1 Programme Assistant / Administrative Assistant Cotswolds Conservation Board based at the Old Prison, Northleach Fixed term contract until 2020/21, 37 hours a week, normally Monday to Friday, 14,758-16,420 A superb opportunity to be part of a team working to conserve and enhance the natural beauty and increase the understanding and enjoyment of the Cotswolds Area of Outstanding Natural Beauty (AONB) and Cotswolds LEADER area. We are currently seeking to appoint an enthusiastic and organised Programme Assistant / Administrative Assistant to join our hardworking and friendly team at the Cotswolds Conservation Board. The successful candidate will play a key role in the effective administration the LEADER grants programme and the day to day running of the Conservation Board. We are therefore seeking a selfreliant person who also works well as part of a team to support the LEADER Programme Manager and Finance & Administration Officer in fulfilling their duties. You will be flexible and able to respond to the significant peaks and troughs in the Programme and Board s workload. In addition to daily administrative tasks such as dealing with mail, updating databases and inputting financial information, you will also be required to respond to ad-hoc requests and tasks. You may be required to carry out other duties, commensurate with your level of responsibility and may need to occasionally travel locally to do so. Main Roles and Responsibilities Provide support for grant applicants Process information relating to grant claims and complete performance management reporting. Support the operation of the LEADER Local Action Group (LAG) Action accurate input of data into Microsoft Excel and the financial management system. Uploading files to our websites and maintain databases for the dissemination of information. Provide general administrative support and guidance to staff. Assist in the organisation and running of meetings. Support the Finance and Administration Officer in the administration of paperwork for the Board s subcommittees. Wide range of public, private and voluntary sector and local community contacts and other LEADER programmes Private sector businesses and farming and forestry businesses Micro businesses, tourism and heritage sector Local Enterprise Partnerships, (LEPs) Main purpose of post: This is a dual role post, with a split between two key functions. 1. To Support the Programme Manager in the successful establishment, promotion, running and delivery of the Cotswolds LEADER programme. This includes the day to day running of the grants programme and liaison with applicants and grant beneficiaries. 2. To assist in the day to day running and operation of the Cotswolds Conservation Board, through the provision of general administrative support for the staff team.

Main LEADER activities: Support for grant applicants provide advice and guidance to project applicants on the grant bid process; provide comprehensive support to programme beneficiaries on the grant claims process, ensuring the effective collation of evidence and recording of important financial and output / outcome information at each stage; design and co-ordinate training on project and financial issues and monitoring requirements for all applicants; develop training for other areas of advice or activity as required. Operation of grants programme administer and record project claims and maintain comprehensive project files; process all financial information relating to the grant funding programme; ensure claims and reports are completed within the agreed grant claim timetable; ensure that claims are fully eligible and compliant (including with State Aid rules) develop a strong working relationship with the RPA to ensure grant claims are paid in a timely and efficient fashion. Operation of LAG collate information for LAG, LAG Executive and LAG Advisory Network meetings and presentations; support the provision of the secretariat for the LAG and LAG Executive Group. Communications support the establishment and implementation of an effective communications strategy to ensure high levels of awareness and promotion of the LEADER programme and its associated grants; assist in the development of networking and knowledge exchange opportunities across the private, public and voluntary sectors; support the establishment and running of awards ceremonies, workshops and exhibitions; ensure the regular updating and promotion of the Cotswolds LEADER webpage and social media. Monitoring and evaluation implement and manage a programme of monitoring and evaluation; collate, analyse and promote the associated statistical information. 2. Main Administrative Activities: Operation of the office Provide general administrative support and guidance to staff; Open daily post, log invoices received, and distribute mail to relevant members of staff; Assist in year- end archiving of financial records and committee papers; Assist in the organisation and running of major meetings e.g. the Board s Annual Forum. Assist in maintaining and refreshing content on the Board s websites and the Cotswold Way National Trail website. Maintain databases for the dissemination of information local, regional, national and international contacts; Parish council, farming and landowning contacts; Assist in the compilation and distribution of meeting papers for Board, Executive Committee and Sub Committees. Financial systems accurate input of data, invoices payable and receivable and cash income; Checking, recording and banking money received;

4 Maintaining and recording of cash floats and petty cash imprests. Other duties Support the Finance & Administration Officer in the administration of paperwork for the Board s sub-committees. Undertake any other relevant duties as may be allocated from time to time by the Finance & Administration Officer. Conditions of service: The Conditions of Service of the National Joint Council for Local Government Services. The Local Conditions of Service are contained in a Staff Handbook. This post is subject to one months notice on either side. The normal working week is 37 hours per week, Monday to Friday. Flexible out of hours working in evenings and at weekends is required on occasions, for which there is time off in lieu. The postholder will be required to comply with the Board s Health and Safety policy. The operational base will be the Board s offices at Northleach, Gloucestershire. A casual car allowance is payable. Background: Cotswolds LEADER: the Cotswolds Conservation Board and its partners have been successful in securing million from the latest national LEADER programme managed by Defra and the Rural Payments Agency (RPA). The programme will operate over 5 years from July / August The Conservation Board is the Accountable Body for the programme and is employing the programme staff. The 6 LEADER priorities of generating jobs and growth in their relative order of priority for the Cotswolds are as follows: Micro-enterprises and farm diversification Rural Tourism Increasing Farm Productivity Increasing Forestry Productivity Culture and Heritage Rural Services The LAG will invite, consider and determine grant applications and issue grant awards, supported by the programme team. The programme team will monitor the grant awards and assess grant claims. The grant payments will be made by the RPA, Rural Payments Agency. Fuller details of the programme and its Local Development Strategy (LDS), the grant spend profile and the estimated investments, outputs and outcomes across the theme priorities are provided in the LEADER page of Cotswolds AONB and Conservation Board website; The Cotswolds Area of Outstanding Natural Beauty (AONB): designated in 1966 and extended in 1990, is the largest AONB in the country and second only to the Lake District in size of all protected landscapes. The size of the area and its administrative complexity led to the establishment of the Cotswolds Conservation Board in The Board has two statutory purposes:

5 to conserve and enhance the natural beauty of the Area of Outstanding Natural Beauty (AONB); to increase the understanding and enjoyment of the special qualities of the AONB. In fulfilling these roles, the Board has a duty to seek to foster the economic and social wellbeing of local communities within the AONB. The Board is an independent organisation comprising 37 Board members appointed by the Secretary of State, Local Authorities and Parish Councils.
