2 NBA, created in 1964: 9 member Countries // 2,3 M km2 // the 9th river in the world // 130 Million inhabitants of which 70% live in rural areas// life expectancy: 50 years // 7 out of the 9 member countries are among the 20 poorest countries // under-exploitation of water resources. Mandate : The Authority s goal is to promote cooperation between Member countries and ensure the integrated development of the Niger Basin in all the domains of energy, hydraulic, agriculture, livestock, fishery, forestry and logging, transportation and communication, and industry. Objectives : Harmonise and coordinate national policies for the development of the resources of the river basin Plan integrated development of the basin Promote and participate in the design and operation of common projects Regulate navigation Mobilise funding for studies and works.

3 Problems and challenges in the Niger Basin. 1 Reduced water flow (20 to 45%). 2 Severe low water due to lack of control 3 Erosion and Siltation leading to reduction of soil fertility for agriculture 4- Increase in population Growth 5- Pollution of water resources 6- Climate Change Aridification of climate CONSEQUENCES - reduction of fertility of soil and increased food insecurity - Difficulties to increase irrigated areas despite the increase in needs. All these are Wind Erosion SOURCES OF FOOD INSECURITY

4 How do we address this Food Insecurity? Coordinated Development of the river basin Our scenario is the development of 3 regulating dams in series targeting 4500 Flood Storage Low water Water releases Hydro electricity Increased water 3000 flow farming seasons Navigation /04/06 01/05/06 01/06/06 01/07/06 01/08/06 01/09/06 01/10/06 01/11/06 01/12/06 01/01/07 01/02/07 01/03/07 01/04/07 01/05/ /06/07

5 Expected results of the SDAP upto 2027 For 2025,some major results were gotten from the development of river Niger Basin through the implementation of the SDAP with the construction of three new dams Fomi, Taoussa and Kandadji Current Situation Situation by 2025 Potential irrigated areas in million ha 265, 000 1, 676, 725 Water demands (billion of m3) 5,4 25,7 Production of husked rice in tonne 674, 110 2, 726, 089 Number of jobs created 330, 000 1, 700, 000 Improvement in the coverage of Development zone needs in rice Improvement in the coverage of countries needs in rice 17 % 69 % 7 % 29 %

6 NBA initiatives and actions (SDAP) Alleviating the effects of food insecurity : The SCP Objective: to restore the soils, to stop erosions and silting in the river and their consequences in the watershed. before after Results hectars of degraded land treated in 5 years (200 sites / 3 countries) Effect Reclaimed and protected farm land Improvement of soil fertility Improvement of food security (garden product for market : tonnes tonnes)

7 Alleviating the effects of food insecurity : Protection of River Niger Objective: To protect and safeguard the ecosystem of River Niger Results so far : km linear banks treated - Rehabilitated 8, 572 hectares of irrigated perimeter of the river Niger within the territory of Niger.

8 CONCLUSION Ensure Socio-economic development of the basin to address food insecurity through a better management of the Basin resources; Establishment of the basin development scenarios with the construction of 3 new large dams; Various projects of soil restoration and management of ecosystems. Development of tools to better guide development policies: - Management and allocation of water resources model based on the principle of equity ( iso-satisfaction) - Forecasting Flow to avoid extreme events for the protection of goods and people and also for better planning of development activities especially for irrigation.
