1 SECTION V. GOALS AND OBJECTIVES... SECTION V. GOALS AND OBJECTIVES The following Goals and Objectives were developed in large part based on the public input and planning processes explained in Section IV of this plan. We have decided to include a general Vision Statement that serves to frame the subsequent Goals and Objectives City of Walker Parks and Recreation Master Plan Vision Statement The vision of the City of Walker relative to parks and recreation facilities and programs shall include a continuous measurement of current practices and implementation projects against the standards of The Triple Bottom Line. The Triple Bottom Line is a sustainability benchmarking system that filters progress according to improvements in social, environmental and economic variables. The following Goals are longer-range in nature, fairly general and intended to be flexible in order to accommodate future changes. The following Objectives are shorter-range in nature and are intended to direct specific Action Program and Capital Improvement Plan decisions to be made in the next five to ten years. Goals and Objectives should be flexible enough to reflect changing citizen attitudes and to adapt to future opportunities. GOAL 1: PROVIDE YEAR-ROUND PARK AND RECREATION FEATURES, FACILITIES AND PROGRAMS, IN SUFFICIENT QUANTITY AND DIVERSITY, TO PROVIDE OPPORTUNITIES FOR INDIVIDUALS OF ALL AGE GROUPS AND ABILITIES, IN ORDER TO MEET THE PRESENT AND FUTURE NEEDS OF WALKER RESIDENTS. Sustain the high quality of existing city parks through consistent maintenance and thoughtful, design-based improvements. Improve carefully selected additional park land to meet National Recreation and Park Association guidelines, in context with local capabilities and needs.

2 Refine existing athletic facilities (e.g., baseball, softball and soccer fields, etc.) based on historical and projected user trends. Reduce neighborhood park gaps by providing diverse and citizen-driven recreation opportunities throughout the city. Broaden the variety of, and accessibility to, recreation, wellness and open space opportunities available to city residents of all ages and abilities. Design parks that offer passive and active recreation opportunities based on location, demand and the presence of onsite natural resources. GOAL 2: IMPROVE PLAY OPPORTUNITIES THROUGHOUT THE CITY BY PROVIDING SAFE AND BARRIER FREE EQUIPMENT AND FACILITIES. Ensure that existing, expanded and new playgrounds and playing surfaces are consistent with Americans with Disabilities Act (ADA) standards. Ensure that, wherever possible, existing, expanded and new playgrounds and playing surfaces are consistent with Universal Design (UD) standards. Provide playground equipment and surfaces that conform to the State of Michigan Playground Equipment Safety Act. GOAL 3: CREATE ADEQUATE OFF-STREET AND ON-STREET PARKING AND BICYCLE LOCKING FACILITIES, EITHER WITHIN OR CONVENIENTLY ADJACENT TO PARKS AND RECREATION SITES. Quantify, field test and respond to parking needs in present and future parks and recreation sites. Ensure the presence of adequate bike racks in present and future parks and recreation sites. Design off-street parking lots using Low Impact Design (LID) methods. Design off-street parking lots to meet barrier free standards of the ADA and, when possible, to include UD features.

3 GOAL 4: ENHANCE COMMUNICATION AND COLLABORATION BETWEEN THE CITY OF WALKER, KENT COUNTY, BLANDFORD NATURE CENTER, THE CITY OF GRAND RAPIDS AND OTHER UNITS OF GOVERNMENT (INCLUDING SCHOOL SYSTEMS) RELATIVE TO THE ASSESSMENT, PLANNING, DEVELOPMENT AND USE OF RECREATIONAL PROGRAMS AND PARK FEATURES. Ensure that the Walker City Commission, Planning Commission and Standale DDA are significantly involved in the creation, review and adoption of the parks and recreation master plan. Continue to support the efforts of Kent County and the Grand Valley Metro Council in developing regional plans for parks, open spaces and non-motorized trail systems. Link and jointly assess the City of Walker, Kent County, Blandford Nature Center, City of Grand Rapids and school system master plans and capital improvement lists relative to parks and recreation. Avoid duplication of services. Share ideas and concepts. Market parks features together. Link the region s parks together via trails, on-street bike lanes and sidewalks. GOAL 5: PRESERVE NATURAL FEATURES AND OPEN SPACES FOR THE BENEFIT AND ENJOYMENT OF PRESENT AND FUTURE GENERATIONS. Identify, map and preserve flood plain, wetland and riparian areas. Identify, map and preserve significant woodlands, meadows and steeply sloped areas. Utilize the skills of a landscape architect when designing parks and recreation improvements. Design and implement Low Impact Design (LID) features.

