Strategy for protection against floods in the Czech Republic Main parts of the Strategy Basic principles of the Strategy Forecasting and early-warning systems Management of floods Decreasing the risks to inhabitants and property within the flood plain areas Protection of the property Implementation of the Strategy and related measures
Strategy for protection against floods in the Czech Republic Limiting the risks to inhabitants and potential damage - Determination of flood plain areas - Regulating the use of flood plain areas Protection of property - property of the State property - property of the Municipal property - property of the inhabitants and companies
Strategy for protection against floods in the Czech Republic
Programmes of flood protection (realisation of the Strategy) Program Titles (and responsibility) Flood Prevention Programme (Ministry of Agriculture) Programme aimed at Prevention of Landscape Structures endangered by Floods (Ministry of Environment) Programme aimed at Improvement of Transport Infrastructure (Ministry of Transport) Programme aimed at Improvement of Communication Infrastructure (Ministry of Informatics)
Programmes of flood protection (realisation of the Strategy) Structure of the Flood Prevention Programme Determination of flood plain areas Studies of runoff condition in watersheds Defining the territory endangered by artificial floods (consequences of dam failures etc.) Construction / reconstruction of dams, polders, reservoirs Increasing the capacity of river beds
Programmes of flood protection (realisation of the Strategy) Financial sources of the Flood Prevention Programme Subsidy policy needed (state budget) Co-financing is being considered Significant sources EIB loans EIB loans to support the water management sector in the CR Flood prevention (amount: CZK 4,154 bill., period: ) 2005)
Programmes of flood protection (realisation of the Strategy) Expected increase of the main indicators monitored in the Flood Prevention Programme in the period Length of protection dikes Capacity of storage area Length of rivers regulated to the increased capacity 93 km 40 mil. m 3 92 km Flood plain areas designated km
Examples of most important flood measures Morava River Basin Morava River above Kroměříž - sedimentary deposits and bank scours have developed during 1997 flood - in the framework of flood protection measures there were the deposits removed, banks stabilised with rock- filling and river bed regulated - the total cost has reached to CZK 14 mil.
Examples of most important flood measures Moravy River Basin fixed weir in Veselí nad Moravou on Morava River - during the 1997 flood, this weir posed a complication for flood discharge, - in the framework of flood protection measures the weir was rebuilt to function as a controlled weir with fish- pass, with the flow capacity of 2 m 3.s - 1, - the total cost has reached to CZK 58 mil.
Examples of most important flood measures Vltava River Basin repair of stilling pool of the Kamýk water management structure - the 2002 flood has damaged the base of the 1st stilling- pool sill, - after the flood was over, this base was designed as ferro- concrete panel with unbroken rests of natural rock left in the place, - the total cost has reached to CZK 34,5 mil.
Examples of most important flood measures Vltava River Basin repair of the right-bank scour below the Vrané water management structure - due to the 2002 flood, the bank (some 250 m long) has felt into the river-channel, including the road and engineering network, - after the flood was over, the bank was stabilised with rock filling, - the total cost has reached to CZK 29 mil.
