2 It seems like all Members of Congress love entrepreneurship and small businesses. At least, that s what they say. For example, in November 2011, Senate Majority Leader Harry Reid (D-NV) issued a statement about Small Business Saturday, in part, saying: Small businesses in Nevada and across the country play an important role in our economy spurring innovation, growth, and job creation. Their success is key to our economic recovery, so we must do everything possible to support small businesses as they hire local workers and contribute to local economies. In a July 2012, House Speaker John Boehner (R-OH) noted: I ve run a small business. I know the headaches and obstacles facing job creators. And I m reminded every day that Washington isn t helping. At a recent listening session in Hamilton with small business leaders, the common theme I heard was: get government out of our way. That s why the House of Representatives is going to continue focusing on stopping government policies that are hurting small businesses. Of course, small business matters to our economy. Indeed, when it comes to innovation, economic growth and job creation, smaller businesses are central. As reported by the Small Business Administration s Office of Advocacy, small firms (with fewer than 500 employees) generate roughly two-thirds of net new jobs; employ about half of private sector workers; generate 46 percent of privatesector output; make up 98 percent of exporters; generate more than 33 percent of export value; and among high patenting firms, small businesses produce 16 times more patents per employee than large firms. But does pro-small business rhetoric among Members of Congress line up with pro-small business policymaking? In fact, and unfortunately, at times, actual votes often turn out to be far less friendly to small business. The purpose of SBE Council s Congressional Scorecard for the 112 th Congress is to get beyond the politics and posturing, and gauge exactly how members of Congress vote on issues critical to small businesses. For the 112 th Congress, SBE Council has scored members of the U.S. Senate on 20 key votes, and members of the U.S. House of Representatives on 20 votes as well. The very best and worst are worth highlighting from both the Senate and the House. U.S. senators that were the very best i.e., scoring 100 percent for small business in the 112 th Congress were:
