7 PREDGOVOR FOREWORD Popis stanovništva, kućanstava i stanova u Republici Hrvatskoj (u nastavku teksta: Popis) proveden je od 1. do 28. travnja na temelju Zakona o Popisu stanovništva, kućanstava i stanova u Republici Hrvatskoj godine (NN, br. 92/10.) (u nastavku teksta: Zakon). U pripremi Popisa primijenjene su Preporuke Konferencije europskih statističara za popise stanovništva i stanova godine, kojima je cilj pružanje smjernica zemljama u planiranju i provođenju popisa stanovništva i stanova, olakšavanje regionalne usporedivosti podataka preko osnovnih grupa popisnih obilježja te usklađivanje definicija i klasifikacija. S obzirom na to da je Republika Hrvatska zemlja kandidatkinja za članstvo u Europskoj uniji, Popis je u pogledu definicija i klasifikacija potpuno usklađen s Uredbom (EZ) br. 763/2008 Europskog parlamenta i Vijeća Europske unije o popisima stanovništva i stanova te Uredbom (EZ) br. 1201/2009 kojom se provodi Uredba br. 763/2008 u pogledu tehničkih specifikacija obilježja te razine prikazivanja obilježja. Državni zavod za statistiku bio je nositelj pripreme, organizacije i provedbe Popisa. Za popisivanje određenih kategorija stanovništva (članci 25. do 28. Zakona) bili su nadležni Ministarstvo vanjskih poslova i europskih integracija, Ministarstvo unutarnjih poslova, Ministarstvo obrane i Ministarstvo pravosuđa, dok je za pripremu tehničke dokumentacije bila zadužena Državna geodetska uprava. U svim županijama i Gradu Zagrebu osnovana su županijska popisna povjerenstva odnosno Popisno povjerenstvo Grada Zagreba, a unutar njih i popisna povjerenstva ispostava za područje gradova, općina odnosno gradskih četvrti Grada Zagreba. Kao najniže organizacijske jedinice Popisa za područje dijela grada ili općine odnosno gradskih četvrti Grada Zagreba bili su osnovani popisni centri. U Popisu je sudjelovalo oko sudionika, a od toga oko popisivača i oko kontrolora. Prvi rezultati Popisa dobiveni su neposrednim zbrajanjem jedinica popisa (osoba, kućanstava i stanova) na najnižoj prostornoj jedinici, tj. popisnom krugu. Rezultati na razini popisnoga kruga koje je izradio svaki popisivač agregirani su zatim na višim prostornim jedinicama, tj. za naselje, gradove/općine, županije i Grad Zagreb te za Republiku Hrvatsku. Prvi rezultati Popisa sadrže podatke o m broju popisanih osoba te m broju stanovnika, kućanstava i stambenih jedinica, na razini Republike Hrvatske, prostornih jedinica za statistiku 2. razine, županija, gradova/općina i naselja. Podaci Popisa nisu neposredno usporedivi s podacima Popisa budući da je statistička definicija g stanovništva, korištena u Popisu 2011., dijelom izmijenjena u skladu s međunarodnim standardima. The Census of Population, and Dwellings 2011 (hereinafter referred to as: Census) was carried out in the Republic of Croatia from 1 to 28 April 2011 on the basis of the Act on the Census of Population, and Dwellings in the Republic of Croatia in 2011 (NN, No. 92/10) (hereinafter referred to as: Act). The Census was prepared according to the Conference of European Statisticians Recommendations for the 2010 Censuses of Population and Housing. The aim of the Recommendations is to provide guidelines to countries in the planning and implementation of the census of population and housing, to facilitate the regional comparability of data by using the core sets of census topics and to harmonise definitions and classifications. Since the Republic of Croatia is a candidate for the membership in the European Union, the Census is, in terms of definitions and classifications, fully harmonised with the Regulation (EC) No. 763/2008 of the European Parliament and of the Council on population and housing censuses and the Regulation (EC) No. 1201/2009 implementing Regulation (EC) No 763/2008 as regards the technical specifications of the topics and of their breakdowns. The Croatian Bureau of Statistics was in charge of the preparation, organisation and implementation of the Census. The Ministry of Foreign Affairs and European Integration, the Ministry of Interior, the Ministry of Defence and the Ministry of Justice were in charge of the enumeration of specific categories of population (Articles of the Act), while the State Geodetic Administration was in charge of the technical documentation. In all counties and in the City of Zagreb there were county census committees and the Census Committee of the City of Zagreb established. Also, established