1 PREMIER INN 14 BEDROOM EXTENSION AT LEATHERHEAD ROAD CHESSINGTON, SURREY KT9 2NE METHOD STATEMENT General Notes: All projects undertaken for Whitbread PLC are registered with the Considerate Constructors Scheme. CCS posters with all relevant contact details will be displayed on the site hoarding adjacent to the site entrance. Regular inspections by the CCS will be carried out during the works. 1.0 General Description of the Project 1.1 The proposed works consist of a two storey pitched roof extension attached to the southern elevation of the existing hotel to provide an additional 14 bedrooms (and alterations to existing car park to maintain 79 spaces during construction). Prior to these works commencing a temporary fire escape route to be formed through designated bedrooms at all floor levels. 1.2 The works will be carried out all as the approved drawings and in full compliance with the planning permission granted. 1.3 External materials will be to match those of the existing hotel and where specified in the approved drawings. 1.4 The construction will comprise a 2-storey lightweight timber frame on concrete foundations with a beam and block floor with a brick outer skin at low level and timber cladding at high level with concrete tiled roof to match existing. 2.0 Programme 2.1 The duration of the works will be approximately 23 calendar weeks with a commencement date of March 7 th A fully detailed programme of works will be issued by the main contractor prior to works commencing. 2.3 For the installation of the beam and block floor and erection of the timber frame a mobile crane will be required for a period of approximately four weeks but at all times and this will be positioned within the confines of the site. 2.4 Smaller materials will be unloaded and transported to the point of use using a telescopic handler. 3.0 Access to Site 3.1 Access for construction vehicles will be via entrance on Leatherhead Road (A243). Directional signage will be erected as necessary including all relevant H&S signage to direct deliveries and construction vehicles to appropriate routes. Every endeavour will be made to schedule deliveries outside of peak traffic times & , although in some cases this may prove to be difficult. We acknowledge that the local authority is requesting that delivery and waste vehicles are registered with FORS and although some of our suppliers are currently not, Travis Perkins who will be suppling most of the sundry materials 1

2 are and will forward a copy of their certificate in the short future. The others are looking into the accreditation for future contracts. All suppliers will be informed that due care and attention shall be required when entering and moving through the car park area. All vehicles will enter the site in a forward direction and leave in a forward direction, reversing onto the public highway will not be permitted. A Specific access route will be highlighted on the traffic management plan for the site. Full access to the hotel and Monkey Puzzle Beefeater Restaurant must be maintained at all times. 3.2 Plant and machinery will be brought to site as required by the progress of the works, at all times movement of plant and machinery will only be carried out under the supervision of a competent banksman. 3.3 Material deliveries will also be carried out under the supervision of a banksman and at all times unloading will be carried out within the confines of the site, at no time will materials be offloaded on the highway. 3.4 At no time will vehicles be manoeuvred without the supervision of the banksman, thereby ensuring that there is no disruption of the surrounding roads, and general running of the hotel and Beefeater restaurant. 3.5 Before works commence a detailed schedule will be drawn up with the hotel management to agree delivery dates and times for those vehicles delivering to and from the hotel. 3.6 Throughout the works the main contractor will ensure that all surrounding roads and footpaths are kept clear of mud and debris. 3.7 At certain times, especially during the groundworks stage, wheel washing and cleaning facilities will be provided. It is anticipated that these will comprise manual cleaning with water to ensure the main and surrounding roads are kept as clear as practically possible. 4.0 Car Parking 4.1 Throughout the duration of the project, car parking for guests and customers of the hotel and restaurant will be reduced from 114 spaces (existing) to 79 during construction, but daily co-ordination between the contractor and the hotel and restaurant management will ensure that there are adequate numbers of spaces available to meet the demands of the operation businesses at all times. 4.2 Contractors and visitors on-site parking will be limited and confined to the site area. The wider car park area shall be kept clear for use by guests of the hotel and patrons of adjacent restaurant. 5.0 Working Hours 5.1 Normal working hours will be 8.00am to 6.00pm Monday to Friday with, at present, no intention for weekend working but this will be reviewed as works progress, and Saturday hours would typically be 8.00am to 1.00pm. No working on Sundays, Bank Holidays or Public Holidays. 2

