1 ? IACP LAW ENFORCEMENT LEADERSHIP INSTITUTE ON JUVENILE JUSTICE INSTITUTE FACULTY Kevin J. Bethel Deputy Commissioner, Philadelphia Police Department (Pennsylvania) Deputy Commissioner Kevin J. Bethel joined the Philadelphia Police Department in He presently in charge of Patrol Operations. As part of his duties, he oversees both the patrol and detective units for the entire City of Philadelphia. Deputy Commissioner Bethel has benefited from extensive specialized training received at the United States Department of Justice, the Federal Bureau of Investigation (FBI) National Academy, Quantico, VA Leadership and Specialized Training Course, and the FBI's National Executive Institute, the Drug Enforcement Administration (DEA) Basic Narcotics and Dangerous Drug Law Enforcement, and Drug Unit Commanders Academy (DUCA), Operation Jetway Training and Caribbean Drug Violators Strategy Session. Most recently, Deputy Commissioner Bethel was given the Philadelphia Daily News 2008 Fencl Award, bestowed on a police officer who brings a unique blend of courage, integrity and determination to the job. Deputy Commissioner Bethel holds a Bachelor of Science in Criminal Justice from Chestnut Hill College, and a Master s degree in Public Safety from St. Joseph s University. He is married and the father of three daughters. Ron L. Bruno Director, CTS Services LLC (Utah) Ron Bruno is a certified law enforcement officer in the state of Utah. Mr. Bruno has served in many assignments throughout his twenty plus years, but dedicated much of his law enforcement career to building partnerships between behavioral health and criminal justice services. He was one of the original Crisis Intervention Team (CIT) Coordinators selected to develop the statewide CIT Utah Program and soon after was named program director. Mr. Bruno is a founding board director of CIT International. Mr. Bruno continues his dedication as a law enforcement officer and as the director of CTS Services, LLC; an organization that provides de-escalation training for law enforcement as well as consulting services on crisis response systems and criminal justice/behavioral health systems integration. Morris Copeland Director, Miami-Dade County Juvenile Services Department (Florida) Morris Copeland was appointed the Director of Miami-Dade County s Juvenile Services Department (JSD) in February 2011, after serving as the Deputy Director since Mr. Copeland has over twenty-four years of experience in juvenile justice. His expertise, strategic management and distinguished performance are key aspects of his lifelong mission and passion of serving atrisk youth in Miami-Dade County. As the Director of the JSD, Mr. Copeland has consistently advocated for innovative and humane juvenile justice reforms within the system. To this end, the JSD has served as a benchmark for countless juvenile justice programs throughout the country

2 and abroad. Mr. Copeland is an active member of the National Advisory Committee of the International Association of Chiefs of Police in association with the MacArthur Foundation, and is Co-Chair of the Mayor s Joint Roundtable on Youth Safety (Youth Services). He serves on the Board of Di rectors of the Miami Children s Initiative, The Urban League of Greater Miami, The Miami-Dade County Youth Crime Task Force, and The Circuit 11 Juvenile Justice Board. Mr. Copeland is a proud member of Kappa Alpha Psi fraternity and a graduate of the University of Colorado (Boulder, Colorado). Adrian Z. Diaz Lieutenant, Seattle Police Department (Washington) Adrian Z. Diaz has been a Seattle Police Officer for 18 years. A/Lt. Diaz oversees the Community Outreach Section to include; Youth Violence Prevention, Community Outreach, Race and Social Justice Initiative, False Alarms and Nightlife Coordination. His work focuses on four Mayor Initiatives utilizing a collaborative governance model, Opportunities Youth (My Brother s Keeper, Cities United, and National Forum on Youth Violence), Youth Job Opportunities Initiative, The Seattle Youth Violence Prevention Initiative and the City of Seattle s Find It Fix It program. He oversees the youth violence prevention unit that has School Emphasis Officers (SEO), Late Night Programs, Peace Camps, and closely works with a number of community based services working on juvenile justice issues. The SEO program is being evaluated with George Mason University and has been identified as a program that does not contribute to the school to prison pipeline. A/Lt. Diaz has served on the DOJ s Community Collaboration project, and contributed to national publications on Community Policing and Juvenile Justice. Diaz holds a B.A. in Law and Justice from Central Washington University and a Master s in Public Administration from