1 Request for Bids for Hydraulic Lift Removal 3300 Wisconsin Avenue, St. Louis, Missouri Background The Land Reutilization Authority (LRA) of the City of St. Louis requests bids from qualified Environmental Contractors for the removal of a subsurface hydraulic lift and any associated oil reservoir/piping. The oil reservoir for the lift likely exists below the floor; the condition of the oil reservoir has yet to be determined. The lift is located in the former garage area; the selected Environmental Contractor (the Contractor ) will be responsible for accessing the garage area by removing the overhead garage door(s) and for securing the building after the removal action is complete. The building contains deteriorated lead based paint and asbestos floor tiles. The building roof is in extremely poor condition, with mostly joists remaining. All available environmental reports and other documents related to this RFP may be downloaded at: Proposals are due no later than 3:00 PM on December 21 st, Pre-Bid Meeting Because of the building condition, we will have a site visit on Monday, December 12 th, 2016 at 1:00 PM. All attendees will be required to sign a waiver (Attachment B) before entering the building. You are encouraged to fill out and sign the waiver and include in your response. It is the responsibility of the respondent to examine the site and associated environmental reports to inform their proposal. Unless there is a substantial change in scope, LRA does not intend on permitting any change orders or additional compensation for misinterpretations of the documents or site conditions. If there are concerns about the completeness of the scope after the site visit, questions should be submitted for clarification. Living Wage Ordinance The Consultant shall agree to comply with Living Wage Compliance Provisions and with the regulations for the entire term of any contract or agreement with LRA or any of its constituent agencies or authorities and shall submit the reports required by the regulations for each calendar year or portion thereof during which such contract or agreement is in effect. 2 Scope of Services - Removal Activities Contractor Tasks: Prepare and submit required applications to the selected landfill to obtain disposal approval. Remove overhead garage door in order to get equipment indoors. Properly handle and dispose of garage door which is confirmed to have lead-based paint. Remove hydraulic lift, shaft, and associated components. Remove oil reservoir, contents, and associated piping. Backfill sump area with soil/rock that is removed from the excavation (that does not exhibit evidence of petroleum hydrocarbon impacts based on the environmental consultant s field observations.). Additional clean soil (i.e., silty clay) or minus rock may need to be imported to backfill the excavation to the original grade. Secure building during and after lift removal. Sign special waste disposal manifests on behalf of the owner and provide copies of all manifests, bills of lading, certificates of lift cleaning/disposal, waste disposal receipts, and any other necessary documentation to Geotechnology. Geotechnology Tasks: Removal activities will be documented by Geotechnology who has already been engaged to conduct oversight activities and collect confirmation samples. Prior to lift removal, Geotechnology shall collect a sample of residual oil within the lift system (if accessible) and have it analyzed for waste characterization parameters. During lift removal, Geotechnology shall screen representative soil samples with a photoionization detector (PID) for the presence of volatile organic compounds (VOCs). The extent of soil excavation undertaken by Contractor will be dependent on the observed field conditions and PID readings. Geotechnology shall collect soil (and groundwater, if it accumulates in excavation) closure samples from the final excavation. Geotechnology shall summarize the hydraulic lift/reservoir removal and soil excavation activities in a report. The report shall include a summary of remediation activities, soil/groundwater sampling activities, analytical testing results, soil disposal manifests/documentation, and a discussion of closure sampling results as compared to the Missouri Risk-Based Corrective Action (MRBCA) Departmental guidance document. 2

Do not bind any of the papers. Limit your submission to the outline provided below; submitters are encouraged to keep submittals concise and limit content to no more than 20 pages. No additional brochures or marketing documents will be accepted. Please provide the following information in sequence; evaluation criteria are provided in bold italics where applicable: 1. Company Qualifications (Limit to 8 pages) a. Provide relevant biographical information, including qualification, certifications, and experience, for each of the personnel you expect to be responsible for the activities displayed in the above Scope of Services. b. Provide a narrative discussion of your firm s health and safety practices and training, as well as your safety record for the past five years. c. Provide a narrative discussion of your firm s financial stability and strength. d. List the specific equipment that you own and would make available for use on projects described in the Scope of Services. e. Identify subcontractors you anticipate working with for activities listed in the Scope of Services section and describe your working relationship with those subcontractors. Note if any of the subcontractors are certified M/W/DBE firms by the City of St. Louis or MoDOT. Please also include the main location of the firm, firm s capabilities and a brief history and past relevant projects. This project emphasizes local participation of all contractors. 2. Company Project Experience (Limit 5 pages) a. Provide a detailed list of at least three examples of similar work experience to the Scope of Services of this RFP. For each project, include client s name, project name, project date(s), community in which the project was located, whether the site was enrolled in Missouri s Brownfields/ Voluntary Cleanup Program, and estimated vs. final costs. For client confidential projects, you may omit client and project name, but please describe project and include costs. 3

4 b. Provide M/WBE participation levels from at least three previous projects similar to the scope of this RFP. Include the responsibilities and total percentage of work completed by the M/WBE firms. 3. Project Cost (Bid Form) (2 pages) Please provide these costs on the provided Bid Form found in Attachment C. 4. MBE/WBE/DBE Participation (Limit 1 Page) The City of St. Louis is committed to the growth and development of women and minority business enterprise (M/WBE). In furtherance of this commitment, the policy of the City of St. Louis is to encourage minority participation in all contracts financed in whole or part by the City and its affiliated agencies and authorities. The City seeks to obtain participation by women and minority owned business enterprises and has as a goal at least twenty-five percent (25%) minority business enterprise participation and at least five (5%) women business enterprise participation as defined in the Mayor s Executive Order #28, as amended and extended. LRA also encourages the use of veteran-owned firms and the inclusion of local participation by all contractors and subcontractors. Provide a statement of how you will comply with these goals and how your efforts will ensure attainment of these goals. Please fill out the provided forms related to M/WBE Compliance (Attachment D). Selection Process A selection committee of staff will be convened to review the qualifications, proposals and submittals from each firm, to select a firm that best qualifies in experience as well as competitive pricing (these firms may be interviewed at a place and time determined by the selection committee). Pricing for this project should be submitted as both not-to-exceed fees as well as unit costs. The term of this project will be 30 days from notice to proceed. Based on the Qualifications, Pricing, and the M/WBE Participation, the committee will select and award the contract to the most qualified and competitive firm. LRA reserves the right to modify or eliminate certain criteria or establish further criteria for evaluation of proposals, to require additional submissions, to waive any informality in submissions, to modify its selection process, to reject any or all proposals and to negotiate with successful respondents. Firms violating this admonition will be 4

5 disqualified. Members of the selection committee will be expected to submit a personal statement of personal/private interest as required by applicable law. Answers to all questions asked will be posted at by end of day December 16 th, No Guarantee of Work It should be understood by all firms submitting responses to this RFP that no firm is guaranteed any amount or type of work. When LRA requires environmental services, it may, in its sole unrestricted discretion, without offering the work to any other firm make an award to a firm as it deems best qualified, most ready, willing and able to perform in a timely manner and/or most familiar with the subject real estate, or LRA may not make any award whatsoever.
