4 PREFACE The strategy of Scheduled Castes Sub Plan for the development of Scheduled Castes was evolved at the end of the 5 th Five Year Plan which aimed at rapid socio-economic development of SCs in consonance with the Directive Principles of State Policy when 9.94 % flow from overall State Plan was earmarked for Scheduled Castes Sub Plan for Scheduled Castes which was later increased to 11%. Further from onwards the State Government has allocated 24.72% outlay of the total State Plan for Scheduled Castes Sub Plan, which is corresponding to the SC population of the Pradesh. An outlay of ` Crore has been approved for 11 th Five Year Plan under Scheduled Castes Sub Plan out of which ` Crores have been utilized from to , a provision of ` Crore has been made for An outlay of ` Crore has been proposed for 12 th Five Year Plan and ` Crores for Annual Plan The Scheduled Castes constitute 24.72% of the total population of the State. The Scheduled Castes in the State are mostly cultivators and agriculturists dispersed over the length and breadth of the State in non segregated habitations. As a result, adopting an area based approach becomes difficult while preparing specific programmes/schemes for their socio economic upliftment. However, it is the endeavor of the State Government to identify more and more such realistic schemes, which may generate sizeable income for Scheduled Caste families. The basic objective of Scheduled Castes Sub Plan formulation and implementation in the State is to ensure that the benefits through different programmes/schemes actually reach the scheduled caste community and to provide infrastructure support in scheduled caste concentrated villages where 40% or more Scheduled Castes population lives. The guidelines/instructions received from the Ministry of Social justice& Empowerment, Govt. of India and National Commission for Scheduled Castes and Scheduled Tribes, Government of India from time to time for the development and Welfare of Scheduled Castes are being followed as far as possible in formulation and implementation of the Scheduled Castes Sub Plan. A fundamental change in the process of formulating the Scheduled Castes Sub Plan for Scheduled Castes strategy was introduced in 2001, which has further been improvised from financial year According to the revised system, Director, SC, OBC & Minority Affairs has been declared as HOD in respect of all those Heads of Dev. being implemented under SCSP with overall control of Administrative department to Social Justice & Empowerment. The past practice of planning process from top to bottom exercise has been reversed and the decentralized planning process, District as a planning unit, has been adopted. For equitable flow of funds to all the non tribal districts an objective formula based on 60% on Scheduled Castes population, 30% Scheduled Castes families living below poverty line and 10% on Scheduled Castes concentrated villages having 40% or more than 40% Scheduled Castes population in the district has been evolved.
