2017 Fees for elderly care If you are 65 years old or older and a resident of the City of Stockholm with a personal security alarm, home care services, day care activities, short-term care or living in a assisted living or in a nursing home.

The City of Stockholm charges a fee for service, nursing and assisted living within elderly care. These fees are governed by the Swedish Social Services Act and are based on the price base amount 1. This brochure contains information on the City of Stockholm's fees. What affects the fee you pay? Just what fee you will pay is based on your income, your housing costs and what kind of assistance you are granted. In order to calculate your fee, the City of Stockholm needs information about your income. The City of Stockholm receives information about income paid by the Swedish Pension Authority from Försäkringskassan (the Swedish Social Insurance Agency) and information about capital gains from Skatteverket (the Swedish Tax Agency). If you have other income, you must disclose this yourself on a form you can get from your assistance officer or Äldre direkt (Elderly direct). You will never have to pay more than the maximum fee for the assistance you are granted. However, you may pay a lower fee, depending on your income, housing costs and certain other costs. The maximum fee for each fee group is shown in the table on page 9. You may also choose not to disclose income data and instead pay the maximum fee in the fee group corresponding to the assistance you have been granted. Your income Income includes all types of pensions and any income from employment, business, annuities and capital gains. Some tax-free allowances and grants also count as income. These include housing supplements for seniors, special housing supplement and elderly care support. Private wealth does not count as income. If you live with your spouse, your income will be calculated as half of your total income. If you are living with a partner, your income will be calculated separately. 1 The price base amount is set by the government and is adjusted every year. The amounts shown in this brochure are calculated using the current price base amount for 2017 (SEK 44,800). 3
Your housing costs Your housing costs consist of rent or a monthly fee if you live in an apartment. A certain portion of the interest for your home loan counts as housing cost. Any costs for heating your home and for hot water in addition to the rent or fee may be included, but not the cost of household electricity. If you live in your own house, you can include in your housing costs a certain portion of your interest expense, site-lease rent and property tax. Heating and operating costs are calculated using the Swedish Pension Agency's standard amounts. Housing costs are divided by the number of adults who make up the household. Minimum amount, individual supplements and deductions The minimum amount is a statutory amount that is intended to cover the normal costs of personal needs, on Konsumentverket s (the Swedish Consumer Agency's) estimates of reasonable living costs. The minimum amount for a single person is SEK 5,057 per month. For cohabiting spouses and partners, the minimum amount is SEK 4,273 each per month. If your costs exceed the normal costs for those items that the minimum amount is intended to cover, or if you have additional permanent increased living expenses of at least SEK 200 per expense and month, you may obtain an individual supplement. An individual supplement increases your minimum amount and may, therefore, affect your fee. If you live permanently in a nursing home, certain consumer items are included, and so an individual deduction of SEK 299 is made from the minimum amount. Withheld amount and fee coverage A certain part of your income will be withheld until the fee has been established. This is called the withheld amount and is the total of the minimum amount and your housing costs. 4
The withheld amount is deducted from your combined income after tax and the total is called the fee coverage. It is the fee coverage that determines what fee you will pay for the assistance you are granted. If there is no fee coverage, no fee will be charged. If you are receiving more than one type of assistance, for example home care services and day care activities which each belong to different fee groups, the fee for all of the assistance you receive will be calculated based on the highest of these groups. Common fee for certain home care services Cohabiting spouses and partners pay one common fee for home care services that benefit both in their joint household. Double housing costs If you move to a nursing home or assisted living and do not manage to dispose of your former home, you may include both housing costs in the basis for calculating your fee. You may also apply for reduced rent for a nursing home or assisted living for a disposal period of up to three months if you wholly or partially lack sufficient financial capacity to meet double housing costs yourself. In both of these cases, you must be able to prove that you intend to dispose of your former home. Fee decision If you are to receive assistance that is subject to a fee, you will receive an individual fee decision. You may appeal your fee decision. Contact your district administration if you are not satisfied with your fee decision. If the assistance you are granted change, this may affect your fee. You are obliged to inform the City of Stockholm if your income or your housing costs change, as this also may affect your fee. Calculate your preliminary fee You can calculate your preliminary fee on the City of Stockholm homepage. This service can be reached at stockholm.se/avgifteraldreomsorgen 5
Fees for home care services Here you can read about the current fees for home care services, a personal security alarm, day care activities and short-term care for people living in an apartment, house or shelter residence/assisted living apartment. Personal security alarm The fee for a personal security alarm is SEK 119 per month and household. Home care services The size of the home care services fee depends on your income and how much help you receive. The fee table on page 9 shows the maximum fee for each fee group. Assisted living The basic fee for assisted living apartments is SEK 119 per month and household. This cost includes the personal security alarm included in the apartment. If you receive home care services, the basic fee is included in the home care services fee. Fee for food The fee for food in so-called 'floor dining rooms' in assisted living is a maximum of SEK 2,737 per month. The fee in assisted living for full nutrition (tube feeding) is SEK 2,737 per month, half nutrition SEK 684 per month and food supplements (nutritional drinks) SEK 274 per month. Day care activities The size of the fee depends on your income and how many days per month you take part in day care activities. In addition to the fee for day care activities, you pay for the meals you have during the day care activities. The fee for food at day care activities is SEK 49 per day. 6
Short-term care Short-term care is for people who, for various reasons, need temporary nursing and care in a nursing home. The maximum fee for nursing and care around the clock for short-term care is SEK 1,792 per month. If you do not remain in short-term care for a whole month, the fee will be reduced based on the number of days the care actually lasted. The fee for food in short-term care is a maximum of SEK 90 per day. Hourly fee The hourly fee is SEK 206 per hour and will be charged if your fee decision includes home care services assistance up to a maximum of 2 hours per month, if this is more advantageous for you. Spouses and partners Cohabiting spouses and partners pay one common fee for home care services that benefit both in their joint household, for example cleaning, laundry and shopping. Free assistance Respite care at home for up to 16 hours per month for any person caring for a relative. A fee is charged for respite care in excess of 16 hours per month. A companion for specific purposes that are not included in the regular home care services. This primarily relates to social or cultural activities. Housing support for people with mental disabilities. Participation in activities at open meeting places and meeting points for elderly people or people with mental disabilities. Fees lower than SEK 50 per month will not be charged. 7
Nursing home fees Here you can read about the current fees for people living in a nursing home. 24 Nursing home The maximum fee for the care and support offered round the clock in a nursing home is SEK 1,792 per month. Your individual fee is calculated on your income. For more information, see page 3. Rent If you live in a nursing home, you pay rent for your room or apartment. The rent varies depending on the utility value of the residence. You are entitled to apply for a housing supplement for seniors (BTP) from the Swedish Pension Authority. Your rent may affect your care fee. Fee for food The maximum fee for food is SEK 2,737 per month. Free assistance Fees lower than SEK 50 per month will not be charged. If you have a disability If you have a permanent disability and are covered by LSS (the Act concerning Support and Service for Persons with Certain Functional Impairments), you do not have to pay for nursing and care support. However, you must pay rent for your residence and a fee for food. Double housing costs Read more about double housing costs on page 5. 8
