1 I. GENERAL ADMINISTRATION / GAME MANAGEMENT A. Administration. An administrator that is not the coach (AD, Associate AD, Assistant AD, SWA, or SID) must be present at each Conference game. B. Amenities. The home team must provide similar amenities to the visiting team (e.g., sideline fans, tent for halftime, locker rooms). C. Apparel & Equipment Requirements. For Conference play, the official and practice uniforms, as well as standard equipment, shall bear only Conference, institutional, American flag and/or commercial logos or symbols. Commercial logos must appear only within NCAA guidelines. D. Artificial Noisemakers. There are no Conference policies regarding the use of artificial noisemakers during competition in soccer. Please note, per NCAA rules, the referee has discretionary power to suspend the game, stop the clock and direct the game management personnel to remove artificial noisemakers, air horns, electric amplifiers and any other items that are not permitted from the spectator s area. E. Ball Crew. A minimum of four (4) qualified ball people (recommended age requirement is ten years of age) shall be available for each Conference game. It is recommended that the ball people wear colored jersey/vests that distinguish them from field players. Each ball person s duty shall be to serve as a ball retriever to avoid delay of the game. All ball people shall be instructed by and are under the direct supervision of the games official. There should be an institutional contact responsible for monitoring the ball crew. F. Ball. A minimum of four (4) game balls shall be available for each Conference game. The official ball for regular season competition shall be determined at the discretion of the host institution. G. Cancelled Games. Should a Conference game be cancelled or interrupted due to inclement weather, every attempt should be made to reschedule. All Conference games must be played unless special approval is granted by the Conference office. H. Coaches' Committee Chair. The chair shall be selected each year by a vote of the coaches. I. Coaches' Meeting. A business meeting of Conference coaches shall be conducted annually. Additional meetings may be called at the discretion of the chair and the Conference Liaison. J. Competition Rules. Conference competition (regular season and Tournament) shall be governed by the soccer rules as specified in the NCAA Soccer Men's and Women's Rule Book. K. Complimentary Tickets. Fifty (50) complimentary tickets will be provided for the visiting teams during the regular season. L. Conduct. Coaches, players and spectators will be held to a high standard of conduct as dictated by the Conference Principles and Standards of Sportsmanship. Officials and administrators will be responsible for enforcing that conduct. Constant work must be done to maintain the proper attitude between players, coaches, and officials. Officials must show players and coaches every courtesy possible. Coaches can help immensely by keeping their squads informed of the high caliber of men/women who officiate Conference USA games. Confrontational talking between players of opposing teams should not be permitted. This is a joint coaching and officiating point of emphasis. M. Crowd Control. Conference institutions are to develop policies and procedures, subject to approval by the Conference office, for crowd control. The policies and procedures should include, but are not limited to the following: police or other security, use of sound system, attitude and actions of coaches and other institutional personnel, instructions to players, entrance and exit of officials, student body conduct and deportment of cheerleaders (if applicable). In Conference USA, crowd control shall be a home management responsibility. Administrative personnel, coaches, players and game officials are reminded that their action and attitudes influence crowd behavior. Coaches and players can assist in controlling crowd reactions by controlling their own reactions to the play of the game; game officials can materially aid in such situations by clearly and quickly signaling penalties. All reports or comments pertaining to officiating or home management responsibilities or concerning officials, coaches and players shall be directed only to the Conference office by letter. Public airing of such matters serve no worthwhile purpose; it is only through reports directed to responsible authorities that these can be properly resolved. N. Emergency Communication and Action Plan. Although each crisis will require a unique response, the Conference USA Emergency Communication and Action Plan provides a formal structure that can be used to assess and respond to a variety of crisis situations. For specific Emergency Communication and Action Plan details, see Administrative Regulations Section. 103

2 O. Game Management Official. The athletic director or designated administrator must be present at all Conference games to serve as the game management official. This individual will: 1. Handle questions, concerns or problems presented by the visiting team during the contest and is responsible for execution of game management functions. 2. Be seated near the visitors' bench to serve as the liaison with the visiting team's coaching staff, and 3. Provide both head coaches and SID's with game-day itinerary (e.g., time field is available, pregame warm-ups, half time, specified sequence for television and/or radio time-outs during the game). P. Introductions. For introductions during regular season, the host institution will determine the format. For the Championship, players will run onto the field when their names are announced. Q. Laundry. For regular season competition, the host institution is not required to provide laundry services. R. National Anthem. All Conference USA teams, including coaches and players, are to be on the field for the playing of the national anthem prior to the start of all home contests. S. Officials. 