the University of Washington. He is a commissioner for the Washington State Supreme Court s Minority and Justice Commission. Dean Esserman Chief of Police, New Haven Police Department (Connecticut) Chief Esserman served as an Assistant District Attorney in Brooklyn, New York, from 1983 to He went on to serve as a Special Assistant United State Attorney. He was Assistant Chief of Police in New Haven, CT, from 1991 to 1993, where he put into effect a community-policing plan, the state's first federally funded drug gang task force, and cut crime city-wide. He then became Chief of Police for the M.T.A. Metro North PD, headquartered in New York City, from 1993 to Served as Chief of Police of Stamford, CT, He was recruited as the Chief of Police of the City of Providence, Rhode Island, where he served 8 ½ years. Chief Esserman is presently the Chief of Police for the City of New Haven, Connecticut. He is a graduate of Dartmouth College (B.A.), and New York University School of Law (J.D.). He also holds a lecturer s appointment at the Yale University Child Study Center. He presently serves as a member of the National Board of the Vera Institute of Justice and the Local Support Initiatives Corporation, and is a member of the Police Foundation. He also served as a former board member of the Police Executive Research Forum. Chief Esserman is a life-time member of the IACP. Page 2 of 5

3 Robert C. Haas Commissioner, Cambridge Police Department (Massachusetts) Robert C. Haas has been serving as the Police Commissioner for the Cambridge Police Department since April As Commissioner, he has instituted initiatives to promote effective deployment and crime reduction strategies; social intervention initiatives; and collaborative partnerships with other city agencies, and social service providers. One key initiative presently underway in Cambridge, under the direction of the Commissioner, is the Cambridge Safety Net Collaborative. This collaborative effort includes the city s Department of Human Services, its School Department, and a child psychologist from the Cambridge Health Alliance, with its core mission aimed at prevention, early intervention, and diversion. Prior to coming to Cambridge, Commissioner Haas served as Secretary of Public Safety and as Undersecretary of Law Enforcement and Homeland Security from during Governor Romney s administration. As Secretary, he had administrative oversight for 18 state public safety agencies, and he served as the Homeland Security Advisor to the Governor. He formerly served as Chief of Police in Westwood, MA, where he played a significant role in the creation of the Metropolitan Law Enforcement Council (Metro-LEC). He served as the first President of the Metropolitan Law Enforcement Council, which was created and put into place to provide regional support to 39 communities. Steven Marans, Ph.D., MSW Harris Professor of Child Psychiatry and Director, National Center for Children Exposed to Violence & Childhood Violent Trauma Center, Yale University School of Medicine (Connecticut) Dr. Steven Marans is the Harris Professor of Child Psychiatry and Professor of Psychiatry, Child Study Center and Department of Psychiatry, Yale University School of Medicine and is a child and adult psychoanalyst. Dr. Marans is the director of the Childhood Violent Trauma Center an original member of the National Child Traumatic Stress Network that is funded by the US Substance Abuse and Mental Health Services Administration. He is the co-founder of the Child Development Community Policing (CD-CP) Program, begun in 1991, a national model for collaborative responses of mental health and law enforcement professionals to children and families exposed to violence that occurs in homes, neighborhoods, and schools. Dr. Marans is the co-developer of the Child and Family Traumatic Stress Intervention (CFTSI). This evidencebased, brief early intervention decreases the development of longer-term post-traumatic disorders in children who have been impacted by recent trauma. Dr. Marans co-authored Mental Health-Law Enforcement Partnerships based on the Child Development-Community Policing experience and, in 2005, a book entitled Listening to Fear: Helping Kids Cope, from Nightmares to the Nightly News. Dr. Marans served on the US Attorney General s National Task Force on Children Exposed to Violence and is a co-author of the report. Page 3 of 5

