3 Introduction The City of Arvada has hired the broadband consulting firm, NEO Connect to provide broadband planning services for the City. Broadband planning activities included receiving feedback and input from the community on the importance of broadband, current levels of service, and the role of government in helping to advance better broadband service within the City. In addition to several community outreach meetings, NEO Connect conducted two separate online surveys in Arvada. The surveys were aimed at residential households and businesses and were distributed through the City s website and the City s newsletters. 718 residential responses were received and 40 businesses surveys were completed. In January of 2015, the FCC changed the definition of broadband by raising the minimum download speeds from 4 Mbps to 25 Mbps and the upload speed minimum was increased from 1 Mbps upload to 3 Mbps. As part of the survey, respondents were asked to conduct a speed test noting actual residential Internet service speeds to determine whether or not citizens were meeting the new FCC definition of broadband service. For the residential survey respondents, 41% of the speed tests recorded were below the FCC s minimum broadband threshold. Summary of Residential Survey Results Although the survey is a randomized sample, the survey results and robust sampling of more than 700 homes strongly suggest the following: What s Important Reliability is the most important factor for the community, followed by speed and price. The community wants to see faster, more abundant broadband services. Only 1 out of 4 respondents (24%) are happy with their current Internet speed. Telecommuting 64% of the residential respondents have either one or two people working from home, providing insight into the broadband needs of homes and businesses within the community. 3
4 Citizens are willing to pay between $50 and $75 per month for Gigabit Service When asked how willing or unwilling they would be to switch to a service of 1 Gigabit per second with a range of monthly prices, a large number residential respondents (92%) would pay $50/month, 81% would pay $65/month, and 56% would pay $75/month. Perhaps more importantly, 31% of the respondents said they would sign up for Gigabit service no matter what the price. This is significant 31% of the respondents stated they would sign up for because it provides Gigabit service no matter what the price. insight for the City of Arvada on possible take rate percentages, or potential number of households that would sign up for Gigabit service at various price points. Take rate percentages are one of the most important components of the financial model for offering Gigabit services. For most of the Gigabit networks across the county, the financial model works with a take rate of 30-40%. The City of Longmont is building out a Gigabit network and is offering services directly to their citizens and businesses. They have an introductory charter member rate of $49.95 per month for residential services. On average, the City of Longmont is receiving a 47% take rate percentage of residents signing up for the service prior to even beginning construction of the network within their neighborhoods. With survey results for the City of Arvada showing 92% of the respondents would sign up for a service with $50/month or even 56% stating they would sign up at a price point of $75/month, there is a good indication that the financial model could support feasible take rate percentages with this range of price points. More due diligence and financial modeling would need to be done in this regard; however, the preliminary data gathered from the survey can help inform the financial modeling process. The range of what is currently being spent for Internet services varies for residential subscribers as nearly half (49%) of respondents are paying between $56 - $100/month for their Internet service while more than 1 out of 4 (27%) pays more than $100/month. Role of Government When asked about the primary role of the City in broadband, over half (55%) of all respondents said that it is the City s role to provide adequate service. There are a number of models that can be explored by the City for Gigabit service delivery. One model is to use the City of Longmont s approach and offer services directly to citizens and businesses. Other models to explore are public-private partnerships, working with 4
5 the private sector to share in the capital costs and mitigate potential risks, or to facilitate more broadband deployment through policies, ordinances and collaboration. Will Consider Moving if Broadband is not Adequate 24% of the respondents said they would potentially move if adequate broadband was not available and 6% said they would definitely move. Summary of Business Survey Results While the business survey only obtained forty completions from businesses, findings are still informative: As with residences, reliability is the most important factor for businesses, followed by speed and price. 62% of surveyed businesses pay more than $100/month for Internet service. Only 23% of surveyed businesses rate their Internet as excellent or good. 33% see their speed as slow or very slow. The average speeds recorded were Mbps download and Mbps upload. A quarter (24%) of businesses see the potential for Gigabit connectivity as a gateway for new markets and revenues or to provide more products and services (24%). Three quarters (78%) say Gigabit connectivity would make their business more efficient. Two-thirds of businesses either see it as definitely (31%) or probably (34%) the City s role to deliver adequate broadband service. 11% of businesses say they would definitely leave Arvada without adequate broadband while 24% say that it is possible. 5
6 Residential Survey Results Demographics Age. 62% of respondents are between the ages of 22 and 45 with the biggest group of respondents falling in the age range of (39%). It is interesting to note that although the City of Arvada s demographic data shows the largest percentage of their population is over the age of 60, the younger community within Arvada responded to this survey. School children. While 58% of the respondents do not have school-aged children at home, 42% of the survey s respondents do. Most homework assignments are now online and often educational applications require robust broadband connectivity. 6