were branch census committees for the areas of towns and municipalities, that is, for the areas of districts of the City of Zagreb. Finally, as the lowest organisation units of the Census, established were census centres for areas of town or municipality sections and town districts of the City of Zagreb respectfully. The results at the enumeration area level, created by each enumerator, were then aggregated at the level of higher spatial units, that is, for settlements, towns/municipalities, counties and the City of Zagreb as well as for the whole of the Republic of Croatia. The First Results of the 2011 Census contain data on the total number as well as on the total number of population, households and housing units at the level of the Republic of Croatia, statistical spatial units at level 2, counties, towns/municipalities and settlements. The 2011 Census data are not directly comparable to the 2001 Census data because, in the meantime, a statistical definition of the total population was partly changed according to the international standards. 8 Prvi rezultati još su podložni promjenama jer u idućem razdoblju slijedi detaljna obrada podataka. Konačni rezultati Popisa bit će poznati po završetku obrade podataka i objavit će se prema programima publiciranja i kalendarima objavljivanja statističkih podataka Državnog zavoda za statistiku. Popis je uspješno i na vrijeme proveden, a veliko iskustvo i stručnost statističara Državnog zavoda za statistiku u pripremi, organizaciji i provedbi statističkih istraživanja i ovaj je put bilo od posebne važnosti. Posebno zahvaljujem građanima Republike Hrvatske koji su svojom odgovornom suradnjom i izvrsnim odazivom najviše pridonijeli provođenju ovako velikog i sveobuhvatnoga statističkog istraživanja kao što je popis stanovništva. Također zahvaljujem svim sudionicima Popisa: popisivačima, kontrolorima, instruktorima, koordinatorima, voditeljima popisnih centara, članovima županijskih popisnih povjerenstava i popisnih povjerenstava ispostava te svima ostalima koji su, na bilo koji način, sudjelovali u Popisu. Even this time, a great experience and expertise of the statisticians of the Croatian Bureau of Statistics in the preparation, organisation and implementation of statistical surveys were exceptionally important. 9 METODOLOŠKA OBJAŠNJENJA Što je Popis? Popis je statističko istraživanje kojim se u redovitim intervalima (najčešće svake desete godine) provodi službeno prebrojavanje stanovništva, kućanstava i stanova na teritoriju neke zemlje. Prikupljaju se osnovne informacije o demografskim, etničkim, obrazovnim, ekonomskim, migracijskim i drugim obilježjima stanovništva. Također, popisom se dobivaju podaci o kućanstvima i obiteljima, kao i podaci o stanovima te njihovoj veličini i opremljenosti kao osnovici za analizu stambene situacije i standarda stanovanja. Podaci popisa nužni su za provođenje raznih gospodarskih i socijalnih razvojnih politika te znanstvenih istraživanja. S obzirom na brojnost jedinica koje je potrebno popisati te broj i raznovrsnost modaliteta odgovora, Popis je najsloženije statističko istraživanje koje zahtijeva velika financijska sredstva i posebnu organizaciju (izvan okvira redovitih statističkih istraživanja). Popis uključuje prikupljanje podataka na terenu, obradu podataka, agregiranje individualnih podataka, vrednovanje podataka te diseminaciju i analizu podataka. NOTES ON METHODOLOGY What is Census? Census is a statistical survey carried out at regular intervals (most often every ten years) for the purpose of official enumeration of the population, households and dwellings on the territory of a country, collecting basic data on demographic, ethnic, educational, economic, migration and other characteristics of population. In addition, the census provides data on households and families as well as on dwellings, their size and installations in them, which is further used as a base for the analysis of the housing situation and the housing standard. Census data are necessary for implementing various economic and social development policies or scientific research. Considering the numerosity of units to be enumerated as well as the number and variability of response modalities, the Census is the most comprehensive statistical survey that requires huge financial means and special organisation (outside the framework of regular statistical surveys). The Census includes the process of