1 Understand the ideas Ways to help people out of poverty 1. Read about poverty and ideas to help people out of it What is poverty? Nitin is a ten-year old boy living in a small village in central India. The village is near the forest and every day, before dawn, he gets up and goes out to help his mother collect firewood. Sometimes they have to walk for more than an hour before collecting enough. Later in the day, his mother will sell the wood in the nearest town. This is the main source of the family s money. But before then, he and his mother go back home. She builds an open fire, heats up some milk and makes a little flat bread, like a chapatti. That is all they have for breakfast. His mother cannot go to the shops to buy cereals or eggs because they do not have enough money and because there are no shops. She cannot turn the stove on or get milk out of a fridge because they have no stove and no fridge. Nitin does not have a phone, or any toys. His parents do not have a TV or a car, or even much furniture. Round the walls of their house are lots of hooks. They hang up their few clothes and possessions on these pegs because their village has lots of mice and rats and if you leave anything on the floor the animals will gnaw it. For the same reason, Nitin does not have a bed. He sleeps on a hammock. Nitin and his family are poor. Much, much poorer than anyone in Britain. He and his mother have about one pound a day between them. Nitin is far smaller than the average British ten-year-old child. He often does not have enough to eat and what he does have is not very nutritious. When people are this poor, we call this extreme poverty.

2 Reasons to help people out of poverty It seems unfair that Nitin is so poor. He and his parents are not lazy; in fact they work very hard. Nitin has to walk and work for an hour or more before breakfast every day, hard, laborious work for a young boy. They did not lose their money or have it taken away from them. They were born poor. So were their parents and their parents before them. So are all their neighbours as far back as anyone can remember. And because they are poor through no fault of their own, it seems like richer people including people living in rich countries should want to help them, if possible. There are two reasons for this. Reason one: It s the right thing to do First, people can die because of poverty. Two years ago, Nitin had a terrible disease that we do not get in this country, called cholera. He had this disease because he was too poor to have the things he needs to stay healthy. He survived but many thousands of children in the world get diseases because of poverty and do not survive. Imagine you yourself were in danger, say from drowning. Of course, your parents or guardians would jump in to rescue you, and they wouldn t care if they were wearing their best clothes at the time, and the clothes got ruined. That is an example that sometimes we are willing to give up something valuable to help other people who are in danger. If we are willing to give up something to save a child from drowning, should we not also be willing to give up something to help children whose lives are threatened by extreme poverty? They seem to deserve our help. People who argue that we should help others because it is the right thing to do are making what s called a moral argument. Morality is to do with what s good, kind, or fair. Reason two: Poverty is bad for all of us There is also a different argument for why richer people should help the world s poorest, which says that helping people out of poverty is actually good for the whole world, not just the people being helped. Nitin is a bright and cheerful boy. He says he wants to be either a computer engineer or a doctor one day, and perhaps he would make a very good one. But his chances of becoming a doctor or an engineer are unfortunately very bad because the little village school he goes to does not have a computer and the nearest doctor is many, many miles away. So poverty prevents many people from achieving what they could do if they were not poor, which means the world misses out on doctors, computer engineers, teachers and other useful experts. That s a big loss for everyone, not just the poor people themselves.

3 What is the best way to help people out of poverty? But it is one thing to say we should help people. It is a different thing to say how we should do it. There are lots of ideas for how we could try to help people escape poverty, and giving money is usually not enough. If, for example, we gave Nitin and his family money for food, they would eat for one day but the next day they would be back where they were. So people say we need to do more. We need to give poor people help to grow their own food. This idea is expressed in a well-known saying which is: if you give a man a fish, he will eat for a day. If you teach a man to fish he will eat for life. In another poor village far away from where Nitin lives, in Africa, a young farmer, whose name is Kennedy, was given a big bag of fertiliser, enough for his entire farm. It enabled him to grow a lot more food. Kennedy also got help to store his extra food safely, take it to a market to sell it, and set up a bank account so he had somewhere to keep the money he earned. As a result of this help, he grew enough food for himself and his family, with some left over to sell in the market. He and his family started to have a better life. What is true for individuals like Kennedy is true for whole countries. Countries need help, in building schools, or roads, or hospitals. And the reason they need this is that they are trapped in poverty. If nothing happens, they will stay in the trap. If they are given money and help then they may be able to escape.