7 Work from home. Internet connectivity enables flexible hours and work-from-home for remote job opportunities. In Arvada 64% of households have at least one person who works from home. 7
8 Current Service Current Pricing. Nearly half (49%) of respondents are paying between $56 - $100/month for their Internet service. More than 1 out of 4 (27%) pay more than $100/month. What is Important? Bundling? To determine if the Internet costs were standalone or part of a service package, respondents were asked what else was included in the monthly price. 47% included some other service (TV, telephone, cell phone) while 53% just included Internet service. 8
9 Bundling many services under one invoice was very important several years ago. The importance of a single invoice or bundling services today is not important. Threefourths of residents say one invoice, or bundling services, is not important. Current Providers Carriers. Comcast Xfinity (47%) and CenturyLink (38%) subscribers dominated the survey sample as the primary Arvada ISPs. 9
10 Connectivity. Corresponding with Comcast s Xfinity s market position, 56% of Arvada residents are connected to the Internet with cable. Speed Test Results, Reliability, Perceptions Devices. It is noteworthy that Internet connected streaming TV devices, game consoles, smart TVs, DVRs, smart phones and more are all placing great demands on bandwidth and increasing speed needs. 10
11 Perceived Reliability. If fast Internet and no interruptions are the goal, only 10-11% of respondents say their carrier is delivering. Nearly half (45%) say their connection is too slow either all or most of the time, while nearly a quarter (23%) said they have frequent service interruptions. 11
12 Perception of Speed. Only 1 out of 4 respondents (24%) are happy with their Internet speed in terms of rating it excellent or good. Another 38% are neither enthusiastic nor dissatisfied, rating their speed as acceptable. And finally the remaining 38% see their speed as slow or very slow. One challenge is uncovering what is acceptable in the eyes of citizens in Arvada compared to other geographies. Speed Test Results. The survey provided instructions to respondents to take an actual speed test. 609 of the 718 respondents took the speed test and recorded the results. The average speeds recorded were Mbps download and 6.22 Mbps upload. The lowest speeds recorded were.39 Mbps download and.11 Mbps upload. The highest speeds recorded were Mbps download and 76 Mbps upload. 41% of the speed tests recorded were below the FCC s 25 Mbps download threshold. 39% of the speed tests recorded were below the FCC s 3 Mbps upload threshold. The average download speeds for the three most common carriers in Arvada are as follows: o Comcast Xfinity, 289 subscribers, Mbps download o TDS Cable, 81 subscribers, Mbps download o Century Link, 231 subscribers, Mbps download 12
13 Interest in Gigabit Broadband The survey explored a willingness to switch to a service of 1 Gigabit per second and the accompanying price they would pay. 31% said they be would be somewhat or very willing to pay whatever s necessary to get the service. The survey results show that 92% would sign up for a service of $50 per month. Here are the results from the City of Arvada s survey on pricing and the percentage that would be somewhat or very willing to sign up: 92% would pay $50/month 81% would pay $65/month 56% would pay $75/month 39% would pay $85/month 28% would pay $95/month Internet Service Importance. When asked to rate the most critical components of Internet service, residents are not surprisingly looking for reliability and speed first and second, with price coming in as the third most important attribute. Note, a score of 1 is the most important. 13

Residents feel that if the private sector does not provide adequate broadband service within the City, then the City of Arvada should do so. 55% stated the City should definitely step in and 20% stated the City should probably take a role in filling the gap. 14
15 Specific Actions. More specifically, respondents were presented with six (6) options for actions that could be taken by the community, with do nothing as one of these options. Having the City of Arvada install a state-of-the-art network and running it scored the highest of the options. The high score being a ranking of 1. 15

17 Open Ended Responses, Residential Survey, a Sampling The survey asked for any other comments regarding current Internet service or thoughts in regards to a community broadband service. Here is a sampling of the comments. Lines are old and need replaced in my area. The provider should be held liable for the service they provide. In my case ~ I'm paying for a speed that I'm not currently getting and constantly getting disrupted service. Internet only is what is most important and is the future for both residential and commercial communication. Neither Comcast or CenturyLink is a fair actor in the market. They both lobby the state representative for protective measures from the government so the concept of "let the private enterprise solve the issue" does not apply because the government is already involved. Bandwidth (up and down speed) is one factor but another important factor for me is latency. I integrate cloud-based enterprise applications and push lots of small packets up and down. I could do this work from home if a provider had quality bandwidth but, as it is, I must go to the office to get lower latency. My poor broadband service and lack of service provider choice for my home makes working from home challenging and is causing me to consider moving from my neighborhood It truly bothers me that I live in west Arvada and cannot have Comcast cable or Internet. Moving from Broomfield, I can't believe the Internet, phone, and TV service available through Century Link and TDS cable. It is like being in the 1980s again. I believe the role of government should be to provide a level-playing surface that would provide choice and competition for any business or service. I believe that government should provide the infrastructure only, and allow access to service providers for REASONABLE fees that are in-turn passed on to