Box Raleigh, NC NCSAPPB Board News 2013 Election Now Open See page 2 for complete information Addiction Professionals Role in the Treatment Gap There continues to be a large treatment gap in this country. In 2011, an estimated 21.6 million Americans (8.4 percent of the population) could have benefited from treatment for a substance use disorder, yet only a small fraction of these people (10%) received treatment at a specialty facility. A far greater number of Americans use alcohol and/or drugs in a harmful manner which puts them at risk for a host of complications as well as further disease progression. The Affordable Care Act (ACA) will have a profound effect on the funding and delivery of behavioral health services. Under the good and modern benefit mandated by the Affordable Care Act (ACA), there will be an increased need for integrated behavioral health services within primary care settings. A full range of services for all stages of addiction must be covered, including substance abuse prevention services, alcohol and drug screening and early intervention services, and ongoing chronic medical care management. Furthermore, the 2008 Paul Wellstone and Pete Domenici Mental Health Parity and Addiction Equity Act mandates that if mental health and substance abuse benefits are included in an insurance plan s benefit coverage, they must be covered at the same level as all other medical and surgical benefits. Efforts are already underway in North Carolina to bridge the treatment gap. In 2011, a 5 year Screening, Brief Intervention, and Referral to Treatment grant (NC SBIRT) was awarded to the Division of Mental Health, Developmental Disabilities, and Substance Abuse Services of the North Carolina State Department of Health and Human Services (NC DHHS) by the Substance Abuse and Mental Health Services Administration (SAMHSA). SBIRT is an evidence-based, comprehensive, integrated health approach to the delivery of early intervention and treatment services for persons with substance use disorders and those who are at risk of developing these disorders. Grant funds support the hiring of onsite care ambassadors/wellness navigators and licensed addictions professionals who work closely with primary care providers in two Community Care of NC networks (Northwest Community Care Network and Community Care of the Sandhills) to screen patients, provide brief interventions and refer out to specialty substance abuse providers as needed. In one year, the NC SBIRT program screened 2,129 patients for alcohol and drug use at five primary care practice sites. Grant-funded co-located addiction professionals provided brief interventions to 61 participants and brief treatment to 24, while referring 10 participants for specialty addiction treatment services. With the new federal healthcare law s focus on improving the quality of medical and behavioral healthcare for individuals in need, addictions professionals are increasingly recognized as a vital resource that will help close the treatment gap. Through innovative healthcare initiatives like NC SBIRT and ACA incentive programs like the Patient-Centered Medical Home, licensed addictions professionals are, more than ever, being called on to participate in the provision of prevention, treatment, and referral services by local primary care providers, hospitals, emergency departments, and homeless shelters. Establishing and sustaining these relationships with community healthcare providers supports the development of healthier individuals, families and communities, while creating valuable revenue streams for addictions professionals. This seat represents the Western Region.