collection of data in the field, data processing, aggregating of individual data, evaluation, dissemination and analysis of data. Vrijeme popisivanja i kritični trenutak Popisa Popis se provodio od 1. do 28. travnja prema stanju na dan 31. ožujka u sata, što se smatra kritičnim trenutkom popisa. Taj je trenutak potrebno odrediti zbog promjena koje se događaju jedinicama popisa. Npr. ako se dijete rodilo 1. travnja, ono nije bilo popisano unatoč tome što je bilo prisutno u kućanstvu kad je popisivač vršio popisivanje. Suprotno tomu, ako je osoba umrla npr. 2. travnja, popisivač ju je popisao prema izjavi ukućana iako je osoba već bila mrtva kad je popisivač došao u kućanstvo. Enumeration period and census moment In the Republic of Croatia, the Census took place between 1 and 28 April 2011 according to the situation as on 31 March 2011 at midnight, which shall be deemed the census moment. It is necessary to determine this moment because of changes that affect Census units. For example, if a child was born on 1 April, it has not been enumerated despite of the fact it was present in the household when the enumerator carried out enumeration in that household. On the other hand, if a person died on 2 April, the enumerator enumerated that person according to the information by household members, regardless of the fact that the person had already been dead by the time the enumerator visited the household. Zakonska osnova provođenja Popisa Popis proveo se na temelju Zakona o Popisu stanovništva, kućanstava i stanova u Republici Hrvatskoj godine (NN, br. 92/10.), kojim se uređuju sadržaj, priprema, organizacija i provedba Popisa, obveze državnih i drugih tijela uključenih u Popis, vrijeme popisivanja, obrada, čuvanje i objavljivanje rezultata te način osiguravanja sredstava za Popis. Legal basis for the implementation of the Census The 2011 Census was implemented on the basis of the Act on the Census of Population, and Dwellings in the Republic of Croatia in 2011 (NN, No. 92/10), which regulates the content, preparation, organisation and implementation of the Census, obligations of state and other bodies included in the Census, enumeration period, processing, keeping and releasing of results and the way of providing finances for the Census. Teritorijalni ustroj Prema članku 21. Zakona, Popis je proveden na temelju službenih podataka iz Registra prostornih jedinica koje je priredila Državna geodetska uprava. Republika Hrvatska je prema stanju na dan 31. ožujka imala 21 županiju (uključujući i Grad Zagreb), 127 gradova, 429 općina te naselja. Territorial constitution In line with Article 21 of the Act, the Census has been carried out on the basis of official data from the Register of Spatial Units, which were provided by the State Geodetic Administration. According to the situation as on 31 March 2011, the Republic of Croatia had 21 counties (including the City of Zagreb), 127 towns, 429 municipalities and settlements. Metoda Popisa Popis provodio se tradicionalnom metodom, tj. intervjuom "licem u lice", a popisivanje se obavljalo na popisnim obrascima: Popisnici (obrazac P-1) i Upitniku za kućanstvo i stan (obrazac P-2). Svaki je popisivač bio dužan popisati određeno područje, tj. popisni krug, u kojem je trebao popisati sve jedinice popisa. Method of implementation of the Census The 2011 Census was carried out by using a traditional method, that is, by using face-to-face interviews carried out by interviewers and using the following specially designed forms: the Personal Questionnaire (P-1 form) and the Household and Dwelling Questionnaire (P-2 form). Each enumerator was obliged to enumerate a certain enumeration area in which he/she had to enumerate all census units. STATISTIČKA IZVJEŠĆA 1441/2011. STATISTICAL REPORTS 7

