Terrestrial TV Broadcast challenges Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 4

DVB is a successful European-based standard Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 5

Analogue TV switch-off complete in 22 EU member states Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 6

Change on TV consumer patters However it took more than two decades from the first suggestion of DVB to the completion of the Digital Switch Over in most European countries. Meanwhile European consumers are discovering new ways to consume video using non-traditional distribution mechanisms and new content providers are arriving that are challenging the dominance of the traditional broadcaster. Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 7

Change on TV consumer patters Consumers appetite for internet-based on-demand TV is on the rise, and at the same time, people s use of social media is changing the way they watch TV. Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 8

How changing consumption patterns are affecting distribution networks already today? Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 9

Moving towards interactive television: IPTV IPTV typically offered over fibre-to-the-home (FTTH) network. Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 10

The importance of the digital terrestrial platform varies considerably across the EU Growing of non-linear, truly on-demand paradigm. Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 12

The mobile TV dimension DVB-H was a market failure. Essentially sought to bring the linear TV service to a mobile platform but a number of issues militated against their success. Few handsets were available Lack of business model for mobile-tv Competition with YouTube over WiFi, smartphones and tablets. Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 13

Challenges on terrestrial TV broadcast In Europe TV broadcasting is now facing tremendous challenges to cope with the future demands. The rise of nonlinear television has struck concern into the television industry, with broadcasters fearing the impact of new technologies on their revenue streams. The trends of on-demand, mobile, and ultra HD quality impose formidable challenges for the TV and the delivery network of the future. Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 14

Mobile Broadband challenges Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 15

Mobile Network Operator video-challenge Explosive traffic growth: Cisco predicts that mobile video will account for 66.5% of the total traffic world-wide by Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 16

The spectrum dimension: 1 st and 2 nd Digital dividend Co-primary use of MHz after WRC15. WRC-15 may consider whether a co-primary allocation should be made to the Mobile service in the MHz range. ITU Region 1 Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 18

Opportunity for a BC-BB convergence solution in the MHz band? Two long term scenarios for a clean slate approach Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 19

Scenario 1 Supported by the Mobile Industry Cellular broadcasting Linear and non-linear broadcast services are delivered using the LTE embms specification with a cellular low-power network topology Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 20

Scenario 1 In the long term, traditional terrestrial broadcasting should be completely replaced by IP-based cellular broadcast mode (3GPP LTE embms - Multimedia Broadcast Multicast Service). embms sessions can be set up dynamically - and share resources with unicast sessions - which eliminates the need for dedicated spectrum for TV terrestrial distribution. Full integration with LTE handle devices for a full mobile and interactive TV experience. Future broadcast receiver will be a LTE-A receiver embedded in most video consumption devices. Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 21

Scenario 1 Unicast link B SFN Broadcast Links Unicast link A Cellular BS B Cell B Unicast Coverage Cellular BS A Broadcast Unicast A Unicast B Spectrum Saving Cell A Unicast Coverage VHF/UHF band J. Huschke, J. Sachs, K. Balachandran, and J. Karlsson, Spectrum Requirements for TV Broadcast Services Using Cellular Transmitters, in Proc. IEEE DySPAN, May Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 22

Scenario 2 With some support from the Broadcast industry Linear and non-linear broadcast services are delivered using the LTE embms specification with highpower-high-tower (HPHT) topology Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 23

Scenario 2 Current LTE embms cannot deliver the QoS comparable to that of DVB. A fully broadcast-capable LTE needs to take much more into account: Affordable deployment cost (investments may be lower if the current DVB network infrastructure were to be reused) Near universal population coverage Free-to-air modes without the need for a SIM card (universal service) Scalability, seamless handover mechanisms The UHF band would be used only for embms (downlink-only) while bidirectional (unicast) mobile broadband traffic would be carried in another spectrum (i.e. IMT frequency bands). Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 24

Scenario 2 A HTHP mode needs to be developed, for example, longer cyclic prefix is needed to enable high tower embms transmission (large-size SFNs). Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 25

Meanwhile in North America Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 26

ATSC 3.0: New standard for terrestrial TV to be completed by 2016 ATSC 3.0 scope: Exploration of potential technologies to be used to define a new/future terrestrial broadcast digital television standard that is not constrained by a requirement to be backwards compatible with ATSC or ATSC 2.0 devices. Qualcomm and Ericsson propose a LTE based Broadcast physical layer able to meet the requirements of ATSC 3.0. Link Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 27

On-going developments in the EU Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 28

On-going developments in the EU High Level Group set in place by Commissioner Neelie Kroes, report expected by July RSPG work item on UHF spectrum strategy, report expected by early CEPT TG6 : Studies on possible scenarios for the long term developments of the band MHz. Identify whether (and under what circumstance) a BC-BB convergence within the existing UHF-TV band would be beneficial for Europe. Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 29

Conclusion Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 30

Today, terrestrial broadcasting and mobile broadband are completely separated kingdoms. The paradigm of separating BC and BB was the baseline of the 1 st Digital Dividend in Europe. In the long term the challenges face by Broadcasters (demand of non linear services) and MNOs challenges (video traffic tsunami) makes convergence very likely. 3GPP LTE seems to be the right platform but embms needs to evolve to meet full broadcast requirements (in the context of 5G). The key to a sustainable development is the creation of mutually beneficial business cases. Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 31

In the ASEAN region switchover is likely to occur in the next 5-6 years: Does classical digital TV terrestrial distribution will match the expectations of a vibrant ASEAN population by 2020? Can the later switchover process in the ASEAN region be a competitive advantage - Technology Leapfrogging? Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 32

Synergies between European and ASEAN stakeholders to shape and influence the evolution of a global 5G Broadcast standard in the UHF band? Policies that support the role of public service broadcasting under this converged paradigm needs to be developed. Paulo Marques, Instituto de Telecomunicacoes, Portugal, 7 th March 2014, ASPF#4, Brunei 33
