3 1.0 Introduction 1.1 This construction management plan has been prepared and submitted in support of the first Phase of new school buildings and associated external works at Tolworth Girls School and Sixth Form. 1.2 The proposals comprise a new staff car park, new three-storey school building, landscaping, service area and new school cycle parking 1.3 The Construction Management Plan (CMP) describes the anticipated construction works, and sets out potential construction sequence. It identifies the environmental considerations associated with these activities and outlines proposed management and mitigation strategies to ensure minimum impact and maximum safety throughout the construction process. 1.4 The school occupies a 5.94 hectare site bounded by the A3 dual carriageway to the south west and accessed from Fullers Way North. The school share their site with Tolworth Gymnastics Club who have right of access across the school land. Tolworth Recreation Centre is immediately adjacent and shares an access point with the school. At the same time as the new school building, a new access road will be under construction to serve the new residential development. The interface between all these groups and the construction traffic is a key element of this plan. 1.5 The CMP is based on current design information and site constraints. It draws on the professional opinion and experience of the consultant team. 4 2.0 Site Management and Procedures Each phase and element of the proposed development will include site management arrangements and procedures to minimise disruption: 2.1 Programme All contract preliminaries issued at the tender stage to include school term dates, half terms and school calendar, setting out dates for public examinations. Contractors to assume one day/month during term time for open days / sports days / entrance exams etc, when contractor must limit noisy / disruptive work and deliveries. Noisy disruptive work to be programmed during holidays whenever possible piling, erection of steel frame, delivery of large components. Following to be carried out during holidays only: Demolition Removal of asbestos 2.2 Deliveries All contract preliminaries issued at tender stage to clearly state; no deliveries to site to take place between 8:00am and 8:45am or between 3:00pm and 4:00pm during term time. Site traffic is not to park up on Fullers Way North during these times or before 7:30am. All construction traffic to arrive/depart between 7:30am and 8:00am and between 9am and 3:00pm, Monday to Friday only. All traffic to park up at security / reception point at front of the site and contact appropriate site agent. 2.3 Security All those working on site to wear photo ID badges at all times, and generally to wear company branded jackets / hi-viz vests. Site agent to maintain visitors book and issue visitor s badges. No access for personnel beyond site compound without specific written permission. 2.4 Consideration to pupils All those working on site to wear vest and trousers or equivalent at all times. No radios at any time. All those working on site to be briefed on appropriate language. Shouting to be avoided. Contractor to put up and maintain notice board to inform pupils of progress of project. Contractor to be asked to organise and manage open days for school and neighbours and to provide educational opportunities. 2.5 Signage Site boards and signage to be maintained at the front of the campus at Fullers Way North, and at Chaffinch Close, to keep neighbours informed about the development. Details to include key programme dates and out of hours contacts. 2.6 Cleanliness All site areas and access routes to be kept clean and tidy throughout the works. 5 3.0 Construction Programme and Phasing This Construction Management Plan relates to Phase C works only. 6 4.0 Communication and Consultation 4.1 Good communication with all interested parties is critical to the smooth running of the development on site. Advance and ongoing consultation will allow potential problems to be addressed and any emerging issues to be dealt with quickly. 4.2 Key Stakeholders: a) School senior staff, admin support team, site manager b) Tolworth Gymnastics Club manager c) Tolworth Recreation Centre manager d) Professional team e) Main contractor for each phase of development Construction manager, site manager. 4.3 Other Stakeholders: School teaching staff affected by each phase, pupils, parents, Governors, all other staff. School external users Tolworth Gymnastics Club users Tolworth Recreation Centre users Neighbouring residents particularly those living close to the school entrance in Fullers Way North and those whose properties abut the development sites. Main contractor site foreman, main subcontractors and suppliers, key personnel. 