their customers. It is time the government STOP endorsing and promoting service provider monopolies such as those enjoyed by Comcast and Century Link. At the very least, every home in Arvada should have access to broadband service from more than one provider so they are locked into a situation where they have no choice. I PAY for 19 mbps. I get download speeds 7 mbps less in the range of 10-12, depending on time of day. Do not force companies to compete against the government, either by 'going it alone' or a 'private/public partnership' that squashes competition. Lack of options and competition is my main concern. We really only have one choice for decent broadband, Xfinity. CenturyLink is spotty at best with terrible customer service. The city really needs fiber at a good price. Nobody that works with the Internet in any fashion is happy with down as the best option. I have family and friends in Longmont, CO, which has switched to a city-run Gigabit network, and they couldn't be happier about the results. 17
18 Just get some affordable decent broadband Internet and make us comparable to the rest of the world. We are way behind! Follow the model put into place by Chattanooga, TN by setting up a tax payer owned and city run public utility company that offers Internet service, telephone, cable and electricity service. They have successfully offered much faster Internet speeds at less cost to the customer and with much better customer service than that of the large Internet/cable providers. I work from home and having a very reliable connection and high speeds enable me to work. Any interruptions or slow-downs hurt my ability to work, and thus my income. Not only is the bandwidth speed too low. But through CenturyLink I pay for 40mbps but usually only get 1-15mbps depending on time of day or they day. The City of Arvada needs to change the charter and allow companies to compete with not only broadband but cable too. The city should not restrict access to only one cable company or Internet provider. Please do something about monopoly of TDS in West Woods! I think the problem is not only the Internet service but the phone service too. I think both could benefit from a new fiber optic communication system. Given the opportunity arises and things are amenable to it, I've already been making an effort to leave Arvada and move to Longmont. Internet access in Arvada is awful and I work in technology. Please bring Gigabit fiber to Arvada, we need to be ahead of the times and be a shining example of what our government due for our community. We are becoming more interconnected with the word on a daily basis. Even more interconnected with Denver with the soon to be coming light rail. With more people working from home, faster, reliable Internet is a must for any community. A public fiber network is a wonderful idea! I really hope this can become a reality for the city. This industry is in desperate need for competition and a public fiber network is exactly what needs to be brought to town. The private sector has failed miserably for us and it's time to fix it. ISPs will never improve their capacity or pricing without outside competition. Municipal broadband is one of the few ways to put outside pressure on these overpriced and poor services that will benefit everyone. Unrestricted Internet access should be a guaranteed right. Internet has evolved to a point of necessity for everyone. The 2014 OTI "Cost of Connectivity" report shows that multiple countries have fiber-based broadband at $40/month or less. In the US it is approximately twice that for cities with Google fiber and far more (if even offered) elsewhere. If Arvada had fast, inexpensive, and reliable Gigabit broadband it would result in tremendous growth for the area. Fiber installation may not be required. More than anything, a publicly-provided competitor to existing services would alleviate the monopoly/duopoly that many communities succumb to. 18
19 Longmont attracts residents who work in Boulder in part because of their municipal broadband, why wouldn't Arvada want to attract affluent residents? Broadband should be considered a "utility" just like water, gas, sewer etc. Without a reliable service to meet demand Arvada will not be able to maintain the integrity of the community whether online medicine, kids able to access information at school or home and those who work in the area. Overall this type of service is an incentive to live, work and play in the area. It's up to our government to build Fiber. Comcast, CenturyLink, Baja will only build when they need to and since they have the market locked down. I do not believe that Arvada should provide ISP services, but rather provide the infrastructure for said ISP services to communicate over. This can be justified for emergency services, communication, infrastructure (water meter monitoring), and a variety of other solutions. I applaud Arvada for considering creating their own municipal broadband system Littleton resident: I would - without a doubt - move to Arvada if public utility high speed Internet was offered for a reasonable price. It would be the absolute deciding factor. Internet speed and reliability is my first consideration when I am considering a community to live in or a location to open a business. It is vital to modern commerce, and should be a vital service like water and electricity. This would boost business in Arvada. We should look at other communities that have done this and see what benefits they gained and where their plans didn t go so well. While I generally believe in letting the private sector handle things and to not involve the government, the private sector has failed in the arena of Internet service. I would not have moved here if I had known the Internet service is so bad. Citywide broadband will do more to garner access to the world for poor families than anything else you can do. And for a school district that's trying to move to a one to one ipad program for students those students need Internet access. Thank you for taking this under consideration. I believe that providing an opportunity for good access to the Internet is an important public right. I believe reliable and adequately fast Internet service is becoming an infrastructure need along the lines of electric/gas service, roads, water and sewage systems Normally I am "small government/don't interfere in the marketplace" but the marketplace for broadband isn't really open nor competitive. I think it's obvious given how well places like Longmont have done in providing affordable, reliable Internet compared to the broadband providers, that it's not truly a fair nor open market, there are many hurdles (many created by the broadband companies) that discourage competition. I am a big proponent of local Internet solutions, please make this happen! 19