4 GOAL 6: ENHANCE THE AESTHETIC QUALITIES OF THE CITY THROUGH THE ATTRACTIVE AND MEMORABLE DESIGN OF PARK AND RECREATION FEATURES. Utilize the skills of a landscape architect when designing parks and recreation improvements to create signature parks and viable natural areas. Select non-traditional and thematic types of playground equipment rather than simple swingset and slide assemblies. Improve existing parks, and create new parks, that are contextual in design and sensitive to neighboring properties. Include examples of public art in city parks. Utilize high quality and sustainable materials in parks and recreation facilities. Install fully shielded, high efficiency, outdoor light fixtures that provide security and safety without adversely affecting neighboring properties. GOAL 7: PRESERVE AND PROTECT HISTORIC AND CULTURAL AREAS FOR PUBLIC EDUCATION, USE AND ENJOYMENT. Promote educational awareness of the cultural heritage and historic ancestry of the Walker area. Incorporate cultural and entertainment features in existing or new parks. Construct contextually-appropriate performance stages, community gardens, amphitheaters, etc. in new or existing parks. Link and align the activities of the Walker Historical Commission to the 2013 City of Walker Parks and Recreation Master Plan. GOAL 8: CONNECT PARKS AND RECREATION FACILITIES TO SCHOOL SITES, RESIDENTIAL AREAS, PUBLIC TRANSIT STOPS, BUSINESS DISTRICTS AND PLACES OF EMPLOYMENT VIA A SYSTEM OF NON-MOTORIZED IMPROVEMENTS.

5 Identify, map, analyze and eliminate gaps in the network of sidewalks, trails and contextually-appropriate on-street bike lanes. Install mileage and way-finding signage between nodes, neighborhoods and destination points. Develop and refine a recognizable, safe and navigable non-motorized transportation system. Implement the non-motorized transportation system via the contextual application of Complete Streets methods and features. GOAL 9: EXPAND AND MAINTAIN THE NON-MOTORIZED TRAIL SYSTEM. Continue to expand the Walker trail system and increase links to regional trail networks, such as the Musketawa Trail, Pioneer Trail, White Pine Trail and Kent Trails. Acquire additional land for future trail system connections via easements, donations or purchases. Continue to utilize abandoned railroad corridors and Consumer s Energy utility lines for trail connections. Coordinate and collaborate city trail efforts with non-profit groups, private foundations, and other local, state and federal government units. GOAL 10: INCORPORATE MODERN LIFESTYLE FEATURES IN EXISTING AND NEW CITY PARKS AND RECREATION FACILITIES. Install contextually-appropriate and professionally-designed modern lifestyle park and recreation features, such as: o Dog parks (various sizes and scopes, based on location) o Splash pads o Rock walls (interior or exterior)

6 o Climbing boulders o Skate parks o Lacrosse / field hockey facilities o Community gardens. GOAL 11: DEVELOP A SHORT AND LONG TERM CAPITAL IMPROVEMENT PLAN SPECIFIC TO THE WALKER ICE AND FITNESS CENTER (WIFC). Research, analyze and complete a phased capital improvement plan for WIFC. Consider contextually-appropriate and professionally-designed features, such as: o Ice hockey locker room expansions o Indoor pool o Expanded ice surface o Expanded fitness and athlete cross training areas o Expanded weight training area o Indoor turf / soccer field o Outdoor training facilities o Expanded child care facilities o Expanded health and wellness programs. GOAL 12: INCLUDE ECONOMIC FACTORS WHEN PLANNING AND PROGRAMMING UPGRADES AND EXPANSIONS TO THE WALKER PARK AND RECREATION NETWORK. Research, analyze and implement tourism-based economic development improvement plans, as contextually appropriate, for park and recreation projects. Coordinate park and recreation plans and projects with the Standale Downtown Development Authority to assist in implementation of the Downtown Standale master plan. Strategically implement a process of design-based programming, which will lead to branding and the creation of signature parks, which will enhance possibilities for marketing parks and recreation facilities in Walker.

7 Market, brand and promote local park and recreation features via local advertising, social media, etc. Coordinate marketing efforts with Kent County, Blandford Nature Center, the City of Grand Rapids, etc. Promote the City of Walker as a hub and critical link in the region s nonmotorized trail system. GOAL 13: EMPOWER AND INVOLVE WALKER CITIZENS IN THE PARKS AND RECREATION DECISION MAKING PROCESS. Provide numerous opportunities for Walker citizens to become involved in the parks and recreation master planning, site design and implementation processes. Sustain the efforts of the current Parks Master Plan Citizen Advisory Committee. Hold future public meetings and workshops for Action Program items near specific park and recreation sites to encourage local citizen involvement. Provide traditional and social media public notice for Action Program-type public meetings. Provide several methods for public feedback including , social media, the city website, phone calls, letters, sketches, surveys, etc. GOAL 14: PURSUE GRANT FUNDING ASSISTANCE FOR IMPLEMENTATION OF THE ACTION PROGRAM. Pursue park and recreation funding assistance via grant applications to an appropriate and diverse set of non-profit, private, and public funding agencies. Submit grant applications that are consistent with the 2013 City of Walker Parks and Recreation Master Plan.