1. Assignment. Regular season (only) officials, including a fourth official, shall be assigned by the Conference office. 2. Fraternizing with Officials. Coaches, players and institutional staff members shall refrain from fraternizing with game officials. Should this scenario occur, it should be reported to the Coordinator of Officials and the Conference liaison. 3. Game Officials Verification. The administrator responsible for game management will need to use the Conference USA form to verify that the assigned game referee, assistant referees, and fourth official are actual officials working the game. If there has been a change in officials, the administrator needs to make the appropriate changes on the form and the officials should sign it. If there has not been a change in officials, each official should still sign the verification sheet. THIS SHOULD BE DONE FOR EVERY CONFERENCE GAME. The game administrator should submit the verification form after each game to Catrina Gibson (cgibson@c-usa.org or (214) fax) at the Conference office. 4. Hotels. The referee is responsible for contacting the host institution 14 days in advance if hotel is needed. If the referee cannot reach the hotel contact person at the institution, they will contact the Conference office for assistance. Officials are not to make their own reservations. 5. Institutional Responsibility. In the event that a game is canceled or postponed because of weather or other reasons, and one or more of the officials have not been notified and are on site and ready to work, the host institution shall pay the fee or fees. 6. Officials' Dressing Rooms. Officials' dressing rooms are off-limits for anyone except Conference personnel or as otherwise stated in Conference rules. Friends of officials, family members, etc., are not permitted to enter the officials' dressing rooms. 7. Payment. The Conference office will issue an assessment to the institutions at the beginning of the season and be responsible for payment of referees for Conference games. At the conclusion of the season, the Conference office will calculate all member institutions officiating expenses and each institution will pay an equal amount for Conference games. 8. Pre-game Officials' Meeting. The officials should assemble on the field 30 minutes prior to starting time for the pre-game meeting. 9. Reduced Crew. If, for any reason, an official(s) is prevented from appearing at an assigned game, or fails to show up for the game and the institution is unable to locate the official(s), the Coordinator of Officials shall be notified and an attempt will be made to locate a official within the immediate vicinity of the host institution who is familiar with NCAA rules. If a qualified official cannot be located, the game may be played with two officials. 10. Referee s Jurisdiction. The referee s jurisdiction shall begin 30 minutes before the start of play and shall end when the officials leave the site of competition. The site of the competition is defined as the field, locker rooms, parking area and the surroundings generally associated with athletics facilities. 11. Reporting to Game Site. Officials shall arrive in the city at least two hours prior to game time and report to the game site for each game to which they are assigned no later than 75 minutes prior to game time. 104

3 12. Security. Game officials shall be escorted by security to and from the locker room and game field, as well as to their vehicle following the game. 13. Substitute Official(s). Practice. The visiting team will be provided a grass or turf field similar in size, with two goals for one hour on the day before the game. On the day of the game, visiting teams will also be provided a walk-through on the game field, with no balls nor cleats, at the discretion of the host institution. U. Pre-game Agenda. In regular season and Tournament games, NCAA pre-game protocol regulations will be followed. This format calls for a minimum 60-minute countdown on the game clock followed by introductions and the National Anthem. The game clock shall be set to reach zero (0) at the scheduled start time with both teams clearing the field at the ten (10) minute mark. At the ten (10) minute mark on the clock, the: 1. Officials meet with captains; 2. Teams clear field; 3. Introductions of officials and players; a. The host institution will determine the introduction format. 4. National Anthem Kick-off will take place at the scheduled game time. The host institution shall provide a copy of the pre-game timeline prior to the start of the game. V. Protest Procedure. The protesting of a contest must be made immediately to the head referee and a written summary providing a factual summary and the rationale (including specific rule citation) for the protest must be forwarded to the Conference office within 24 hours of conclusion of the contest. W. Public Address Announcer. The public address announcer is to be neutral and professional. The basic rule is to be thorough but always to underplay his/her part. The public address announcer should not be a cheerleader ; his/her actions are in an administrative capacity, and he/she represents an important role in the administration and conduct of an intercollegiate game. The following statement should be read prior to each contest: Conference USA encourages and promotes good sportsmanship by student-athletes, coaches and spectators. We request your cooperation by supporting the participants and officials in a positive manner. X. Scheduling. 1. Conference. Each institution shall play ten (10) Conference games over six weekends. All Conference games will be played on Fridays and Sundays unless both institutions agree to move the game with Conference office approval (games should not be moved for competitive advantages). The final date in the Conference schedule will serve as the rain date for any games cancelled throughout the Conference season. 