10 Jedinice Popisa U skladu sa Zakonom, Popis je obuhvatio tri jedinice: stanovništvo, kućanstva te stanove i ostale stambene jedinice koje nisu stanovi prema definiciji stana, ali su se u vrijeme Popisa koristile za stanovanje. stanovništvo (osobe) Popisom su se popisivale osobe koje su državljani Republike Hrvatske, strani državljani i osobe bez državljanstva koji imaju prebivalište u Republici Hrvatskoj, bez obzira na to nalaze li se u vrijeme Popisa u Republici Hrvatskoj ili inozemstvu te osobe koje u kritičnom trenutku Popisa imaju boravište u Republici Hrvatskoj. kućanstva Kućanstvo je svaka obiteljska ili druga zajednica osoba koje zajedno stanuju i troše svoje prihode za podmirivanje osnovnih životnih potreba (stanovanje, prehrana i sl.) odnosno osoba koja u naselju popisa živi sama i nema kućanstvo u drugom naselju Republike Hrvatske ili inozemstvu (samačko kućanstvo). Kućanstvom se smatra i tzv. institucionalno kućanstvo, tj. kućanstvo sastavljeno od osoba koje žive u ustanovama za trajno zbrinjavanje djece i odraslih, u bolnicama za trajni smještaj neizlječivih bolesnika, samostanima, objektima vojske, policije, pravosuđa, kampovima za smještaj izbjeglica i prognanika i sl. stanovi i ostale stambene jedinice koje nisu stanovi prema definiciji stana, ali se u kritičnom trenutku Popisa koriste za stanovanje Stan je građevinski povezana cjelina namijenjena stanovanju koja se sastoji od jedne ili više soba s odgovarajućim pomoćnim prostorijama (kuhinja, smočnica, predsoblje, kupaonica, zahod i sl.) ili bez pomoćnih prostorija i ima svoj poseban ulaz. Popisom su se obuhvatile i ostale stambene jedinice koje nisu stanovi prema definiciji stana, ali su se u kritičnom trenutku Popisa koristile za stanovanje. Census units In line with the Act, the Census included three units: population, households and dwellings and other housing units that are not dwellings by definition but were used for habitation at the census moment. population () The Census enumerated who are citizens of the Republic of Croatia, foreign citizens and stateless resident in the Republic of Croatia, regardless of the fact whether at the time of the Census they were located in the Republic of Croatia or abroad, as well as who, at the Census moment, temporarily resided in the Republic of Croatia. households Household is any family or other nucleus of residing and living together, who share their income to cover the basic costs of living (accommodation, food and so forth), or each person who lives alone in a census settlement and does not have a household in another settlement in the Republic of Croatia or abroad (one-person household). Household also means the so-called institutional household, that is, any household consisting of living in institutions for the permanent accommodation of children and adults, in hospitals for the permanent accommodation of the terminally ill, convents, military premises, police premises, judicial premises, refugee camps, camps for displaced and so forth. dwellings and other housing units that are not dwellings by definition but were used for habitation at the Census moment Dwelling is a construction unit intended for habitation, consisting of one or more rooms with or without auxiliary rooms (kitchen, pantry, hallway, bathroom, toilet, etc.) and having a separate entrance. In addition, the Census comprised other housing units that are not dwellings by definition but were used for habitation at the Census moment. Povjerljivost podataka Popisa Jedno od osnovnih načela službene statistike podrazumijeva zaštitu i povjerljivost individualnih podataka. Individualne podatke građana koje su doznali tijekom popisivanja ili će ih doznati tijekom obrade podataka u Državnom zavodu za statistiku sudionici Popisa moraju trajno čuvati kao službenu tajnu. Podaci Popisa koriste se isključivo za statističke svrhe i prikazuju se isključivo u skupnom (agregiranom) obliku na razini Republike Hrvatske, županija, gradova/općina i naselja. Zaštita individualnih podataka jamči se Zakonom o Popisu stanovništva, kućanstava i stanova u Republici Hrvatskoj godine (NN, br. 92/10.), Zakonom o službenoj statistici (NN, br. 103/03. i 75/09.) i Zakonom o zaštiti osobnih podataka (NN, br. 103/03.). Confidentiality of census data One of the basic principles of the official statistics implies the protection and confidentiality of individual data. The Census participants are obliged to permanently keep as official secret all individual data on citizens that they learned during the enumeration or will learn during the data processing in the Croatian Bureau of Statistics. Individual data collected in the Census may only be used for statistical purposes and will be expressed strictly in an aggregate form at the levels of the Republic of Croatia, counties, towns/municipalities and settlements. The protection and confidentiality of individual data is guaranteed by the Act on the Census of Population, and Dwellings in the Republic of Croatia in 2011 (NN, No. 92/10), the Official Statistics Act (NN, Nos. 103/03 and 75/09) and the Act on