6 Regulated Parking System: On-street parking fees - Until 2014, parking fees were only based on time length & LEZ (within + 10%) - Fees can: +/- 20% depending on occupancy level +/- 20% depending on vehicle technology To get a parking ticket, drivers must enter the plate number. The meter then looks up a local database or connects to the National Traffic Authority database, and calculates the applicable fee. 6

7 Vehicle technology criteria for on-street parking - Inspired by the European emission standards - LIMITED by source data (DGT database): 1) Data on EURO homologation was not available for all vehicles Date of first vehicle registration is used to determine the applicable EURO e.g. all new vehicles registered before 1 Sept 2015 are EURO 5 (not true). 2) Data on CO 2 emissions was not available for all vehicles The technology criteria is not considering CO 2 only pollutants such NOx and particles. 7

8 Regulated Parking System: On-street parking fees BONUS (UP TO A 20%): - NON PLUG-IN HYBRIDS; LPG; CNG - CLEANEST DIESEL (EURO 6/VI) AND GASOLINE BETTER THAN EURO 4 SURCHARGE (UP TO A 20%): - OLD GASOLINE LESS THAN EURO 2 - DIESEL LESS THAN EURO 3 8

9 Remarks about LEV standards and labels 1) The wider the scale of aplication, the better 2) Necessary and highly applicable in cities. Eg. using LEV standards and labels would be more fair than just banning vehicles with odd and even number plates on alternative days 3) Should we label all vehicles or just only the cleanest (positive discrimination)? 4) To date, standards and labels have been frequently only based on CO 2 emissions, not contributing to meet AQ limit values in cities. 5) Difficulties to agree LEV standards and labels with some interested parties 9
