3 Background New Mexico SWCDs New Mexico has over 77 million acres of forest, range, cropland, pasture, and other lands under widely varying ownership Land stewards came together over 60 years ago at the local level to form Soil and Water Conservation Districts (SWCDs) Dust Bowl prompted the federal Soil Conservation Act (1935) Mesa SWCD was the first to form in NM (1938) Ciudad SWCD was formed in total SWCDs statewide in NM

6 Authority NM SWCD Formation New Mexico Soil and Water Conservation District Act [ et. seq. NMSA] SWCDs are Special Districts Each SWCD overseen by a elected Board of Supervisors (5 or 7) with local expertise SWCDs are subject to applicable state regulations for elections, ethics, procurement, etc. 25 or more landowners may petition the NM Soil and Water Conservation Commission to form a SWCD NMSWCC holds a public hearing to determine need, resources, potential effects NMSWCC holds a referendum among affected landowners to create SWCD and elect Board
7 Authority NM SWCD Duties & Powers Conduct research, investigations and surveys treating soil erosion and floodwater and sediment damage Demonstrate by example the methods by which soil and other natural resources may be conserved Assist, contract with and render financial aid to district landowners and state or federal agencies Develop comprehensive plans for natural resource conservation, development and utilization Act as agent for any instrumentality or agency of the state or of the federal government...