Personal Data Protection (NN, No. 103/03). Međunarodni statistički standardi korišteni u Popisu Popis usklađen je s međunarodnim standardima kojima se utvrđuju zajednička pravila u prikupljanju podataka o stanovništvu i stanovima te propisuju definicije koje su zemlje obvezne primijeniti u svojim popisima kako bi se osigurala međunarodna usporedivost podataka, od kojih su najvažniji: Preporuke Konferencije europskih statističara za popise stanovništva i stanova godine, pripremljene u suradnji s Ekonomskom komisijom UN-a za Europu i Statističkim uredom Europske unije Eurostatom International statistical standards used in the 2011 Census The 2011 Census is harmonised with international standards that define the joint rules for the collection of data on population and housing and prescribe definitions that countries are obliged to apply in their censuses in order to provide the international comparability of data. The most important of them are the following: the Conference of European Statisticians Recommendations for the 2010 Censuses of Population and Housing prepared in cooperation with the United Nations Economic Commission for Europe and the Statistical Office of the European Communities (EUROSTAT), New York and Geneva, STATISTIČKA IZVJEŠĆA 1441/2011. Zakona o Popisu, Državni zavod za statistiku obvezan je objaviti prve rezultate Popisa do 30. lipnja Prvi, tj. preliminarni rezultati Popisa izrađuju se neposredno nakon završetka Popisa kako bi se zadovoljio interes stručne i šire javnosti za osnovnim podacima o broju stanovnika, kućanstava i stanova. Prvi rezultati okvirni su podaci o broju i teritorijalnom rasporedu popisnih jedinica (osoba, kućanstava i stanova). Oni su sadržajem ograničeni, a dobiveni su zbrajanjem prvih rezultata koje su na obrascu P-3 (Kontrolnik) načinili popisivači za područje (popisni krug) koje su popisivali. Rezultati na razini popisnoga kruga zatim su zbrajani na višim teritorijalnim jedinicama, tj. za naselje, gradove/općine, županije i Grad Zagreb te za Republiku Hrvatsku. Prvi rezultati još su podložni promjenama, a konačni će se podaci Popisa dobiti tek nakon završetka obrade podataka u kojoj će svaki popisni obrazac biti podvrgnut brojnim kontrolama. FIRST RESULTS In line with Article 37 of the Act on the Census of Population, and Dwellings, the Croatian Bureau of Statistics is obliged to release the first results by 30 June The first, that is, preliminary results of the Census are prepared immediately after the Census is finished in order to meet the interests of experts and broader public for basic data on the number of population, households and dwellings. First results are broad data on the number and territorial dispersion of census units (, households and dwellings). They are limited in their content and were obtained by summing up of first results got on the P-3 form (Control Sheet) by enumerators for the enumeration area they were in charge of. The results at the enumeration area level were then summed up at the higher territorial units, that is, at the level of settlements, towns/municipalities, counties and the City of Zagreb and, at the end, at the level of the Republic of Croatia. The first results are still a subject to changes, while the final results of the 2011 Census will be done only after the data processing is finished, in which each questionnaire will be put to numerous controls. Objašnjenja uz tablice U tablici 1. iskazani su prvi rezultati Popisa za Republiku Hrvatsku, prostorne jedinice za statistiku 2. razine te za županije i Grad Zagreb. U tablici 2. iskazani su, u okviru svake županije, prvi rezultati za gradove/općine i njima pripadajuća naselja, dok su podaci za Grad Zagreb prikazani samo po naseljima. U tablici 3. iskazani su prvi rezultati za gradske četvrti Grada Zagreba. Popisivanje je trajalo od 1. do 28. travnja 2011., kada su popisivači obilazili teren i popisivali sve jedinice Popisa. Međutim, pojedine osobe ili cijela kućanstva, iz određenih se razloga tada nisu popisali pa su se oni još nekoliko dana nakon službenog završetka Popisa popisivali u popisnim centrima odnosno popisnim ispostavama. Podaci za sve naknadno popisane jedinice popisa (osobe, kućanstva i stanove) iskazani su zasebno na kraju svakoga grada/općine. Tijekom obrade podataka sve naknadno popisane jedinice bit će uključene u popisni krug prema njihovoj adresi. Explanations of tables Table 1 presents the first results