20 Ideally, I think the city should install Gigabit infrastructure and let ISPs compete to provide service over it. Failing that, I'd like to see the city provide the service itself. The main issue is lack of reasonable competition. All options are with companies with horrible service. I'm not a fan of government taking choices away from people, so this would have to be a service one could opt into and out of as they desire. I think any community broadband initiative by the City of Arvada can only improve the quality of services we have here, either by being successful in building out the public-owned infrastructure, or at least pressuring the commercial providers to improve their services to compete. The Internet has truly become a vital utility. Ability to find employment, and conduct personal business depends on having a reliable Internet connection. I would strongly support having the City of Arvada provide fast, reliable Internet. Keep in mind that many more people work from home (including me) and high speed, reliable Internet is an absolute must. The community we live in was built in the 1990's and 2016 needs are simply different. 20
21 Business Survey Results Demographics Business type. Nearly half of participating businesses are in professional services with high tech and retail also well represented. Business size. Businesses within the sample are the most part small businesses, with less than fifty employees. 21
22 Teleworking. While 30% of companies do not permit employees to work from home, 37% of responding businesses have employees who work from home every day. Current Service Current Pricing. 62% of surveyed businesses pay more than $100/month for Internet service. 22

24 Connectivity. Corresponding with Comcast s Xfinity and CenturyLink s market position, 54% of Arvada residents are connected to the Internet with cable and 31% are connected with DSL. Speed Test Results, Reliability, Perceptions Perceived Reliability. Almost a third (31%) of respondents say their download speed is either always or almost always too slow, while 39% say the same about their upload speed. Nearly half (45%) say their connection is too slow all or most of the time, while nearly a quarter (18%) said they have frequent service interruptions. 24

The lowest speeds recorded were 1.37 Mbps download and.26 Mbps upload. The highest speeds recorded were 138 Mbps download and 128 Mbps upload. 55% of the speed tests recorded were below the FCC s 25 Mbps broadband threshold. 30% of the speed tests recorded were below the FCC s 3 Mbps broadband threshold. 31 Open Ended Responses, Business Survey The survey asked for any other comments in regards to current services or thoughts regarding a community broadband network. Here are the responses to the open-ended comment question. Sooper Credit Union is using multiple providers for business because of our requirements. From conversations I've had with those working in the telecommunications industry, I'm convinced that key goals of any last-mile network infrastructure should be future-proofing and flexibility. Digging up streets to lay new fiber is very costly and labor-intensive, so consideration should be given to using conduit that allows future additional lines to be laid by the city or third parties with a minimum of disruption and cost. Also, it may be worth considering providing only a last-mile data service which can be leased to third party providers who bill customers and provide the connection to the Internet. USWest/Qwest/CenturyLink uses (used?) a similar model to allow third parties to provide Internet to customers over their DSL infrastructure. I do believe that Internet providers can provide the best service if all factors such as rights of way are resolved. I would also like to think that Gigabit Wi-Fi should also be an option as it requires less infrastructure cost and is imminently more redundant. Most community Wi-Fi is unsecure and unmonitored for illegal end-user activity. There are options to partner with community businesses to provide easy to access and safe public Wi-Fi by using existing infrastructure and sharing broadband resources. I hear that Comcast in "not allowed" to provide services to my area. My Small Business IT company says it would provide me with superior connection compared to the T1 that I have to buy with Birch. The local Internet companies, like Baja, Century Link or whatever are the choices right now for my business home location, are not a solution at all for me. The service is inconsistent and unreliable. It's not the government's responsibility to provide service but they do control the monopolies that are allowed to exist eliminating competition driving the private companies to deliver a better product. Baja / TDS broadband is terrible. It should be a free market and all providers should be able to offer their services, not sure why Comcast is not allowed and why we only have 2 options (Centurylink and Baha) We were with CenturyLink and they could not provide the speed or reliability we needed. Comcast was not in our area. Baja was too expensive! Standard rates for Comcast and CenturyLink are ridiculous. I threatened to cancel and went from $90 to $30 a month (for 12Mbps DSL), which was great, but I shouldn't have to beg for the low teaser rate they offer to new customers. 31
32 Both Comcast and CenturyLink have service that can be interrupted during business hours, and any lack of connectivity can cause deadlock in our office. We frequently need to use VPN and remote desktops as part of our job. Solutions for broadband should come from the market, not government. There are Arvada businesses that re-sell high speed Internet to other Arvada businesses. Have you spoken to them directly? Will this help them or hurt 32
