1 TITLE: REPORTS TO: LOCATION: Project Manager, CARING Project Country Director, Africare Nigeria Bauchi, Supervising Gombe and Taraba states DURATION: July1 st 2016 to June 30 th 2020 INTRODUCTION Established in 1970, Africare is one of the most experienced and largest African- American led non-profit international development organizations providing development assistance to and working exclusively in Africa. We have worked in 36 African countries and are currently reaching 17. Africare has been working in Nigeria since 1978 and has substantial experience in collaborating with the private sector, government at national and sub-national level as well as community stakeholders to deliver community-based programming to hard-to-reach vulnerable populations. Africare centers its development approach on community engagement, capacity building, locally-driven behavior change and building innovative public-private partnerships in the areas of agriculture and health- specifically economic development; nutrition; water, sanitation and hygiene (WASH), women s empowerment and youth engagement. Africare will serve as lead partner in the proposed consortium program, Dangote Foundation funded CARING (Community Action Response to Improve Nutrition and Growth for Northern Nigeria) which aims to improve nutritional outcomes in Northern Nigeria by reaching one million vulnerable households with nutrition specific and nutrition sensitive interventions. CARING will target 3 North Eastern states namely Bauchi, Gombe and Taraba where the program will seek to increase the quality and quantity of CMAM services in addition to promoting improved optimal infant and young child feeding (IYCF), hygiene practices and micronutrient supplementation; all of which will be delivered via specified channels at the health facility and community levels. The Role Africare seeks to hire a Program Manager (PM) for CARING who will provide overall direction and leadership to the CARING program in Bauchi, Gombe and Taraba States. The PM will be responsible for overall program management in the zone with both operational and programmatic responsibilities.

2 CARING aims to reduce the prevalence of undernutrition in Northern Nigeria through the following objectives: 1. Treat children with SAM using a CMAM approach 2. Engender optimal nutrition behaviors 3. Improve food security and livelihoods through empowerment, enhanced productivity and income diversification 4. Improve federal, state and local government capacity to deliver nutrition interventions through advocacy and coordination The Project Manager will be responsible for the achievement of strategic objectives, intermediate results, and performance expectations through adherence to high standards of programmatic and management quality. The Project Manager bears final responsibility for meeting program deliverables by both lead and local partners. The PM will supervise state offices and State Program Managers out of Bauchi, Gombe and Taraba and oversees implementation teams of 6 to 8 (2 support staff). The Program Manager of the proposed CARING project will provide supervision, strategic direction, and leadership to the Project Management Team, with regards to the progress and course of action(s) on the program. S/he will be primarily based in Bauchi and will supervise a small core team of five to seven lead Advisors including a Technical Advisor (Nutrition Sensitive Interventions), a Technical Advisor for Nutrition Specific Interventions, Grants and Compliance Advisor and a MEAL ( Monitoring Evaluation Accountability and Learning )Advisor, and a Quality Improvement team. S/he will be responsible for liaising with the funder, the Africare Country office and the states, effectively ensuring adherence to the work plans, programmatic, and financial reporting requirements; s/he will manage the regional and field offices and ensure their efficient operations. S/He will provide guidance to and conduct performance appraisals of all staff in the project management team, represent the project to stakeholders, donors, and other external entities; and manage partner relations. S/He will ensure the timely submission of all deliverables to the donor including quarterly and bi annual reports and detailed implementation plans, annual work plans, performance monitoring plans and evaluation reports. S/he will provide the highest level of technical leadership and program quality assurance in the 3 target states. Key Areas of Accountability Program Operations

3 With key Africare program staff and other stakeholders, ensure program s strategic objectives and results are fully accomplished and meet expected technical quality standards. Ensure that vision and plans for the program are innovative and in line with Africare s country program strategies. Oversee periodic technical reviews, ensuring best practices are followed and managing changes in program direction and focus. In collaboration with program staff, provide guidance and technical oversight to ensure that lessons are documented and disseminated. Ensure effective engagement with all stakeholders and facilitate high-level relationships Oversee program s monitoring and evaluation system, using data analysis as the basis for measuring performance. Ensure that M&E learning is incorporated into evolving program plans. With program staff, ensure the delivery of quality training, technical assistance, and administrative and financial support to all partner agencies and government, including the selection and coordination of sub-grantees and consultants. Provides timely reports, documents, proposals, and updates to the Country Director and other staff as requested. Works to collect nutrition success stories from the field and ensures information is shared across all stakeholders. Reviews and refines documents/outputs produced by Nigeria staff and consultants. Attend Nigeria program meetings and keep Head of Nutrition, Program Manager, and Senior Nutrition Adviser up to date. Coaches the technical team on planning, adherence to approved work-plans and analysis of achievements related to plans Financial Management and Administration Manage program budgets, including tracking of financial and material resources. Ensure accurate and timely reporting of program finances and progress status, review actual financial performance against the budget, and explain variances on a regular basis.

4 Ensure staff compliance with all Africare administrative and operational procedures and policies, as well as applicable donor regulations. Approve program expenditures, budget adjustments, and cost modification requests to donors. Strengthens capacities of the technical team on financial planning and forecasting Human Resource Management and Development Supervises and supports Nutrition Advisors Specific and Sensitive in the implementing states and follows up on state activities to ensure that implementation is going on as per approved annual and monthly work-plans and timelines. Conduct periodic reviews of staff performance in keeping with Africare performance management system and mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork. Manage recruitment portfolio for the program, in collaboration with Nigeria country program management, to ensure optimum service delivery through recruitment of competent and qualified staff. Provide support to staff and promote learning based on the nutrition project objectives and activities through strong leadership, mentoring and coaching of the NCs. Ensure that staff responsibilities are clearly defined and understood by ensuring all staff have a detailed, updated JD as well as performance objectives set against work plans and regularly monitored. Ensure effective involvement of staff in running the project to take on ownership of the project through a, participatory approach to planning, implementation, monitoring, evaluation and decision-making. Ensure that appropriate staffing levels are in place and provide regular support, supervision and implementation of other staff management processes including staff performance management. With support from the Head of HR ensure that staff training requirements are identified and staff are given every opportunity to increase their competencies, capacities and own personal development.