of the Census for the Republic of Croatia, statistical spatial units at level 2, counties and the City of Zagreb. Table 2 presents, within each county, the first results for towns/municipalities and settlements appurtenant to them, while data for the City of Zagreb are presented only by settlements. Table 3 presents the first results for the districts of the City of Zagreb. The enumeration was carried out from 1 till 28 April 2011, when the enumerators went out into the field and enumerated all census units. However, individual or whole households were not enumerated at that time for various reasons, so they had to check in and be enumerated in census centres or branch census committees during additional several days after the Census had been officially completed. Data on all census units (, households and dwellings) that were enumerated with delay are presented separately below the data of each town/municipality. During the data processing, all units enumerated with delay will be included in the enumeration area according to their address. It could had happened that the same person was presented twice in the first results, that is, in one settlement enumerated as a resident and in the other one as a temporary present person (e.g. students). This duplicity will be eliminated in the final results after the data processing is over. (stupac 2) Treba razlikovati broj popisanih osoba (stupac 1) od g broja stanovnika, tj. broja osoba koje prema statističkoj definiciji ulaze u stanovništvo naselja popisa, odnosno Republike Hrvatske (stupac 2). U Popisu 2011., u skladu s međunarodnim statističkim standardima, za definiranje g stanovništva primjenjuje se koncept uobičajenog mjesta stanovanja (place of usual residence). Prema tom konceptu ukupnim stanovništvom naselja Popisa odnosno zemlje smatraju se sve osobe koje u tom naselju odnosno zemlji imaju svoje uobičajeno mjesto stanovanja. Uobičajenim mjestom stanovanja smatra se ono mjesto gdje osoba provodi većinu svoga dnevnog vremena bez obzira na kratkotrajnu odsutnost iz tog mjesta (npr. zbog odlaska na odmor, putovanje, liječenje, u posjet i sl.). U skladu s definicijom uobičajenog mjesta stanovanja, ukupan treba obuhvatiti: osobe koje uoči kritičnog trenutka Popisa žive neprekidno u svome uobičajenome mjestu stanovanja barem 12 mjeseci osobe koje su tijekom 12 mjeseci uoči kritičnog trenutka Popisa došle u svoje uobičajeno mjesto stanovanja s namjerom da u njemu ostanu barem godinu dana. Dakle, razdoblje od jedne godine i dulje te namjera prisutnosti/odsutnosti od najmanje jedne godine osnovni su kriteriji za uključivanje ili isključivanje osoba iz g stanovništva zemlje odnosno naselja Popisa. U skladu s međunarodnim statističkim standardima, članak 15. Zakona određuje kategorije osoba koje neće biti uključene u ukupan Republike Hrvatske. To su: osobe koje u Republici Hrvatskoj imaju prebivalište, a u kritičnom trenutku Popisa odsutne su dulje od jedne godine ili namjeravaju biti odsutne dulje od jedne godine, a u Republiku Hrvatsku ne dolaze tjedno. Iznimka su diplomatsko i vojno osoblje Republike Hrvatske zajedno s članovima njihovih obitelji, bez obzira na trajanje odsutnosti u inozemstvu osobe koje u Republici Hrvatskoj imaju boravište kraće od jedne godine i ne namjeravaju ostati u Republici Hrvatskoj dulje od jedne godine studenti koji studiraju u inozemstvu bez obzira na učestalost dolaska u Republiku Hrvatsku, s iznimkom studenata koji svakodnevno prelaze granicu. Radi što jednostavnijeg dobivanja g broja stanovnika, pri izračunu prvih rezultata nisu uzeti u obzir neki parametri za definiranje g stanovništva koji će biti uzeti u obzir pri izradi konačnih rezultata Popisa. To je u prvom redu namjera odsutnosti iz naselja popisa, odnosno namjera prisutnosti u naselju popisa (izražena u godinama odnosno mjesecima). Također, u ukupan u prvim rezultatima nije uključeno diplomatsko osoblje Republike Hrvatske i članovi njihovih obitelji koji s njima borave u inozemstvu odsutni iz zemlje dulje od jedne godine, a vraćaju se rjeđe. Oni će u konačnim rezultatima biti uključeni u ukupan bez obzira na duljinu boravka u inozemstvu. population (column 2) One has to distinguish between the total number (column 1) and the total population, that is, the number of who are, according to the statistical definition, included in the total population of the census settlement or the Republic of Croatia respectively (column 