4 Cost Rule of Thumb: As The Ratio of # Network Users to Coverage Area Increases Financial analysis moves toward favoring local build model with all other factors held equal. Why? Subscription Costs of a Commercial Service Becomes More Expensive Than Ownership Build Point Breakeven Point Commercial Build or use favored. # of Users State, Local, or Public/Private Build Favored. Commercial Subscription Cost Network Operating Ownership Cost Each jurisdiction must perform the necessary network analysis in order to determine what PS network decision works best for them.

5 There are slightly over 35,000 LOCAL First Responders in the NCR. Annual Regional Wireless Broadband Network (RWBN) operations was estimated at $16.2 million. Commercial data only services for the same number of devices equals $25.2 million annually. Breakeven subscribers equal 17,288. Revenue from State, Federal and Authority PS users can supplement RWBN operations and maintenance fees. There is an estimated 30,000 Public Safety Federal agents in the NCR today.

6 The New York State Association of Counties (NYSAC) Model: State Coordinated-County Built and Operated One Waiver/Application for authorization to deploy and operate The New York State waiver authorizes all counties to access the 700MHz Public Safety Broadband spectrum. Each County can build their own network by agreeing to a Spectrum Agreement that stipulates requirements of network use based on the FCC s regulations. One Grant Application for all Counties outside of NYC: NYSAC in partnership with the State has submitted a NTIA Round #2B application for a State coordinated County built and controlled system of systems network within New York that leverages both existing county, state, commercial infrastructures. Single statewide architecture State Houses the network core. The Counties pay for maintenance and operations and controls access. State Public Safety officials are authorized users at a fee (TBD) One network deployment program with County vendor selection, County implementation and County control and operations: NYSAC plans to Qualify vendors for county build-outs via a single procurement through one county. NYSAC s goal is to allow counties to write task orders and select from a list of qualified vendors. Hey, what about New York City? Isn t that an overlap? NYC will build a network for just NYC, however, by following the FCC rules the NY State Counties and NYC will be interoperable. NYSAC, NY State and NYC previously agreed to a technical architecture that allow the NY State and NYC network cores to be redundant of each other. This streamlined approach creates a state-wide FCC license, grant application, procurement, as well as technical and programmatic efficiencies while ensuring local control and interoperability.
