1 African Peace Support Trainers Association Working together to improve the capacity for peace support operations in Africa An Outline Concept Reviewing, Updating, Harmonization and Standardization Workshop The Civilian Peacekeepers Foundation Course Introduction 1. On 17 September 2013, the GiZ Office in Nairobi for the Eastern African Standby Force Coordination Mechanism (EASFCOM), invited the African Peace Support Trainers Association (APSTA) to coordinate and undertake the harmonization of the Foundational Civilian Training course package, which was established with GiZ funding for the EASFCOM in The invitation provides an opportunity for the APSTA to assist the AU PSOD and RECs/RMs in harmonizing and standardizing ASF related training, starting with the Civilian Peacekeepers Foundation training. The workshop being planned to undertake the project will involve ACCORD, KAIPTC, SADC RPTC, and the co-developers of the training course, the IPSTC and EASFCOM. 3. This concept note seeks to outline arrangements for an APSTA trainers/experts workshop for the harmonization of the Civilian Peacekeepers Foundation training being used by member institutions of APSTA. Background 4. The civilian peacekeepers foundational course package was established in 2009, as part of efforts at addressing gaps in the knowledge, skills and attitudes of civilians earmarked for deployment and employment in AU/UN missions, or those that already deployed. In addition, it seeks to assist in bridging the gap between theory and practice, by enhancing the levels of knowledge and ability of civilians to participate effectively in Command Post and Field Training Exercises (CPX/FTX) in which civilians have been observed as needing further improvements in linking theory to practice. 5. The establishment of the course followed a series of meetings, starting with the meeting in Kampala (July 2008) to identify the composition and tasks of the Civilian Component of the African Standby Force (ASF). It was followed by the meeting in Accra (May 2009), and the APSTA collaborative efforts (June- November 2009), to determine what elements of training could be included in this type of training, as well as agree upon a structure for the training of the Civilian Component of the ASF and the sub-regional standby forces, in the following four key areas, namely: a. Foundation training. b. Pre-deployment training. c. Specialized training. d. Leadership training. 6. The civilian foundation course was developed as a core course under foundation training area, but could also be adopted for pre-deployment training. It lays an entry-level training foundation for civilian

2 peacekeepers in the ASF context, which they could build upon with other specialized and leadership training, subject to some exceptions. Justification 7. The imperative for the harmonization of ASF training generally stems from best practice, as well as from specific stipulations in relevant AU and other policy framework documents related to the establishment, development and operationalization of the ASF. 8. For instance, the ASF Roadmap III (2011) articulates the clear need not only to include the African Peace Support Trainers Association (APSTA) in the annual Training Conference(s), in order for the AU PSOD and RECs/RMs to clearly outline the training needs of the ASF. The Roadmap indicates that the purpose of APSTA s inclusion is to help harmonize training across the continent and for all components. 9. Annex A of the Roadmap relating to the Plan of Action for the ASF subsequently points out that, in addition to the conduct of a comprehensive ASF Training Needs Analysis (TNA), which is currently being conducted by APSTA, ASF training needs should include the: a. Standardization and harmonization of ASF courses. b. Use of training centers to deliver ASF training using a standardized ASF training curriculum. c. Conduct of focused exercises, including Police, to test SOPs. 10. The implementation of the roadmap emphasized APSTA training Centers of Excellence, as implementing partners of the AU and RECs/RMs. 11. Further, the vision of APSTA states that the Association exists to facilitate the development of African capacity for peace and security through coordination, advocacy, harmonization and standardization of training among its member institutions. 12. To this end, the third objective of the Association is to facilitate efforts to harmonize doctrine, Standard Operating Procedures and training programs for peace support operations. 13. The invitation to APSTA to undertake the harmonization and standardization of the Civilian Peacekeepers Foundation training accords with its own core values. Purpose and Objectives 14. The main purpose of the workshop is to harmonize and standardize the course package for Civilian Peacekeepers Foundation training among member institutions of the Association that have established and are delivering foundation training covering core civilian peacekeeping issues. 15. The workshop will involve a comprehensive comparison of the respective packages on offer by member institutions, and standardize the content, including aims and objectives, learning outcomes, methodologies and other salient aspects of the civilian peacekeepers foundation training. 16. The main objectives of the training/experts workshop is to: Review all curricula developed by the EASFCOM/IPSTC and other APSTA member institutions for foundational civilian peacekeepers training Revise, update, harmonize and standardize the content of all civilian foundational training relating to the ASF Certify that the revised, updated and harmonized/ standardized civilian peacekeepers foundation training package meets the minimum standards of the ASF, including gender, protection of civilians and mission support, and is able to equip training audience with the skills, knowledge and attitudes required for successful ASF missions 17. The revised course package should also be designed in a modular fashion to facilitate flexibility in its delivery to multidimensional, multidisciplinary training audience, with an emphasis on increased participation of females.