2). In the 2011 Census, according to the international statistical standards, the concept of usual residence is used in defining of the total population. According to this concept, the total population of the census settlement, or a country respectively, consists of all whose place of usual residence is located in that settlement or country. The place of usual residence is considered a place where a person spends most of his/her daily time, irrespective of a shortterm absence from it (e.g. due to going to vacation, trip, medical treatment, visit etc.). In line with the definition of the place of usual residence, the total population should include the following : those who have lived in their place of usual residence for a continuous period of at least 12 months before the census moment those who arrived in their place of usual residence during the 12 months before the census moment with the intention of staying there for at least one year. Therefore, the period of one year or longer and the intention of presence/absence of at least one year are the basic criteria for the inclusion or exclusion of in/from the total population of the country, that is, the census settlements. In line with the international statistical standards, Article 15 of the Act defines categories of who will not be included in the total population of the Republic of Croatia. These are the following: resident in the Republic of Croatia, but who were at the census moment absent from it for more than a year or intended to be absent for more than a year and did not come to the Republic of Croatia on the weekly basis. Exception is diplomatic and military personnel of the Republic of Croatia including members of their families, irrespective of the duration of their absence abroad, temporarily resident in the Republic of Croatia for less than a year and who did not intend to stay in the Republic of Croatia for more than a year, students who studied abroad, irrespective of the frequency of their coming to the Republic of Croatia, with the exception of students who crossed the border on the daily basis. In order to obtain the total population in the simplest way possible, certain parameters for the defining of the total population were excluded from the process of the calculation of the first results, but they will be taken into account in the process of the calculation of the final results of the Census. In the first place, it included the intention of the absence from the census settlement and the intention of the presence in the census settlement respectively (expressed in years or in months). Also, in the first results, the total population did not include the diplomatic personnel of the Republic of Croatia and members of their families living with them abroad, who were absent from the country for more than a year and seldom coming to it. 13 (stupci 3 i 4) U Popisu razlikujemo dva tipa kućanstva: privatno i institucionalno kućanstvo. Kućanstvom se smatra svaka obiteljska ili druga zajednica osoba za koje se izjavi da zajedno stanuju i zajednički troše svoje prihode za podmirivanje osnovnih životnih potreba (stanovanje, prehrana i sl.), bez obzira na to borave li svi članovi u naselju gdje je kućanstvo nastanjeno ili neki od njih privremeno borave u drugom naselju Republike Hrvatske ili u inozemstvu, radi zaposlenja, školovanja ili su odsutni iz drugih razloga. Kućanstvom se smatra i svaka osoba koja u naselju popisa živi sama, tzv. samačko kućanstvo, i koja nema svoje kućanstvo u nekome drugom naselju Republike Hrvatske ili u inozemstvu. Institucionalno kućanstvo jest kućanstvo sastavljeno od osoba koje žive npr. u domovima umirovljenika, ustanovama za trajno zbrinjavanje djece i odraslih, u bolnicama za trajni smještaj neizlječivih bolesnika, samostanima, kao i skupina veća od 10 osoba na trajnom smještaju u udomiteljskoj obitelji i slično. To su po pravilu kućanstva koja je osnovala pravna ili fizička osoba radi dugotrajnog udomljavanja i zbrinjavanja određene skupine ljudi. Podaci iskazani u stupcu 3 odnose se na ukupan broj kućanstava (privatnih i institucionalnih), dok su u stupcu 4 iskazani podaci koji se odnose samo na. (columns 3 and 4) Two types of households were present in the Census: private and institutional. Household is any family or other nucleus of who claimed to reside and live together and to share their income to cover the basic costs of living (accommodation, food and