2. Nonconference. Teams should schedule non-conference opponents with the best RPI possible relative to the strength of their team. The goal of non-conference scheduling is minimally to have a.700 winning percentage. Each institution s non-conference schedule shall consist of no more than one non-division I opponent excluding exhibition games. Note: Institutions are not allowed to add a regular season game once the Conference season has begun without notifying the Conference office. The Conference office will send notification to all schools. Y. Scorer s Table. There shall be a scorer's table adjacent to the field. Event staff seated along the scorer s table should be outfitted in appropriate apparel provided by the Conference office. 1. Game Clock. The official game time shall be kept on the field clock visible to all participants whenever possible. 105

4 2. Scorekeeper. There shall be one (1) official scorekeeper designated by the home team. 3. Timekeeper. There shall be one (1) official timekeeper designated by the home team. Z. Scouting. No scouting report or game tapes can be given to any non-conference institution on a Conference team. AA. BB. Special Event Presentations. Special event presentations, including senior recognition (e.g., Senior Day), shall be no longer than 8 minutes and shall immediately precede the introductions. If presentations are longer than 8 minutes, they should take place at the conclusion of the game or match. The visiting team should be notified if special presentations are to take place. Sponsor Items within Team Bench Area. As it relates to the player bench area for each member institution, the visiting institution shall be permitted, within its bench area only, to display a sponsor s name/logo or brand name/logo on team uniforms, staff and coaches apparel, coolers, cups, squeeze bottles, towels and cooling fans (brand name only permitted). No other visual display of sponsors names/logos and advertising shall be permitted within the visiting team bench area with the exception of chair back covers in arena sports (i.e. basketball and volleyball, etc) placed on the chairs by the home institution. If the home school has a specific facility with category exclusivity in any of the product areas listed above, it is the school s responsibility to communicate this product exclusivity to the Conference office, as well as, all visiting opponents. Where the visiting opponent is not allowed to bring their own product with them because of a sponsorship conflict, the home facility must provide the visiting institution with neutral bench items (e.g., blank towels, cups, coolers) as needed by the visiting institution. CC. DD. EE. FF. GG. HH. II. Sportsmanship. Conference USA member institutions value the principles of sportsmanship and the ideal of pursuing victory with honor in intercollegiate athletics. The Conference believes that athletics should be conducted in a way that reflects positively on the individual participants and institutions. The standards of sportsmanship in the Membership Handbook are written to emphasize the basic expectations of the Conference related to sportsmanship and provide the Commissioner with broad authority to ensure that Conference activities are consistent with these principles. For specific sportsmanship policies, see Sportsmanship Section. Squad Size. Travel squad size is limited to 22 players. The home institutions may dress additional individuals and are not limited in the number that can play in the game. Institutions may appeal travel size limits to the Commissioner. Statements to the Media. All coaches and players are to refrain from criticism of Conference USA, its member institutions and its officials in statements to the media. The appropriate public response to media questions regarding officiating is per conference policy, I am unable to comment. Any other response is a violation of the sportsmanship policy and is subject to penalties and fines. Statements for Media Requests. In situations where a statement is warranted to explain an official's ruling in a game, statements to the news media may only be issued by the sports information director of the home team, who shall serve as the pool reporter and relay the statement, in written form, to the media. Requests will only be honored for situations involving rules interpretations and explanations, not situations involving judgment calls. Statistics. Each institution shall purchase and use, the Stat Crew software to report statistical information. The StatBroadcast real-time statistics is required as a game day media service. Uniforms. During Conference matches taking place on Friday, the home team will wear a dark-colored uniform and the away team must wear a white or other light-colored uniform. For Conference matches taking place on Sunday, the home team must wear white or other light-colored uniforms and the away team must wear a dark-colored uniform. When playing your travel partner, the home team must wear a white or light-colored uniform and the away team must wear a dark-colored uniform. The Conference USA Primary mark must appear on all uniforms, including, but not limited to, the official uniform, practice gear (where feasible), warm-ups and apparel worn by coaching staffs and game management personnel, within the guidelines of NCAA rules. Video Exchange. Conference USA Women s Soccer will operate under an open exchange policy for internet video exchange using XOS ThunderCloud. Only the two competing teams may videotape a Conference USA contest. It will not be permissible to give videotapes, transfer video footage or provide scouting reports to non-conference institutions on Conference teams. The Conference office considers non-compliance to the video exchange policy to be a violation of the Conference regulations and will be handled accordingly. Please see the video policy for detailed information. 106

