4 Group * Specialist Managers Unit * ICT Managers Summary advice for SOL * Are there any occupations that you represent where there is evidence of imbalances in the demand for and supply of skills in the medium-to-long term? * Chef Service Skills Australia's most recent consultation with industry for its Environmental Scan again confirmed the continued shortages of chefs. This is also supported by recent research from Restaurant and Catering Australia, which found chefs to be the most difficult occupation to fill within restaurants, and the Department of Employment's skill shortage research, which has found chefs to be in shortage consistently for over a decade. Similar to the previous year s report, almost 40 per cent of vacancies were found to remained unfilled four weeks after advertising. In addition, significant employment growth is expected for this occupation. The Department of Employment forecasts an increase in employment of 11,900 chefs to November 2018, representing an increase of 13.9 per cent from November While this does not indicate the shortage that is likely to be experienced, given Deloitte Access Economics (DAE) forecasts indicated there will be a shortage of 2,118 qualified chefs to 2015 under smaller forecasts, this is likely to be more significant in the medium-to-long term unless chefs are not retained on the SOL. Accommodation and Hospitality Manager (Caravan Park and Camping Ground Manager, Cafe and Restaurant Manager) The Caravan Industry Association of Australia's recently commissioned report (2013) by KPMG indicated that 59 per cent of caravan holiday park managers were aged 50 years or over in 2011, which has increased from 50 per cent in 2001 and is almost twice that of the total workforce. As such, it is highly likely that in the medium to long term, a large number of caravan holiday park managers will be retiring, creating a significant skill shortage. Page 4 of 8

5 Industry consultation has also pointed to severe shortages of restaurant and club managers. Employer representatives noted that while there are substantial numbers of employees to potentially draw from, only a small number of staff exhibit the requisite talent to move to senior management. Again, recent research from Restaurant and Catering Australia indicated that restaurant managers were the second-most difficult occupation to fill. The Department of Employment projects an increase in employment of 12.1 per cent, or 7,600 cafe and restaurant managers to November 2018, as well as increase of 5.3 per cent, or 200, club managers. Retail Buyer During Service Skills Australia's most recent consultations for the Retail Services Training Package, the Australian retail sector strongly indicated that there are severe difficulties in sourcing local staff for merchandise and category management, or buying and planning positions. In particular, it has been noted that local candidates do not possess the required skills to the standards achieved in other global markets. As the retail industry has rapidly become far more competitive, along with heightened consumer expectations, there has been a substantial increase in the skill level required in the Australian market. While appropriate qualifications are currently being developed by Service Skills Australia, these are currently slated to be high-level qualifications (Diploma and Graduate Certificate), thus there will be a reasonable lead time until qualified graduates are available in the job market, in addition to the time taken for these qualifications to be endorsed. ICT Managers (Retail E-commerce managers) While retail is not a significant employer of ICT managers or professionals in terms of share of employment, the recent and expected growth of online retail will ensure they will play an increasingly larger role in the retail industry. The industry describes this as a critical occupation in their operations and has little access to a sufficient number of skilled e-commerce managers (or similar) that posess both the technical skills and an understanding of the retail environment. Across all industries, the Department of Employment expects employment in this occupation to increase by 33.2 per cent in the next five years. Is there evidence of imbalances in the demand for and supply of skills in the medium-to-long term in non-metropolitan areas? If so, can you indicate in what part of Australia and the number in the occupation in over or undersupply. Page 5 of 8

6 Are there any occupations which require formal licensing or registration arrangements in order to practice/perform in this occupation? For example: Midwives are required to register with the nurses board in their state or territory Panelbeaters are required to be registered or certified with the state Motor Vehicle Repair Industry Authority Chef Across all jurisdictions there is a legislated requirement that licensed food businesses have a nominated food safety supervisor. While the nominated individual may not be a cook or a chef, if they are nominated as the food safety supervisor by the business they are required to hold a food safety certificate that has been issued by the relevant state or territory statutory authority. Accommodation and Hospitality Manager In some instances, Hotel, Motel and Restaurant Managers will require a Responsible Service of Alcohol (RSA) certificate and/or a Responsible Conduct of Gambling (RCG) certificate. This licensing is mandatory workers responsible for the sale and service of alcohol and the service of gambling in all states and territories. Licensing authorities vary by jurisdiction. Is it expected that your employment sector will be impacted by any medium-to-long term trends which will impact upon demand and/or supply (excluding costs associated with training, labour hire, and international sponsorship)? Please provide evidence (e.g. data source, policy document) which substantiates these claims. For example: New benchmarks for childcare centres mandate increased staff-to-child ratios and higher qualification standards for childcare workers. Chefs, and Café and Restaurant Managers (Tourism and hospitality industry) There continues to be significant growth in high-end international travellers seeking unique experiences, such as luxury food and wine experiences. Tourism Australia s Restaurant Australia campaign aims to increase visitor numbers through the promotion of Australia as a food destination. To compete as a food destination, the industry has emphasised that a highly skilled labour force is required to provide a quality experience. This has combined with the increasing local demand for dining out due to higher disposable incomes and increasingly time poor households. Subsequently, demand is expected to grow substantially for these occupations. ICT Managers (E-commerce managers) Rapid adoption of online channels by consumers 97 per cent of Australians shop online and 34 per cent plan to increase their amount of online shopping in the next year has led most in the industry to regard an online presence as a strategic necessity, or simply normal retail Page 6 of 8

Although online retail spending is currently estimated at only 6.6 per cent of traditional retail spending within Australia, its growth of 8.6 per cent in the year to July 2014 significantly outpaces that of traditional retail. Despite this, only 52 per cent of Australian retailers in had an online presence although this has increased from 44 per cent in As such, a significant proportion of the industry has yet to make this inevitable transition, and therefore will require additional specialised IT personnel to facilitate the process.
