Sealed Tenders are invited from reputed Bidders for supply of (1) Utencils and (2) Table Top Mechanical Kitchen Scale For The Anganwadi Centers of Bihar as per list of districts enclosed in Annexure A. Items and specification enclosed in Annexure B. The Detailed terms and conditions can be had from the office of the undersigned. Tenders shall be submitted through Two bid System namely TECHNICAL BID & FINANCIAL BID in concern districts. 6. The supply requirement has two parts, (1) Utensils and (2) Table Top Mechanical Scale. Thus, separate tenders need to be submitted for these two types of requirement and depending upon eligibility requirement and financial bid, two separate bidders can be awarded contract for supply of utensils and mechanical scale in any districts. The agency bidding for utensils only needs to furnish financial bid only for utensils. Similar would be the case of mechanical kitchen scale. 7. An agency can bid for utensils, or for mechanical scale or for both. In case of bidding for both, two separate bids need to be submitted. 8. An agency can bid in as many districts as it wishes. 9. Sample set of utensils and kitchen scales are available in the offices of District Program Officers in all the relevant district and these can be seen for clarity over specification etc. on any working day between publication of tender and date of submission of bid. 10.Technical Bid shall consist of The Eligibility criteria consisting the following : Earnest Money By Demand Draft favoring District Program Officer, ICDS of concern district 2 % of the Total amount shall have to be submitted. Past performance experience, if any, of supply of Utencils and Table Top Mechanical Kitchen Scale to any Government/semi Govt. Bidders bidding for mechanical scale should be in possession of weights and measures license for the past 3 years are only eligible to quote, which a copy of the license is to be attached. Proof of sound financial capability of the Bidder.The Bidder should have achieved a minimum sales Turnover of Rs. 25 lac each year during last Three consecutive years and should furnish Profit & Loss statement, Balance sheet for Last 3 years ie , and , in support of its Financial standing and capability to perform the contract on time. 1 set sample of the Utensils and/or Table Top Mechanical Kitchen Scale, exactly as per specification has to be submitted along with the Tender, otherwise the tender will be out rightly rejected. The Utensils and/or Table Top Mechanical Kitchen Scale sample submitted shall be exactly as per specification. Latest Sales tax and Income tax return copy The Bidder shall obtain receipt of the sample, and this receipt shall be submitted along with the tender, and no sample shall be submitted after due date and time.

Other Submission Requirements The Tender shall be submitted in two parts Part A Technical Bid Part B Financial Bid Submission of bid - Packing, Sealing and Marking The bidder shall prepare bid in two parts: Technical Bid (Part-A) and Financial Bid (Part- B). The bid documents shall be sealed separately clearly marking the envelope along with the Purpose, bid Number, Date & Tendering Authority Address. The Technical and Financial parts of the bid so sealed must then be inserted in one separate envelope. This outer consolidated envelope should then be sealed and superscribed with following details: Bid details, bid number, bidder name and address, date of submission of bid. The outer single envelope (containing two envelopes as Technical and Financial bids, inside) should only be submitted to the concerned District Program Officer, ICDS office. The bidders Name & address shall be clearly mentioned on the outer envelope. For each of the items (Utensils and Mechanical sacle) Interested Bidders have to submit different/separate bids. 12. Quotation Price & General Conditions Technical Bid will be opened first and the qualifying eligibility and other documents submitted by the Bidder will be evaluated at first stage. After this samples submitted by the bidders will be inspected. The financial bid of those bidders will only be opened, whose samples and others documents will be found satisfactory and according to instruction and specification. Bidders will have to quote a single rate strictly as per the technical specification. No variation or variable quotation will accept. variation +- 5 % in Length,width,dia etc will be allowed. Rates are F.O.R. destination at CDPO offices situated all over concern district and no extra rate shall be payable on account of transportation charges and the Bidder shall include AII duties, taxes and other levies payable in its quotation. One set sample of the UTENCILS or Kitchen weighing scale, as the case may be, is to be submitted before the due date and time fixed for tender opening. The samples are to be submitted in the Office of District Program Officer and a receipt obtained from that office should be kept in envelope marked Technical Bid. Any tender not submitted with acknowledgement receipt shall not be considered. No sample shall be accepted after due date and time. Successful bidder shall have to submit 3 % as performance security of the ordered

4 value. The performance security can be either in the form of Bank draft or Bank Guarantee. The Purchaser will award the contract to the bidder whose quotation has been determined to be substantially responsive and who has offered the lowest evaluated quotation price on rate contract for the scheduled item. Notwithstanding the above, the District Megistrate/District Program Officer reserves the right to accept or reject any quotation and to cancel the bidding process and reject any/all quotations at any time prior to the award of the contract. The delivery should be completed within 07 days. Payment shall be made as and when bills are submitted on delivery of the goods in satisfactory condition and confirmation reported by the concerned CDPO regarding receipt of the goods. The bidder should not be black listed from any Govt or semi Govt Organization and an affidavit to this effect duly notarized must invariably be submitted along with the tender. No preference will be given to any bidder or class of bidders, either for price or for any of the terms and condition, earnest money deposit exemption etc. 13. Submission of Tender: The tender may reach the office of concern District Program Officer by 11:00 A.M. on 15/03/2013 latest through Registered post/ Courier / Speed Post/ Hand. Tender bids received after this time would not be entertained on any ground. The tender will be opened on 15/03/2013/ at 12:00 PM In case the Agency / firm declines to take up the task after being awarded the Contract it would be debarred from applying in any bid in the office of the concern District Magistrate for a period of three years from the date of award. The decision of the concern District Magistrate/District purchase Committee shall be final and no inquiries or application for review shall be entered. The concern District Magistrate/District Program Officer reserves the right to cancel or reject any tender without assigning any reason. Director, ICDS

The body of the scale should be made of MS and Powder coated and all internal parts should be anti rust coated. The top PAN / BOWL should be of non magnetic 201 Grade stainless steel only of minimum size 200 mm. The bottom base plate of the scale should be bigger for better stability and should be having minimum base of 190 mm X 250 mm. Dial cover should be made of thick transparent polycarbonate (unbreakable) scale should have zero adjustment knob. The Kitchen Scale Shall carry a warranty of minimum 3 years for the scale (except for the dial cover) for effective materials / faulty workmanship. Note: 1.