5 JJ. KK. LL. MM. Videotaping. The host institution shall videotape the game for the visiting team and provide a copy of that video immediately following the game to the visiting coach. Each school shall have an apparatus or appropriate scaffolding on which video recording equipment can be used at least 15 feet high. Warm-up. There will be no restrictions on warm-up procedures (e.g., goal placement) for either team, as long as it is conducted on their designated half of the field. Website. Institutional sports information personnel shall input scores, notes, and stories directly into the Conference USA web page following each competition. Replay Policy. The home institution may use its own discretion when running replays of controversial calls while adhering to all principles and standards of sportsmanship during regular season games. II. CONFERENCE CHAMPIONSHIP A. Appeal Committee. This committee shall consist of the Conference office representative, head referee (or designee) and the Tournament Director. The Committee's responsibility shall be the resolution of any protest. B. Ball. The official game ball being used in the NCAA Women s Soccer Tournament must be provided by the host institution for Conference championship. C. Coaches' Meeting. Attendance of each participating head coach and the host Tournament Director is required at a meeting to be held prior to the first contest of the Tournament. D. Criteria for Hosting the Tournament. 1. Financial guarantee of $5, Secured playing field that meets NCAA regulations: Minimum 70 X 115 yards Lighted 3. Practice field available in case of inclement weather 4. Hospitality area for officials, workers and administrators meals, snacks and beverages each day 5. Scoreboard, PA system, spectator stands 6. Room and refreshments for coaches meeting 7. Medical area, certified trainer, doctor available at practices and games 8. A defibrillator and a trained staff person be onsite 9. Press room or enclosed area in which to watch games 10. Phone lines for media (radio, TV, webcast) 11. Facility must be equipped for television and radio broadcasts 12. Locker rooms or enclosed area for teams to meet during pre-game, halftime, and postgame 13. Locker rooms for officials 14. Restroom facilities (preferably permanent) 15. Program - optional (complimentary to all teams), but a roster sheet of participating teams is required 16. Videotape all games 17. Photographer mandatory for championship game but suggest a photographer for all games 18. Promotion and Social Media exposure for event including securing appropriate advertising (e.g., TV, radio, and/or newspaper) 19. Quality Championship hotel(s) nearby competition site for teams and VIPs (15 rooms per team at teams expense) Hotels must not be associated with gaming. At least one comp room for Conference use 20. Separate hotel for officials (at Conference expense) 21. Official scorer and stats crew 22. Ten (10) new game balls 23. Communication system for staff and officials (e.g. walkie-talkies) 24. Live stats (software, web link, and staff) 25. Media Relations support and staff 26. Live video streaming and video highlight capabilities 27. Meet all Multi-media demands as established by the Conference office (Additional items may be required for television, in which case the Conference will contact the host institution.) 107

6 E. Date and Site. The Conference Tournament shall be a single elimination, eight (8) team Tournament to be conducted during the last week prior to selection for the NCAA Division I Women's Soccer Tournament. The site shall be predetermined on a bid basis by the Athletic Directors. F. Designation of Home Team. The higher seeded team in each match of the Tournament shall be designated as the home team. The home team shall wear its light uniforms and the visiting team shall wear its dark uniform unless otherwise agreed to by the competing coaches. G. Facility. The facility will be closed during all Championship practices and games. No other activities should take place in the facility. H. Field Size and Markings. All contests must be conducted on a field that meets the minimum field requirement according to NCAA rules and regulations. The minimum length must be 115 yards; the maximum length 120 yards. The minimum width must be 70 yards; the maximum width 75 yards (optimal size is 75 X 120). Additionally, the field must be marked with distinctive lines in accordance with size regulations. The host is responsible for proper marking of the field. A coach s box extending 20 yards in length and at least five feet from the touchline should be included in these markings. I. Format. The Tournament shall utilize an eight team single elimination format. Seeds 1-8 are determined based on final standings of regular season play. Games shall take place Wednesday through Sunday, with a day of rest proceeding each game day. The host institution along with the Conference office shall have the flexibility to schedule contests and field assignments to maximize promotional opportunities while balancing competitive considerations. J. Game Times. To be set by the Conference office in conjunction with the host institution. Game times for the 1st round will be established to maximize attendance (e.g., host team in evening game). K. Lodging. Hotel assignments for the official traveling parties of the competing teams shall be made by the Tournament Director. Teams must stay at the designated hotel unless approval is received from the host and Conference office. L. Medical. The host institution shall arrange for a physician or certified