4 Ideas for how to help people living in poverty Idea one: Aid The British government sets aside some money every year and gives it to governments in poor countries. This is called giving aid. Lots of other rich countries give aid too. Idea two: Economics - Help people get richer themselves Some people think the best way to help poor people like Kennedy is not to give aid, but instead to help them to earn money themselves so they don t need to rely on other people. Remember the saying: if you give a man a fish, he will eat for a day. If you teach a man to fish, he will eat for life. People who have to rely on aid would just end up back where they were as soon as the aid stops. Also, aid only gives poor people very basic things like medicine and enough food to live, it would never be enough to allow them to live very comfortable lives. So it s never good to have to rely on aid. If instead people are able to earn their own money, they have the power to gradually improve their lives and live more comfortably and happily. Saying it s better to help poor people earn money for themselves rather than just give them aid is called an economic argument. Economics is to do with helping people or countries get richer.

5 How exactly could a very poor person get richer? Think about Kennedy. Couldn t he borrow money to buy some fertiliser, use it to grow lots of food, sell the food, pay back the loan out of the money he earns and still have some left over to buy more fertiliser? Then with the new fertiliser he can grow even more food, to make even more money, buy even more fertiliser, and so on. Perhaps gradually, using that small initial loan, he would be able to grow more and earn more each year, so that he escapes the trap of poverty and gets richer bit by bit. Not all poor people are able to get richer this way, just by borrowing money and paying it back. Some people are trapped in poverty and can t get out without aid. But sometimes you can give aid to help someone get richer, so they don t need aid any more. So you can use aid and economics together. For example imagine another farmer like Kennedy who isn t able to borrow any money. With a little bit of aid to buy fertiliser, this farmer could then go on to earn money by selling his crops like Kennedy did, so that he doesn t need aid ever again. Helping poor people get rich themselves rather than giving aid has another advantage. When outsiders like us in Britain give aid to poor countries, we usually make sure it is spent on things that we think are important. But we don t live in those countries and we may be wrong about what they need. It is much more likely that local people like Kennedy or Nitin will know more than we do about what they need in a small village in India or Africa. If poor people can earn money themselves, they will tend to spend it on the right things, whereas aid tends to be spent on the wrong things. Which is better, aid or economics? Which is the best way to help very poor people aid or economics? It depends on the situation. If it is possible for the people to earn money themselves, then it might be better to rely on economics. That s because most people would prefer to have their own money rather than rely on other people s. And if people are able to get gradually richer through their own efforts they can have better lives than if they need to rely on just a bit of aid. Also, aid is sometimes spent on the wrong things, and if someone earns their own money they can choose how they spend it. If it is not possible for the people to start earning money on their own, then maybe aid is needed to get them started (for example giving a bag of fertiliser). However, sometimes it s not possible for poor people to earn their own money at all, they are completely trapped in poverty. In this situation then aid is probably the only option to help them.

6 Idea three: Help people to learn skills Some people think that the best way to help poor people is not foreign aid or economics, but instead helping them develop important skills. They think this is more important than aid because sometimes aid doesn t work. For example, in some poor countries, powerful people there don t want the poor to get richer, so when aid is sent to their country they stop it from getting to the poor people who need it. People also need skills in order to earn money for themselves. For example, in some countries schools may be very bad, so many people cannot read, and do not know certain important things. This can prevent poor people from improving their lives even if they are given aid. For example, a farmer may be given aid let s say he s given fertiliser so that he can grow more crops. But if he was not lucky enough to receive a good education then he might not know how to use the fertiliser properly, so his crops still don t grow and the aid doesn t end up helping him. In this example, education would be much more useful to the farmer than aid on its own he needs both. What do you think the world s governments should do to help people living in poverty? At the moment, governments from every country in the world are meeting to discuss the best way to help the poorest people. They already have a number of goals which they wish to meet. They aim to reduce by half the number of the poorest people in the world. They aim to make sure more children have the chance to go to school (at the moment, lots of children do not go to school or leave school when they are only ten or eleven to go to work). These aims are called millennium development goals. Governments are aiming to produce a new set of goals by As you can see, their task is difficult and complicated. But if Nitin is to grow up healthier and richer, it is very important that they get it right.
