17 Additional challenges raised by stakeholders forum Nutrient, Organic and Hazardous Substance Pollution in Surface and Groundwater - There is a knowledge gap regarding hazardous substances pollution. This issue would require a centralized basin wide programme to get more focused attention on the issue. - Additional legal instruments are needed at national level for reduction of diffuse pollution (nutrients, erosion, organic matters, etc.) The bottlenecks, hotspots should be targeted in legislative frameworks, even at national level. - Mechanisms are needed to encourage/persuade farmers to do restrictive/environmentally sound farming (cost-effective approach should be used). - Inclusion of land use planning and biodiversity issues in cross-sectoral activities (e.g. management of agricultural sector) are important and should get more attention. - The small wastewater treatment facility applications should be considered and stressed the importance of them when basin wide strategy of waste water sector development is harmonised with national priorities. 17/24

19 Additional challenges raised by stakeholders forum Hydromorphological Alternations & Integration Issues (Flood risk management, Hydropower, Navigation, Agriculture) - Better harmonised and strengthened methodologies on hydromorphological assessments are needed; - Additional efforts on hydromorphological measures are still needed towards more comprehensive measures implementation; - Inter-sectoral cooperation activities with flood risk management, inland navigation and hydropower need to be strengthened; - Better and strengthened coordinated planning activities were proposed, including spatial planning and taking into account long-term effects and a broad range of stakeholders, benefits and impacts; - Sediment management was considered as a key issue. - The need for further work on water scarcity and drought was expressed. 19/24
20 Additional challenges raised by stakeholders forum Objectives and measures of Flood Risk Management Plans - Natural water retention is a better environmental option in flood risk management, which provides win-win solutions for the implementation of WFD and FD and it should be strongly promoted on both national and international level; - Practical implementation of measures is the major challenge of DFRMP and it requires identification of funding possibilities as well as of the responsible institutions at the national level; - Stronger dialogue with the other sectors (WFD, agriculture) and improved public participation at the national level is needed. 20/24
21 Activities that can be considered for proposal opportunities Please note: The following examples do not represent an exhaustive list of proposal opportunities The mentioned topics don t limit the scope of a project under consideration Integrated river basin management planning (or updates) for sub-basins of the Danube River i.e.: especially if one or more of the followings are included: frameworks, strategies, transnational tools, pilot activity, preparation of transnational investments, training and capacity building Application of innovative methodology to improve sustainable sanitation for small settlements i.e.: Regional strategy for promoting alternative collection and treatment of waste water in small settlements; how waste water can be utilized in agriculture; increase awareness of eco-friendly solutions; pilot activity; training and capacity building; dissemination of outcomes Transnational sediment management strategy development for the Danube River Basin wide framework or strategy elaboration. 21/24
22 Activities that can be considered for proposal opportunities continued Improving transnational monitoring along the Danube and its tributaries - early warning water quality system - longitudinal survey of main tributaries - coordinated compilation of national inventories on discharges, emissions and losses - examination of biodiversity and environmental status of sediment, water and biota in the main tributaries of the Danube A project proposal with only a stand alone monitoring topic might not be successful for DTP funding. The monitoring should be incorporated into a wider context project, which is in line with the DTP focus. Improving hydromorphological status of Danube and its tributaries - morphological restructuring of modified river beds - projects on wetlands and floodplain restoration - projects on fish migration aids based on common priorities Projects focusing on joint, coordinated multi-country or transnational solution(s) Developing a common transnational disaster risk assessment method for the Danube Region (including flood aspects; climate change impacts) 22/24
