7 ECS in GSM band Documents: Directive 2009/114/EC of 16 October 2009 of the European Parliament and of the Council amending Council Directive 87/372/EEC on the frequency bands to be reserved for the coordinated introduction of public pan-european cellular digital land-based mobile communications in the Community; Commission Decision 2009/766/EC of 16 October 2009 on the harmonisation of the 900 MHz and 1800 MHz frequency bands for terrestrial systems capable of providing pan-european electronic communications services in the Community; 7

8 ECS in GSM band MHz and MHz frequency bands are available for GSM, UMTS and other terrestrial systems that are capable of providing electronic communications services that can coexist with GSM system; MHz and MHz frequency bands are available for GSM and other terrestrial systems that are capable of providing electronic communications services that can coexist with GSM system; RRT can consider to allow usage of the bands for other terrestrial systems in case if such systems can coexist with GSM and UMTS; Mobile operators have permits to use radio frequencies on a technologically neutral basis 8

9 Digital Terrestrial TV Lithuania has allocations for 9 national DTT multiplexes and a few single stations (GE06). 4 national DTT multiplexes (H264/MPEG-4 AVC standard) started being used in the middle of the year 2006 (14 programs free to air). Remaining 5 national DTT multiplexes could be used for DTT, including HDTV, after the final switch-off of analogue terrestrial TV. 9

10 Digital Terrestrial TV About 92% of the territory and 95% of population is covered by terrestrial digital TV. 10

11 Analogue Switch-off The Program of Analogue Terrestrial TV Switch Off And Digital TV Promotion in Lithuania, approved by the Government (24 Sep 2008): Final switch-off of analogue terrestrial TV - until 29 of October 2012 on condition that 90% of households receiving analogue terrestrial TV programs should be capable of using another technologies to receive all programs broadcasted free to air by national and regional broadcasters before an area is switched off. Earlier switch-off of analogue terrestrial TV in a particular region could be considered on condition that 90% of households should receive non analogue TV. 11

12 Analogue Switch-off 90% of households receiving analogue terrestrial TV programs should be capable of using another technologies to receive all programs broadcasted free to air by national and regional broadcasters before an area is switched off!!! RRT would like to very precisely evaluate this indicator. DVB-T signal strength measurements in 475 towns and villages showed that practical measurements are similar to theoretical calculations 12

14 Digital dividend in MHz Commission Decision 2010/267/EU of 6 May 2010 on harmonised technical conditions of use in the MHz frequency band for terrestrial systems capable of providing electronic communications services in the European Union Article 2 1. When they designate or make available the 800 MHz band for networks other than high-power broadcasting networks, Member States shall do so, on a non-exclusive basis, for terrestrial systems capable of providing electronic communications services. 3. Member States shall facilitate cross-border coordination agreements with the aim of enabling the operation of systems referred to in paragraph 1, taking into account existing regulatory procedures and rights 4. Member States shall not be bound to implement the obligations under this Decision in geographic areas where spectrum coordination with third countries requires a deviation from the parameters set out in the Annex to this Decision. 14

15 Digital dividend in MHz Radio Spectrum Policy Group Opinion on Spectrum Issues Concerning Outer EU Borders (RSPG FINAL): -The implementation of EU spectrum policies and related harmonization measures often require specific frequency coordination activities between Member States located at the outer borders of the European Union and their neighboring third countries; - The RSPG recommends tackling the spectrum coordination issues by geographical clusters. 15

17 Digital dividend in MHz 10 June 2010 Lithuania sent request to Russian Federation and Republic of Belarus for coordination of radio stations with the parameters set out in the Annex to the EC Decision 2010/267/EU. The bilateral meeting is scheduled with the Russian Federation on the following issues in August Republic of Belarus will reply under consideration. Estonia, Finland, Latvia, Lithuania and Poland emphasized the ongoing coordination process with their non EU neighbors. 17

18 Mobile vs. ARNS International regulations concerning the MHz band: ITU Radio Regulations mobile service on secondary basis; RR footnote 5.316A (additional allocation): in Poland the band MHz and in Lithuania the band MHz is also allocated to the mobile, except aeronautical mobile, service on a primary basis subject to the agreement by the administrations concerned obtained under No and under the GE06 Agreement, as appropriate, including those administrations mentioned in No where appropriate. Frequency assignments to the mobile service under this allocation in Lithuania and Poland shall not be used without the agreement of the Russian Federation and Belarus. This allocation is effective until 16 June (WRC-07) 18

19 Mobile vs. ARNS International regulations concerning the MHz band: RR 5.316B In Region 1, the allocation to the mobile, except aeronautical mobile, service on a primary basis in the frequency band MHz shall come into effect from 17 June 2015 and shall be subject to agreement obtained under No with respect to the aeronautical radionavigation service in countries mentioned in No For countries party to the GE06 Agreement, the use of stations of the mobile service is also subject to the successful application of the procedures of that Agreement. Resolutions 224 (Rev.WRC-07) and 749 (WRC-07) shall apply. (WRC-07) 19