4.4 Consultation Schedule: Prior to Phase C going to tender Planning meeting with key stakeholders (a)-(d) to discuss detailed arrangements for access, parking, vehicle and pedestrian crossing points, daily restrictions, calendar and programme, key contact details. Prior to subsequent phases going to tender Review of previous phases and update meeting with key stakeholders (a)-(d). Lead-in period for each phase (when main contractor appointed) Formal pre-start meeting with school, professional team and main contractor. Site walk round with all key stakeholders (a)-(e) and other stakeholder representatives as appropriate. Report, site set up plan, pedestrian / vehicular diversions, programme with key dates and site contact details to be distributed to all stakeholders via: - School: website, newsletter, assembly, staff briefing, site notice boards. - Tolworth Gymnastics Club: website, notice boards, newsletters, site notice boards. - Tolworth Recreational Centre: website, notice boards, newsletters, site notice boards. - Main contractor: In house meetings, site induction procedures, toolbox talks. - Neighbours: open meeting for residents, direct letters, notice board at front of campus, site notice boards. Construction period for each phase Monthly site meetings and site walk round. Report and review of site operation since last meeting, feedback, follow-up actions, plan for following month, updates to programme. 7 Report, updates, feedback and detailed programme to be communicated to stakeholders as set out above. Any special or unusual activities (such as road closure or large deliveries) to be separately notified by letter. Completion of each phase Arrangements for handover agreed in advance. Programme for completion, new road / access arrangements and detailed hand-over to next phase / contractor. Ongoing feedback and review. Plan for subsequent phases modified accordingly. Report to be communicated to stakeholders as set out above. 5.0 Site Set Up and Security Site accommodation, welfare facilities, storage and parking areas to be located to minimise adverse impact. All reasonable precautions to be taken to avoid disturbance. Site fencing / hoarding to be erected to maintain site security, ensure privacy for adjacent users, attenuate noise / dust as appropriate and for visual amenity. All site facilities to be contained within secure compound areas. All working areas to be kept secure from pupils. A manned security / reception point to be set up at the front of the school campus, in the area of the future bus stop. All site traffic / visitors will be required to report to this point for onward direction to the appropriate site compound. All site deliveries during phase 1 to be accompanied through the Tolworth Recreation Centre car park to the site compound. Identity cards to be issued at the security point for all personnel, recording entry / exit times. All visitors to enter site via pedestrian access point and to receive appropriate site induction and PPE. The main contractor will be required to register the site with the Considerate Constructors Scheme (CCS) which is a voluntary code that seeks to minimise disturbance or negative impact of construction sites to the neighbourhood. The main contractor will be required to meet a Very Good standard for Management and Construction Site Impacts under the BREEAM assessment for the school projects. a) Provision for loading/unloading materials. All loading/unloading will take place within secure site compound areas. Audible warning systems will be fitted to vehicles that need to reverse. It is not expected that there will be a need for any vehicles to reverse out onto the highway, but if this did occur it would be supervised by a trained banksman. 1671_4.1_160518_LAA_Phase C Construction Management Plan Page 7 of 11
8 b) Storage of plant, materials and operatives vehicles. Within self contained site areas, in secure locked storage containers. All contractors parking to be in site compound, as identified on site set-up plan. Storage of plant and materials to be located, as far as reasonably possible, in locations to limit the environmental impact of all the plants, trees and shrubbery with the site. Regard to the neighbouring properties will be maintained, and far as possible, within the constraints of the site. c) Temporary Site Access. A temporary access road is to be built from the rear of the Tolworth Recreation centre car park to the Phase C construction site. This will be fenced and kept secure throughout the works, and reinstated to playing field upon completion. d) Signing system for works traffic. Main contractor s finger boards to be installed on A3, Fuller s Way North, through Recreation Centre car park and along temporary road. e) Measures for the laying of dust, suppression of noise and abatement of other nuisance arising from development works. Following methods will be followed to control site nuisances: 1. Effective netted screens around dusty activities. 3. Suitable water supply available at all times on the site. 4. Wet cleaning methods as dust suppression wherever possible. 5. Minimize duration of dust and noise generating activities. 6. Retain stockpiles of material and waste shortest duration possible. 7. All site skips to be covered. 8. Netting to be kept clean using wet methods. 