athletic trainer to be in attendance at all practices and contests conducted in conjunction with the Tournament. M. National Anthem. The National Anthem shall be played before the first contest each day of the Tournament. The host institution is responsible for providing a tape of the anthem. N. Officials. The Conference office shall assign all officials. A three person crew shall be used for all games of the Tournament. In addition, there shall be one official assigned to the official scorer's table. O. Practice Time. The Championship host institution shall provide a minimum one hour practice time not necessarily on the game field but on a grass or turf field with similar width dimension and two portable goals. Practice times for the day before championship competition shall be determined based on order of play in the bracket, except for the host institution, which will receive first selection in order to avoid missed class time. The playing field will be available one hour prior to the start of the first game. Teams will have a thirty-minute minimum pregame warm-up on the field prior to the start of each game. P. Protest. Intent to protest must be made immediately to the Conference office representative by the head coach. Further, the head coach of the protesting institution must file a written protest within 15 minutes of conclusion of the contest. This written summary must include a citation of the rule under which the protest is made, a summary of all essential facts related to the matter and the rationale of the protest. Q. Resolution of Tied Matches. Matches in the Conference Tournament that are tied at the end of regulation play, shall be resolved utilizing the procedures outlined in the NCAA Soccer Men's and Women's Rules. R. Seeding. Seeding positions for the Conference Tournament shall be determined based on the final regular season Conference standing whereas the top eight teams, based on points, shall qualify for the Championship (3 points for a win, 1 for a tie and zero for a loss). Should one or more games be cancelled during the regular season, a corresponding percentage formula will be used. (See Tie-breaking Criteria.) S. Squad Size. Travel squad size for the Tournament shall be 22 eligible players in uniform. T. Tickets. Ticket prices shall be determined by the host institution in consultation with the Conference office. There will be no complimentary admissions. Participant passes (not to exceed 28) will be issued to official party members (i.e., participating student-athletes, trainers, managers and coaching and administrative staff members). 108

7 U. Tie-breaking Criteria. In case of ties between teams (for seeding in the championship) the following tiebreaker system will be used: 1) Head to head results between tied teams; 2) Point total against common opponents; 3) Goals differential from common opponents, using goals scored minus goals scored against; 4) Goals scored against common opponents combined; 5) Best RPI. V. Videotaping. The host institution shall provide each participating team with a DVD of the game immediately following the match. III. AWARDS A. All-Academic Team. An All-Academic Team consisting of 11 players, not to be limited by position, will be selected by the Media Relations Directors for the sport of women s soccer. Nominees must have a 3.2 cumulative GPA and be a starter or key reserve on the squad. B. All-Conference First, Second and Third Teams. All-Conference teams shall consist of three forwards, three midfielders, three defenders, and one goalkeeper, and one at-large player. Coaches may not vote for their own players. Upon request, voting will be made public to all conference coaches and sports information directors in an effort to create accountability in voting. C. All-Freshman Team. An All-Freshman Team of a maximum 11 members shall be selected by the coaches. There will be no position restrictions for the All-Freshman Team. D. All-Tournament Team. The All-Tournament Team shall consist of 11 players including one Most Valuable Defensive Player and one Most Valuable Offensive Player. The All-Tournament Team shall be selected using the following format: 1. The 1st place team receives 4 selections. 2. The 2nd place team receives 3 selections. 3. The remaining four slots will be open. 4. The Conference staff will be responsible for coordination of selection of the remaining 4 players with assistance from the coaches. E. Athlete of the Week. An Offensive, Defensive and Goalkeeper Athlete of the Week will be named each week during the season of competition. The Conference office shall select the Athlete of the Week for women's soccer based on the following criteria established by the coaches: 1. Caliber of competition; 2. Individual performance (based on statistical excellence); 3. Team performance (based on won-lost record); 4. Selection to an all-tournament team or selection as Tournament MVP, if any; 5. Degree to which the player's statistics are above average (used once a sufficient number of matches are played to establish "true" averages), and 6. Additional input from SIDs through nomination forms. F. Coach of the Year. The Coach of the Year shall be determined by a coach s vote prior to the Tournament. G. Defensive Player of the Year, Offensive Player of the Year, Mid-Fielder of the Year and Freshman of the Year. The coaches shall vote for the Offensive Player of the Year, Defensive Player of the Year and Freshman of the Year ranking their top 3 selections in each category. Coaches may vote for players from any team except their own. H. Regular Season Champion Awards. Team and individual awards shall go to each divisional regular season champion. I. Team Awards. The first and second place teams will receive trophies at the Championship. In all of the above awards, coaches may not vote for their own players. 109
