school) at some point in their life. More than 40% of respondents reported having felt significantly depressed in the last year. Advertisements in gay and lesbian newspapers, participation in gay pride events and outreach by LGBTQ staff are ways the Consortium is improving awareness of suicide prevention. During 2012, the four- county consortium responded to 107,000 crisis calls and 3,400 crisis chats, and trained more than 5,000 adults and over 10,000 young people in suicide prevention strategies.