9. Ensure no site run-off of water or mud. 10. During demolition activities on site, a water based dust suppression system will be used as a means to limit the emission of dust. f) Location of ancillary site buildings. Ancillary site buildings will be within the compound area. g) Measures to protect any tree, shrubbery and other landscape features to be retained on the site during the course of development. No retained trees or shrubbery within close proximity of the works. Hard-standings and paving in proximity to works being carried out will be suitably protected against damage as required. h) Means of enclosure of the site. The site will be enclosed in heras fencing with braced feet and full protective mesh covering. i) Wheel washing equipment. Under no circumstance will vehicles drive, park or cross over unmade ground on the site, mitigating the possibility of mud and muck being transferred to the council roads. As such no site fixed wheel washing equipment has been deemed necessary. Portable washing equipment will be located on site for the duration of the project in case of isolated incidents. j) The parking of vehicles of the site operatives and visitors. All contractors parking to be in site compound, as identified on site set-up plan. k) The erection and maintenance of security hoarding 1671_4.1_160518_LAA_Phase C Construction Management Plan Page 8 of 11
9 The site will be enclosed in heras fencing with braced feet and full protective mesh covering. l) A scheme for recycling/disposing of waste resulting from demolition and construction works. Full COSHH and Type 3 pre-demolition asbestos surveys will be undertaken and any relevant materials will be removed by licensed contractors in accordance with current regulations. Specialist contractors will be employed to carry out the demolition. In accordance with current legislation they will segregate different waste materials i.e. concrete/wood/soil and they will be recycled rather than disposed of to landfill. General site waste will be loaded and removed by skip to waste transfer stations. 10 6.0 Construction Method Statement The main contractor for each phase of development will be required to prepare and submit a Construction Method Statement covering: Planning project programme, critical path, procurement schedule. Site logistics detailed proposals for each stage. Management construction manager and management structure. Site establishment signage, security point, entrance control. Accommodation proposals for temporary site accommodation. Personnel sign in, access points, training. Access vehicle access, tracking and turning proposals. Signage proposals to include access, safety, fire, PPE, services, contacts. Fire procedures fire control and alarm points. Movement and hoisting materials proposals for craneage. Deliveries and storage proposals, timing and protection. Waste disposal waste management, recycling, disposal. Scaffolding proposals, safety. Temporary services identification and management. Dust and debris dust screens, vehicle washing etc. Safety - risk analysis and independent safety checks. Security access, security procedures. Night time security. Noise control proposals, management, silencers as required. Demolition detailed method statement. 11 7.0 Construction Traffic and Site Access Traffic routes to site area via the M25 and A3, and thence via Fullers Way North. Construction traffic will be discouraged from accessing or leaving the site from the north to avoid congestion on the local road network. Signage to the site will be erected, in consultation with Surrey County Council and the Royal Borough of Kingston Upon Thames. Warning signage will be erected on the A3 to alert drivers to potential construction traffic. Construction traffic will be prohibited from turning out onto the A3 when leaving site before 9.00am. Site access for phase C to be via Tolworth Recreation Centre car park. The route will be well sign posted and a management plan will be put in place to ensure site traffic does not conflict with, or cause a hazard to building users. Tolworth Recreation Centre (TRC) is used primarily by the school during working hours, so the car park is generally quiet. Peak use of the TRC is evenings and weekends, when the construction site will not operate. A temporary access road for phase C will be set up around the back of the school campus School entrance from Fullers Way North 8.0 Health and Safety and Environmental Impact The main contractor will be required to appoint an independent health and safety inspector, and to conduct regular Health and safety and Fire Safety audits. During the construction of the access road, liaison may be required with the local fire brigade, police and ambulance service to ensure full emergency access is maintained. Separate emergency access from the A3 to be in place before construction work begins on the new residential development. The ground contamination to be dealt with strictly in accordance with the specialists recommendations. The contractor to ensure adequate drainage is available throughout the works. Best practice to be observed in the control of airborne pollution, noise, dust and debris.