3 Expected Outcomes 18. The workshop is expected to yield a harmonized, standardized foundation training package for civilian peacekeepers, that is certified for adoption and roll out by APSTA member institutions conducting or desiring to conduct such training related to the ASF. 19. The harmonized package will include provisions on AU standards, including the criteria for identification and selection of potential training audience. It will also provide guidelines on the post-course rostering of suitable trainees by the AU and RECs/RMs, and how knowledge and skill of such trained personnel could be further developed, employed and deployed. 20. The draft harmonized, standardized document will be shared with APSTA member institutions for comments and corrections, before the revised draft is presented to the APSTA Management Committee meeting in February/June 2014, which would recommend its final approval by the 12 th APSTA AGM in At the appropriate time, the material will also be shared with the AU and RECs/RMs. Conduct: Participation 21. The workshop will involve the participation of up to about 30 training and subject-matter experts from the following participating institutions: a. African Center for the Constructive resolution of Conflicts (ACCORD), Durban, as the APSTA lead for the project, 2 participants. b. Kofi Annan International Peacekeeping Training Center (KAIPTC), Accra, 2 participants. c. National Defence College Nigeria (NDCN), Abuja, 2 participants. d. SADC Regional Peacekeeping Training Center (RPTC), Harare, 2 participants. e. AU PSOD Civilian Dimension unit, Addis Ababa, as lead on AU training standards and rostering aspects, 2 participants. f. The International Peace Support Training Center (IPSTC), Karen, Nairobi, including reporting. Number of participants tbd later. g. EASFCOM, Karen, Nairobi (tbd), including reporting. Number of participants tbd later. h. Rwanda Peace Academy (RPA), as a key stakeholder of the EASFCOM, 2 participants. i. GIZ EASFCOM, technical and funding support. Number of participants tbd later. j. Other RECs/RMs North African Regional Capabilities (NARC), ECOWAS Standby Force (ESF), SADC Standby Force (SSF) and the Multinational Force of Central Africa (FOMAC), 2 participants each. k. APSTA Secretariat (3), for coordination among all stakeholders, and facilitation of the process. Conduct: Venue/Date 22. The workshop will be hosted by the IPSTC, in conjunction with the EASFCOM and GIZ, at the IPSTC, Karen, Nairobi, from 2-6 December Conduct: Workshop Documentation 23. The workshop will use the following baseline documents, among others, in reviewing, updating, harmonizing and standardizing the Civilian Peacekeepers Foundation training package: a. EASFCOM/IPSTC Module Specification b. EASFCOM/IPSTC Learning Plan.

4 c. EASFCOM/IPSTC Course Program. d. Constitutive Act of the AU (2000). e. The Protocol Relating the Establishment of the Peace and Security Council of the AU (2002). f. AU Policy Framework Relating to the Establishment of the ASF (2003). g. AU Training Policy and Training Directive (relevant periods). h. The UN DPKO Core Pre-deployment Training Material (CPTM). Conduct: Workshop Methodology 24. For purposes of planning and preparation by the trainers/experts, the harmonization and standardization workshop will employ the following approaches and tools: a. Presentation and overview of the EASFCOM/IPSTC Civilian Foundation course package. b. Quick review of the Module Outline (in plenary). c. Review of the Learning Plan ((in plenary followed by breakaway group discussions). d. Review of the Module Specification (in plenary followed by breakaway group discussions). e. Review of the Course Program (in plenary). f. Review and/or development of a course reader and facilitations notes/guidance (in plenary). g. Guidelines for the standardization of modules/lessons and presentations on the AU, ASF and RECs/RMs (in plenary, with further development by appropriate structures and institutions after the workshop). h. Standardization and consistency of terminology with AU/UN doctrinal terms (in plenary). Conduct: Work Plan 25. The agenda for the proposed workshop will be confirmed later. Conduct: Preparations 26. It is important that the trainers/experts earmarked for participation in the workshop should have good subject matter knowledge. They should also possess faculty and skills in the design of training courses. 27. The participants in the workshop are requested to acquaint themselves with the all the baseline documentation. Administration and Logistics 28. GiZ Nairobi/EASFCOM, in conjunction with APSTA, will provide funding support for the workshop. 29. The administration and logistics arrangements will be facilitated by the EASCOM/IPSTC. Administrative and logistical support for the workshop will cover travel, board and lodging, facilities for the workshop. 30. Participating institutions are requested to forward the particulars of their training and subject matter experts, as well as other support staff, to the APSTA Secretariat for the finalization of travel tickets and other administrative aspects. 31. Further details will be issued later.

5 Monitoring and Evaluation Approach 32. Besides the outcomes outlined already, the Monitoring and Evaluation (M&E) mechanisms will aim to ensure quality control, as well as enhance the achievement of results and impact, including post-course rostering, employment and deployment by the AU and RECs/RMs. 33. In general, M&E will be used as an approach to: a. Evaluate the training objective and ensure that the training methodologies are congenial for adult learning and the level of the training audience. b. Quality assurance and outcome monitoring for results that are consistent with basic adult training principles. c. Elucidate the degree to which trainees think they will be able to incorporate the skills and knowledge acquired on the course into their functions in missions. d. Internalize the training content and its relevance for trainees day-to-day functions in missions. e. Undertake peer-review of course participants in order to inform an assessment of the effectiveness of the training. Ownership of the Harmonized Standardized Document 34. The APSTA will exercise ownership of the standardized, harmonized Civilian Peacekeepers Foundation training course package, for the purpose of being used by its members for training and other related reasons. 35. Non-APSTA members may only use the package upon prior permission from the APSTA Secretariat. Any production, duplication, storage and sharing of the package will be deemed unethical.