5 Representation and Advocacy Provide leadership and oversight of project, ensuring staff and partners adhere to scopes of work and sub-award terms, and that all implementing partners work cooperatively and productively to achieve project objectives. Act as primary project contact to donor, taking responsibility for addressing all program matters, collaborating with Africare Nigeria Country Director on overall donor relationships. Strengthen linkages with existing and potential partner agencies, in collaboration with Africare Nigeria Country Director In collaboration with Africare Nigeria Country Director manage relationships with Government at all levels and stakeholders in the national health ecosystem Oversee program communication strategies, in collaboration with Africare Nigeria Country Director including compliance with donor s branding and marketing requirements as well as Africare s marketing and communication procedures. Africare Representation and Proposal Development Represent Africare with external partners as required. Support planning for each FY and work-plan development according to the donor s priorities and identified needs. Support proposal development, including budgets, for funding both to maintain and expand Africare s work and influence within the nutrition sector. Comply with the requirements of Africare s child protection policies, comply strictly to security procedures and other staff policies. Specific Responsibilities Under the guidance and supervision of the Country Director and in collaboration with the Project Management team, the Project Manager will In line with program goals, ensure the successful roll out of the CARING project across three states

6 Provide technical thought leadership to ensure implementation of nutrition specific and nutrition sensitive strategies and activities. Track and report DFNP and Nigerian nutrition indicators and disaggregate data to analyze results within each domain. Liaise with State, Federal and local governments to develop Africare s community care model to drive interventions that improve nutritional and health outcomes in three target states Design and deliver realistic and pragmatic nutrition strategies and programming interventions that will lead to positive nutritional and health outcomes, with a specific focus on pregnant and lactating women and children under five years of age. Plan and implement locally implementable strategies that ensure integration of program interventions focused on nutrition, agriculture and livelihoods Provide technical thought leadership to ensure implementation of nutrition sensitive strategies and activities. Train CBOs, partners on cash and food crop value chain related livelihood and empowerment programs Establish linkages through CBOs between agriculture and nutrition activities to improve maternal and child nutrition Provide support for Nutrition-sensitive interventions and programs in agriculture, Water sanitation and social safety nets, early child development and education. Liaise with line Ministries of Agriculture, Women s Affairs to ensure leveraging of existing programs for poor rural women including provision of support to women farmers in post-harvest management Monitor Integration of nutrition-sensitive agriculture inputs throughout project activities and interventions using CBOs. Provide nutrition-sensitive agriculture messaging to farmers through CBO intervention. Incorporate nutrition promotion and education into project activities Target the nutritionally vulnerable and improve equity. Ensure tracking and reporting of nutrition indicators and disaggregate data to analyze results within each domain.

7 Conduct assessments, reviews and audits to assess ways to continually strengthen the focus, quality and type of interventions. Work closely with State/LGA teams and other technical counterparts to ensure synergistic and comprehensive programming. Develop tools, frameworks and resources as needed for the Project. Identify successful practices in the project that can be showcased in publications, communication materials and conferences. Prepare communications materials that highlight the Project s nutrition to agriculture programming, successes and lessons learnt. Target key audiences for nutrition information, including the poor, who have the highest malnutrition rates through CBOs Nutrition assessment and gap analysis to identify gaps in nutrition programming for Dangote Project in Nigeria that could be filled through support from health and agriculture programming Incorporate dietary diversity in agriculture training and extension and nutritionhygiene messages through WASCOMS Ensure the timely submission of monthly reports. Participate in the quarterly coordination, planning and review meetings and biannual comprehensive project review meetings Share relevant information and instructions or directives as received from the Funder or state. Perform any other duties as assigned by supervisor Key Working Relationships Internal: Africare Country Director, Finance Director, HQ technical, program and M&E teams External: Dangote Foundation, sub awardees and partners, all levels of Nigerian Government stakeholders, private sector stakeholders; international development community etc. Qualifications and Skills:

8 Master degree in Public Health Nutrition, Social Sciences, Mass Communications, Management, Business, Marketing, Humanities or equivalent. Minimum of 10 years of relevant work experience, preferably in health, nutrition, or food security projects with focus on livelihoods and empowerment. Sensitivity to cultural differences and understanding of the socio-economic and political situation in Northern Nigeria. Specific experience in Northeastern Nigeria would be an advantage Earned value management project management and monitoring. Strong project management skills. Ability to organize systems to monitor project results. Demonstrated capacity to liaise and negotiate with key stakeholders in other organizations, private sector, small business owners, community groups, government agencies, civil society groups, health institutions and trade unions. Demonstrable ability to work with the Excellent organizational, verbal and written communication skills with proficiency (reading, writing, speaking and comprehension) in English Demonstrated leadership and team management qualities including crises and conflict management and mediation Excellent interpersonal skills; ability to interact professionally with culturally diverse staff, consultants and project beneficiaries. Proven experience in managing complex partnership relationships in a participatory way. Ability to work well both in a team and independently.
