Cheltenham Town Community Trust will therefore promote a positive workplace culture that: Complies with legal requirements and follows best practice, including guidance from the Health and Safety Executive. Identifies the hazards and manages the risks associated with all Cheltenham Town Community Trust activities. Enables staff to carry out risk assessments that are accurate, understandable and consistent. Manages identified risks with solutions that are reasonably practicable. Sees the provision of information and appropriate training as a core element. Enables managers to address issues raised by staff and anyone who is affected by our services. The successful implementation of this policy can only be achieved by co-operative effort at all levels within the organisation. Context The Management of Health and Safety at Work Regulations 1999 places a duty upon all employers to carry out suitable and sufficient assessments of the significant risks to their employees, service users, contractors and members of the public who may be at risk due to their activities. A successful health and safety management system has risk assessment as a core element. Management of risk in the workplace reduces the chances and the costs arising from injuries, illness, property and equipment damage/repair. Cheltenham Town Community Trust is committed to providing a safe environment that is free from all reasonably foreseeable and significant risks to their employees and those affected by our activities. Statement of Intent Cheltenham Town Community Trust will continue to assess all activities and establish written risk assessments for those areas which indicate the presence of risk. Responsibilities The Trust Director and each Director is responsible for ensuring that this policy is implemented and managed effectively. Managers and supervisors at all levels are directly responsible for following and implementing this policy.

2 All managers must promote a positive workplace culture and are responsible for ensuring that: Hazards in the workplace are identified People at risk are identified All significant risks at work have a valid and appropriate risk assessment carried out A record of risk assessments is kept All risk assessments are reviewed annually, following an incident or when circumstances change As a result, all managers must ensure that: The results of risk assessments are effectively communicated to those affected Safe systems of work and other precautions are adhered to Service partners and contractors are able to demonstrate safe working practices based on risk assessments as required Staff are appropriately trained and records of training are kept Checks are carried out and records kept by all levels of management to ensure that risk assessment controls are operating effectively All employees must: Take care of their own health and safety and that of others who may be affected by what they do, or fail to do, at work Follow safe systems of work and other precautions identified in the risk assessment Report any changes to personal circumstances that may affect their ability to work safely Report incidents and near misses to the line manager/supervisor Inform the line manager/supervisor of potential health and safety training needs Attend health and safety training agreed with line manager/supervisor Assessments Assessments will continue to be carried out using the Cheltenham Town Community Trust Risk Assessment Form, or another agreed document as specified in the Risk Assessment Procedure, by those persons having control and immediate responsibility for the activity. The assessor will keep a record of the assessment and ensure that all staff involved are aware of the requirements of the assessment. Risk Assessment Procedure Introduction Cheltenham Town Community Trust recognises that risk assessment is fundamental to the management of health and safety. The Health and Safety at Work Act 1974 first brought the term risk assessment into focus by the use of the words: "So far as is reasonably practicable". Definitions Hazard is the potential to cause harm that is inherent in an article, substance or activity. Risk is the likelihood that the hazard will cause harm in the actual circumstances of use.

3 Legislation Risk assessments have been implicit under the Health and Safety at Work Act 1974 and explicit under regulations such as the Control of Substances Hazardous to Health (COSHH) Regulations and the Noise at Work Regulations made under this Act. The Management of Health and Safety at Work Regulations requires a risk assessment to be carried out by employers to assess the risk to staff and others who may be affected by their undertaking, and to record the significant findings of the assessment and any group of employees as being especially at risk. Where an assessment is made under other regulations such as the COSHH Regulations this will meet the requirements of the assessment required by the Management of Health and Safety at Work Regulations. Requirements of risk assessments Risk assessments should identify the significant risks arising out of work. The level of detail in a risk assessment should be broadly proportionate to the risk, with the risk assessment undertaking the following: Ensuring that all relevant risks or hazards are addressed. Addressing what actually happens during activities. Ensuring that all groups of employees and others who might be affected are considered. Identifying groups of workers who might be particularly at risk e.g. young or inexperienced workers and disabled staff. Taking account of existing preventative or precautionary measures. Undertaking risk assessments The likelihood effect must first be identified using the following criteria: Likelihood 1. Rare 2. Unlikely 3. Possible 4. Likely 5. Almost Certain Next a judgement of the Impact of harm occurring must be made using the following criteria: Impact Effect 1. Negligible 2. Minor 3. Moderate 4. Major 5. Catastrophic

4 Risk Level The Risk Level and Probability may be determined by cross referencing the likelihood x Impact on the following chart: Having determined the Risk Level, the action required to be taken using the following guidance is determined. Rare No Action Required This will probably never happen/recur [Additional clarification this event has not occurred in the Trust and would only occur in exceptional circumstances]. Unlikely No Action Required Do not expect it to happen recur but it is possible it may do so. [Additional clarification the risk has occurred in the Trust, however strong control environment exists making it unlikely that the risk will occur]. Possible - Monitor This might happen in the next 12 months. [Additional clarification - this risk has occurred in the trust/other trusts in the past and adequate control environment exists making it possible that the risk will occur in the next 12 months].

5 Likely - Action This will probably happen in the next 12 months. [Additional clarification - this risk has occurred in the trust/other trusts in the past and inadequate control environment exists making it likely that the risk will occur in the next 12 months]. Almost Certain Urgent Action This will undoubtedly happen in the next 12 months. [Additional clarification - this risk has occurred in this Trust in the past and the control environment provides little confidence and it is almost certain that the risk will occur]. Recording risk assessment Having undertaken a risk assessment, unless the risk is rare or unlikely, it should be recorded in one of the following ways: On a Cheltenham Town Risk Assessment Record form (sample attached) On a specific health and safety risk assessment record form e.g. COSHH, Manual Handling, Visual Display Screen Equipment, Personal Protective Equipment Using a Permit to Work On an instruction or procedure document Any other appropriate and approved record. The findings of the risk assessment should be made known to all staff and students affected by the activity assessed.