so forth), irrespective of whether all members reside in the settlement that was the place of usual residence of the household or some of them temporarily reside in another settlement in the Republic of Croatia or abroad for employment, education or other reasons. Household is also considered each person who lives alone in a census settlement and does not have a household in another settlement in the Republic of Croatia or abroad (one-person household). Institutional household is the one consisting of living in e.g. homes for the elderly, institutions for the permanent accommodation of children and adults, in hospitals for the permanent accommodation of the terminally ill, in convents as well as any group consisting of more than ten permanently accommodated in a foster family etc. The latter ones are usually households established by a legal entity or a natural person for a long-term placing and care of a particular group of people. Data presented in column 3 refer to the total number of households (private and institutional), while those presented in column 4 refer only to private households. Popisom su obuhvaćeni svi stanovi koji odgovaraju definiciji stana, kao i ostale stambene jedinice koje nisu stanovi prema definiciji stana, ali su se u kritičnom trenutku Popisa koristile za stanovanje Stan je građevinski povezana cjelina namijenjena stanovanju koja se sastoji od jedne ili više soba s odgovarajućim pomoćnim prostorijama (kuhinja, smočnica, predsoblje, kupaonica, zahod i sl.) ili bez pomoćnih prostorija i koja ima svoj zaseban ulaz izravno s hodnika, stubišta, dvorišta ili ulice. Stanovi su se popisivali bez obzira na to jesu li se u kritičnom trenutku Popisa koristili samo za stanovanje, za stanovanje i obavljanje neke djelatnosti, samo za obavljanje djelatnosti, za stanovanje u vrijeme sezonskih radova u poljoprivredi, za odmor i rekreaciju, ili se radilo o privremeno nenastanjenim ili napuštenim, ali građevinski ispravnim stanovima. Popisom su se, po pravilu, obuhvatili samo završeni stanovi. Stan se smatra završenim ako su na njemu završeni svi predviđeni građevinski radovi, tako da je u cjelini osposobljen za stanovanje. Završen stan može se nalaziti i u zgradi koja nije u potpunosti završena. Popisom se iznimno obuhvatio i nezavršen stan, ako se kućanstvo koristilo njime za stanovanje u kritičnom trenutku Popisa. Popisom su obuhvaćeni i prostorije i objekti koji u građevinskom smislu nisu stanovi, ali su se u kritičnom trenutku Popisa koristili za stanovanje. To su mogli biti npr. nastanjen podrum, spremište, garaža, nastanjena poslovna prostorija (skladišna prostorija, uredska ili hotelska soba) te neki pokretni ili nepokretni objekt, npr. vagon, brod, šator, prikolica, straćara i slično. total (column 5) Data refer to the total number housing units. The Census covered all dwellings that match the definition of dwelling as well as other housing units that are not dwellings by definition but were used for habitation at the Census moment. Dwelling is a construction unit intended for housing purposes, consisting of one or more rooms with or without auxiliary rooms (kitchen, pantry, hallway, bathroom, toilet, etc.) and having a separate entrance directly from a hall, staircase, yard or street. Dwellings were enumerated irrespective of whether at the Census moment they were used either only for habitation, for habitation and running a business, only for running a business, for habitation during seasonal works in agriculture, for rest and recreation or they were temporarily non-occupied or abandoned dwellings that were functional in construction terms. As a rule, the Census included only completed dwellings. A dwelling is considered completed when all planned works in it have been completed, which made that dwelling functional for habitation as a whole. The completed dwelling may be located in a building that has not been completed yet. Exceptionally, the Census covered a non-completed dwelling if used by a household for habitation at the Census moment. The Census also covered premises and facilities that were not dwellings in construction terms but were used for habitation at the Census moment. This comprised, for example, an occupied basement, warehouse, garage, occupied business premise (warehouse, office or hotel room) as well as mobile or immobile facilities, for example a wagon, ship, tent, trailer, hut etc. STATISTIČKA IZVJEŠĆA 1441/2011.