4 Rhonda McKitten Director of Juvenile Grants and Policy, Defender Association of Philadelphia (Pennsylvania) Rhonda L. McKitten, Esq. is the Director of Juvenile Grants and Policy senior trial attorney in the Juvenile Unit of the Defender Association of Philadelphia. Ms. McKitten is a member of the Disproportionate Minority Contact (DMC) Subcommittee of the Pennsylvania Commission on Crime and Delinquency, the vice president of the PA DMC Youth/Law Enforcement Corporation and serves as the DMC Coordinator for Philadelphia County. Ms. McKitten was instrumental in the development of a Juvenile Drug Treatment Court and a Graduated Response Court in Philadelphia Family Court and has collaborated with law enforcement and the District Attorney s office to create a curriculum for police, which teaches officers more effective ways to interact with youth on the street. A 1999 graduate of Georgetown University Law Center, Ms. McKitten clerked for the Superior Court of the District of Columbia and has taught Juvenile Justice as an adjunct professor at the Temple University Beasley School of Law. Tracie Meidl Lieutenant, Spokane Police Department (Washington) Tracie Meidl is a lieutenant with the Spokane Police Department, where she has spent the past 22 years. Over her career, she has as worked as a patrol officer, field training officer, narcotics K9 officer, firearms instructor, training academy instructor, corporal, patrol sergeant and anti-crime team sergeant. As a lieutenant, she has led patrol, investigations and is currently overseeing the Community, Youth, and Intervention Services, Volunteer Services and Community Outreach Units. Tracie has been instrumental in creating programs for chronic offenders, at-risk youth and restorative options for suspended students. She is in the process of creating a special commission with Spokane Public Schools to get their resource officers armed and supervised by a sergeant from the Spokane Police Department. Tracie works as a liaison with the school district administration, NAACP members, LGBTQ community, refugee community, pastor groups and other community leaders. Bob Richardson Chief of Police, Battle Ground Police Department (Washington) Bob Richardson was appointed as the Battle Ground Police Chief in January 2011 and currently oversees a staff of 20 commissioned officers and 4 professional staff. Chief Richardson worked for the Irvine Police Department for 30 years, starting as a police officer and rising through the ranks as a sergeant, lieutenant and commander. Prior to working for the Irvine Police Department, Richardson served as a military police officer in the U.S. Army for three years. Chief Richardson has a wide range of law enforcement experience including patrol, field training officer, traffic officer, crime analyst, criminal investigations, planning, research and training, crime prevention, emergency management and SWAT. Chief Richardson obtained his Bachelor of Science in Criminal Justice Administration from California State University in Long Beach, California and a Master s of Public Administration from the University of Southern California, Los Angeles. He has also attended the Supervisory Leadership Institute hosted by California State University Long Beach, the administrative officer s course hosted by the Southern Police Institute in Louisville, Kentucky. 5 Chief Richardson is also an active member of many boards and commissions throughout Clark County, WA including the Clark County Public Health Advisory Council, the Clark Regional Emergency Services Agency Board of Directors, the Juvenile Detention Alternatives Initiative (JDAI), Prevent Together Coalition, Law Enforcement and Autism Community Network, and the Clark/ Skamania County Law Enforcement Council. Honorable Steven C. Teske Chief Judge, Juvenile Court of Clayton County (Georgia) Judge Teske was appointed to the bench in He earned his Bachelors, Masters, and Juris Doctor degrees from Georgia State University. He was Chief Parole Officer in Atlanta, Deputy Director of Field Services for the Board of Pardons and Paroles, and Trial attorney in the law firm of Boswell & Teske LLP. He also served as Special Assistant Attorney General prosecuting child abuse and neglect cases and representing state employees and agencies in state and federal cases. He is a member of the State Bar of Georgia admitted to practice before the Georgia Court of Appeals, Georgia Supreme Court, U.S. District Court for the Northern District of Georgia, 11 th U.S. Circuit Court of Appeals, and the U.S. Supreme Court. Judge Teske has written several articles on juvenile justice reform published in the Juvenile and Family Law Journal, Journal of Child and Adolescent Psychiatric Nursing, Juvenile Justice and Family Today, Family Court Review, and the Georgia Bar Journal. His book, Reform Juvenile Justice Now, is a collection of essays on juvenile justice issues. His work to reform juvenile justice has been featured in numerous media outlets including the New York Times, NPR, Atlanta Journal Constitution, The Nation, Washington Post and the CBS Evening News.
