1 BRISTOL CITY COUNCIL ROLE AND EMPLOYEE PROFILE: Architect (Senior Level) Specific Role Senior Business Architect Grade Directorate Managed by BG15 (TBC) Business Change Service Manager: Gavin Beckett ROLE PROFILE Role-specific details Overall job purpose Senior Business Architect role: Leads the development of the enterprise business architecture, the set of principles, standards and models that guide people, process, and organizational change. Provides architecture leadership in relation to new models of local government services, the business architecture of strategic commissioning, and the design of services within the context of the council s Change Programme. Works closely with the Business Process Management (BPM) team, providing the process architecture leadership and design authority within which the BPM team operates and delivers All Senior Architect roles: Performs the leadership, facilitation, analysis and design tasks required for the development of an Enterprise Architecture, creating and communicating a set of requirements, principles and models of the current state, future state and guidance necessary to achieve effective enterprise change. Enterprise Architects design, develop, deliver and maintain blueprints of the future state of the enterprise across key architecture domains, including Business, Information, Applications and Technology. They harvest detail for these architecture domains from Programmes and Projects. They select new technologies, and peer review work undertaken by Solution Architects engaged operationally on Programmes and Projects. They ensure compliance with agreed strategic architectures. 1
2 Role-specific details Key result areas Senior Business Architect role: Develop requirements, principles and models for the future-state enterprise business architecture. Provide advice and guidance on Business Architecture principles and standards to the council s Change Programme and projects. Define the enterprise business context, capturing and communicating a view of external trends, council vision, goals and business strategy, enabling the development of the enterprise architecture future state. All Senior Architect roles: Designs and develops the right future-state Enterprise Architecture which enables sustainable business change across the council. Selects new and replacement components of the Enterprise Architecture in one or more of the key architecture domains. Creates and maintains road maps which plan implementation from current state to future state. Ensures the effective practical adoption of the Enterprise Architecture, by acting as the ambassador, champion and the acknowledged expert in at least one of the key architecture domains. Integrates Enterprise Architecture with council strategic planning, and programme management functions that deliver changes leading to the agreed future state. Influences senior of the council to adopt fit-for-purpose and value-formoney road maps towards the future state. Ensures that the Chief Enterprise Architect and Architecture & Design governance bodies are well advised on the compliance of programme and project solutions with the Enterprise Architecture. Ensures that Programmes and Projects comply with Enterprise Architecture by applying governance processes and principles as laid down by the Chief Enterprise Architect and Design Authority. Takes the initiative to keep both own and subordinates' skills up to date and to maintain an awareness of developments in the IT industry. Leads development of architectures for complex systems, ensuring consistency with specified requirements agreed with both external and internal customers. Takes full responsibility for the balance between functional, service quality and systems management requirements within a significant area of the business. Establishes policy and strategy for the selection of systems architecture components and coordinates design activities, promoting the discipline to ensure consistency. Ensures that appropriate standards (corporate, industry, national and international) are adhered to. Within a business change programme, manages the target design, policies and standards, working proactively to maintain a stable, viable architecture and ensure consistency of design across projects within the programme. Captures and prioritises market and environmental trends, business strategies and objectives, and identifies the business benefits of alternative strategies. Establishes the contribution that technology can make to business objectives, conducting feasibility studies, producing high-level business models, and preparing business cases. Leads the creation and review of a systems capability strategy that meets the strategic requirements of the business. Develops enterprise-wide architecture and processes that ensure that the strategic application of change is embedded in the management of the organisation, ensuring the buy-in of all stakeholders. Develops and presents business cases, for high-level initiatives, for approval, funding and prioritisation. Ensures compliance between business strategies, enterprise transformation activities and technology directions, setting strategies, policies, standards and practices. 3

Has continuing responsibility for maintenance of models for a designated function. Initiates organisation-wide modelling improvement activities and obtains customer buy-in to general changes. May represent own organisation as a modelling expert in industry initiatives. Anticipates major changes affecting the organisation, and mobilises resources to implement changes. Advises business managers about the implications of planned IT-enabled change on the business, on processes and on customers. Initiates the definition of new organisation boundaries, and creates future organisation design, including location strategy and the number of locations required. 5 PERSON PROFILE Essential requirements Knowledge and experience for this particular role Knowledge and experience for all roles at this level Domain specific knowledge and experience of: o Business Architecture Designing and constructing business processes, functions and organisational structures. Process redesign methods (such as Business Process Reengineering, Six Sigma or Total Quality Management) Facilitation and organisational change management methods such as Kanban, Lean/Systems Thinking, Adaptive Change Finance, accounting, valuation and metrics development; statistical analysis Introduction of innovative business models, visions and processes Service Design thinking and methods Customer Experience and User Experience methods BA degree in business, information systems, computer science, systems analysis or related disciplines, or equivalent experience. Minimum five yearssignificant experience of working at Government IT Profession/SFIA Level 5, and evidence of potential to work at Level 6, in one or more key architecture domains. Knowledge of EA processes, methods, modelling tools and frameworks. Knowledge of EA modelling tools Basic knowledge of business process re-engineering and information management methods, principles and processes Basic knowledge of information management methods, principles and policies Understanding of BPM, workflow and integration methods and tools.
