1 PRELIMINARY SCOPE OF WORK WALLOWA UNION TRAIL CONCEPT ASSESSMENT A Memorandum of Understanding has been developed between Eastern Oregon University (), Oregon Parks and Recreation Department (), and the Wallowa Union Railway Authority (WURA) to define the roles of each agency during evaluation of the trail concept. The University of Oregon (UO) has also agreed to provide additional support for the study. With assistance from the Eastern Oregon Regional Solutions Center (EORSC) and, will provide support to Student Internship Advisory Teams to provide guidance to a designated student project manager and student intern groups during the public planning process. Composition of the Student Internship Advisory Team will vary for each work task, but at a minimum, will include an student advisor and representation from EORSC and. The following is a preliminary scope of work to define specific work tasks and identify the lead entity for each project element. The timeline has been developed to correlate with Eastern Oregon University s academic schedule. PHASE I: EXISTING CONDITIONS ASSESSMENT Task Description Lead Timeline Student Internship Advisory Team 1.1 Project Kick-off Meeting - Review scope of work with, Regional Solutions Center, and WURA representatives. June 18, N/A 1.2 Trail Assessment Website Develop public-facing website to provide a schedule of planning process, post assessment reports, provide committee and public meeting agendas and minutes, and to solicit citizen comments regarding the rail with trail concept. 2 1.4 Land Use Analysis - Evaluate existing zoning and current uses within and adjacent to the corridor. Research master planning documents for the rail corridor and within communities that intersect with the rail line.
