1 Student Voice Student Council Terms of Reference Student Council has been established by agreement between CPIT student body and CPIT Leadership team Terms of Reference Nov 2014, Authors: Student Council Student Development Group and Student Voice Coordinator. Review: 6 monthly. Next Review September 2015 Objectives: Provide a forum for discussion on issues affecting Student body Reflect the views of ALL CPIT students including Part time, Distance and Work based learners as well Full time students Raise issues and celebrations with CPIT management and staff Provide a student representative on key CPIT committees To provide guidance to CPIT about the use of the Student Services Levy Report to and on behalf of student body as a whole but through student group representatives Gather student input, views and feedback Disseminate information from CPIT back to student body Be involved in cross CPIT focus groups Be visible to wider student body Membership: CORE Student Members (24 students) - Refer to diagram - Appendix 1& 2 Department representatives nominated through me/class representatives and via Trades Student Committee Applied Science and Allied Health (2) Architecture and Engineering (2) Business (2) Creative Industries (2) Computing (2) Food and Hospitality (2) Humanities (2) Nursing and Human Services (2) Subject to Treaty of Waitangi reference awaiting wording 1
2 Trades (2) Representatives from Student groups: Māori(2) Pasifika (1) Sustainability (1) International (1) Nominated Disability representative (1) through the CPIT disability team Nominated Youth representative (1) through youth team if there is no youth through the department representatives natural discourse Representatives bring to the council a student perspective but are there to represent and feedback to their respective groups If a student council member becomes subject to Probation and/or exclusion terms and conditions their position on council will be reviewed and/or another representative sought One year membership as selected by representative groups. Members can go for re-nomination in consecutive years Additional Members: Student Voice Coordinator (in facilitator capacity) A Community representative eg Student advocate, as invited by the above core members Quorum: For decision making 12 core members need to be present. Only Student members have voting powers In cases where the quorum is not achieved, for example, student on placement, the meeting can proceed with any recommended actions/motions being endorsed by the larger group before they are binding If a physical meeting is not practical the Student Council may be conducted by means, for example, or telephone/skype conference Operating Guidelines: of Student Council minimum 6 times a year for 1.5 hours
3 Agenda topics are generated by group and sent to Student Voice Coordinator one week before meeting Maximum of 5 agenda items to keep within timescales and allow sufficient discussion. Health & Safety a standing item at each meeting Agenda and any meeting notes sent out 3 working days prior to meeting Minutes circulated within one week of meeting All information considered confidential will be identified and must be kept within the members or as agreed by student council Sub group meetings as per Student Council requirements and agreed by members The council reserve the right to co-opt people for advice and support on specific matters. The details of the purpose and duration of any co-opted positions will be agreed and minuted prior to engagement. These will be non-voting positions Student council members are responsible for feeding back to their representatives in an agreed forum eg , face-to-face, facebook, online media s Feedback in line with programme and Student group representative meetings s are open and available to non-voting members however there may be closed agenda items and people to be advised of this at the start of any meeting If a student fails to attend two consecutive council meetings will result in Student Council determining confidence in representative (factoring personal and course related circumstances). If no confidence is passed the Student Voice Coordinator will go back to the representative student body and seek a new representative If a student wishes to step down from the group, they will inform the student council in writing and another representative will be sought through nomination at programme representative or student group level If the Student Council is deemed ineffective under annual review between CPIT and the student group it may be disbanded Council members undertake to act in a constructive manner with the purpose of creating solutions and resolutions. They will endeavour to resolve conflict and disputes at the earliest possible opportunity and will seek professional advice and assistance if necessary Subject to Treaty of Waitangi reference awaiting wording 3
4 Reporting: Provide report to Student body per semester Report on a semester basis to CPIT staff committees: Te Kāhui Manukura, Education and Applied Research and Academic Board Student Council will elect its own members to offer representation on the following CPIT committees: Academic Board (2 members) Board of Study Campus Masterplan (as and when required minimum 2 members) Health and Safety Committee (1 member) Policy Review (as and when required/relevant) In addition to the above, representatives would be expected to attend the me Evaluative discussion meetings within their department which occur March/April annually Responsibility to promote representation on Sustainability Implementation Group (via Sustain Student Group) 1 student Pasifika Strategy (via Pasifika student Group) 2 students Recognition: Members will be offered access to recognised certification or leadership development opportunities. They will receive a formal letter of commendation for involvement at the end of the academic year Appendix One: Diagram of Student Representative Groups Appendix Two: Examples of how representatives are nominated from their respective groups

6 Appendix 2 Examples of student representative nomination process Examples of the Student Voice Representative structure at CPIT. Please clarify with your Department Student Voice Lead or Student Voice Coordinator the model for your department or group Example 1) Your department may consist of many different programmes therefore you meet in programme areas to discuss and resolve programme specifics, here you elect Example 2) You meet with other 2 representatives who meet with other programme representatives across the programme areas at a student department whole department. Here you discuss and meeting to discuss broader issues. From resolve specific programme and here 2 student council reps are nominated department topics. From here 2 student council reps are nominated Students nominated to represent their class or year group Students nominated to represent their class or year group At a programme, department or student group meeting additional members may be nominated to sit on other committees or groups eg Industry advisory, Boards of study or strategy groups as and when appropriate Example 3) Student Committees, Groups or club Student Department meeting 2 programme reps from each programme area meet with HOD or designated staff member Student Department of all programme student reps within department to meet with HOD or designated staff member You nominate a student representative for the group to sit on student council Students join committee, club, group Student Council 2 reps from department sit on council Student Council 2 reps from department sit on council Student Council 1 or 2 rep from student group/club sit on council