3 5.2 During normal working hours security of the site and the surrounding areas will be monitored by the site staff, outside normal working hours all boundary fencing will be secured and all site gates will be locked securely. 6.0 Site Set-Up, Accommodation and Storage 6.1 The site accommodation and welfare facilities will be located within the boundary of the site; material storage will also be within this area. 6.2 Provision will also be made within these areas for secure storage containers and waste skips, however, if additional space is required this will be within the boundaries of the site set up drawings provided with this MS. 6.3 The full perimeter of working area will be secured by solid 2400mm high plywood hoarding and Heras type fencing. The hoarding will be painted in Premier Inn colours and will have graphics applied to certain elevations (see example photographs attached). 6.4 The site set-up is identified on Axiom drawing 3812/110. B 7.0 Site Cleanliness/Noise Control/Waste Disposal 7.1 Perimeter scaffolding will, when and where necessary, be enclosed using debris netting to ensure dust and debris are kept largely within the confines of the site and do not spread to adjacent properties or roadways. The netting will also assist in reducing the nuisance of noise caused by the works, Mechanical and electrical apparatus will also be fitted with dust extraction systems should it be deemed necessary. 7.2 Noise from the works will be monitored at all times and all mechanical and electrical equipment will have noise suppression attached whilst in use. 7.3 Should there be the need for excessively noisy work this will be carried out only after discussion and agreement with the hotel management and, if necessary, neighbouring properties and will be closely monitored under the requirements of current H&S legislation. 7.4 Regular H&S inspections will be carried out during the works both by the contractors in house H&S manager and by an external consultant appointed by Whitbread PLC. These inspections will not only include noise monitoring for both neighbouring properties but also for guests and operatives employed on site. The site will also be visited by inspectors from the Considerate Constructors Scheme. 7.5 As explained in point 3.3 unloading of delivery vehicles will not be carried out on the highway thereby ensuring that roadways and footpaths are kept free of obstructions and debris. All activities involving loading/unloading and waste removal to be confined to our compound. Note: construction traffic will not be permitted to reverse up to the site compound without express permission of site manager or his appointed banksman. 3

4 Reversing traffic must be under banksman supervision. During reversing operations all vehicles must be fitted with flashing warning lights and reversing alarms. 7.6 As noted in point 3.7 wheel washing will be employed when necessary but it is envisaged that vehicles will not be taken off tarmac (hard) surfacing and therefore contact with mud or debris will be minimal. It is therefore not intended to install a fixed wheel washing facility but all vehicles will be checked before leaving site and should wheel cleaning be necessary this will be carried out manually before leaving. 7.7 Waste materials will be brought from the area of work and deposited in waste skips positioned within the site boundary, on removal from site these skips will either be locked or securely sheeted to prevent spillage of materials or debris. 7.8 At all times the management team will monitor the situation and should it be necessary to carry out cleaning of the surrounding road network this will be carried out immediately both manually and if necessary by mechanical road sweeper. 7.9 The classification of all waste materials will be carried out prior to works commencing and highlighted within the Site Waste Management Plan (SWMP) which will be constantly updated as the works progress. The maximum recycling of materials is now employed on all Whitbread projects and appropriate skips will be utilised to keep materials separate and secure both whilst on site and during transportation from site. 8.0 Adjacent Neighbourhood 8.1 As outlined in Section 3, access for construction vehicles and plant will be monitored at all times and will only be carried out under the supervision of a banksman. 8.2 At all times works will be undertaken in a manner so as not to obstruct the adjacent roads or highway. 8.3 Deliveries will only take place Monday to Friday between 8.00am and 5.00pm with, wherever possible, only a minimum number of deliveries before 9.00am or after 4.30pm. Should weekend working be necessary deliveries will be discouraged but if this is not possible deliveries will be made after 8.30am. 8.4 The site is located off Leatherhead Road (A243) and adjacent to Chessington World of Adventures Resort. The works will at all times be undertaken to ensure minimal noise impact and disruption to hotel guests, members of the general public and Beefeater Restaurant. 9.0 Customer and Guest Access and Parking 9.1 Access for guests and customers to the hotel reception will not be affected at any time and safe routes will be maintained and clearly signed at all times. These are identified on the attached site set-up plans. 9.2 During the works parking for Premier Inn guests and restaurant customers will be closely managed at all times. 4

5 9.3 Guests will be notified when booking that parking is restricted; this will be given verbally by the Premier Inn booking clerk at central reservations or by the staff member taking the booking at site. For guests making the booking on the Premier Inn website an appropriate note will be posted on the system to advise guests accordingly Health and Safety 10.1 As noted in 3.1 all necessary H&S signage will be erected prior to works commencing and will remain in place for the duration of the project All operatives employed on site will have undertaken the necessary training for the trade for which they are employed During the works the site management team will, at all times, employ management systems and policies to ensure that the H&S of operatives, hotel guests, restaurant customers, hotel staff and neighbours are not compromised at any time or in any way At all times works will not be undertaken until all the necessary method statements and risk assessments have been completed and approved by the relevant competent person. Lifting and craneage operations will be carried out by operatives who are competent and have undergone the necessary training for the operation being carried out The general health and safety management processes employed on site are as those required under H&S legislation and enforced by the HSE and are fully detailed in the contractors health and safety manual, a copy of which will be kept on site and available for inspections at any time All construction personnel employed on site will have undertaken the relevant H&S training required by H&S legislation As noted in point 7.4 regular H&S inspections and monitoring will take place both by an independent consultant on behalf of Whitbread PLC and the contractors H&S management team. 5
