1 Muhammad Aleem 1 and Murad Ali 2 A STRATEGIC ROADMAP TO MEET THE FUTURE ENERGY PROJECTIONS FOR SUSTAINABLE DEVELOPMENT OF PAKISTAN 1 COMSATS Institute of Information Technology, Lahore Pakistan, Graduate School of Business Administration Inha University, South Korea, , Abstract The energy crisis is considered to affect the shortage in the supply of energy resources, either in term of oil and gas, electricity or other natural resources. The energy crisis of any country usually affects the entire economy of a country with recessions, rise of production cost of electricity itself as well as the manufacturing cost of goods. The increase of petroleum products reduces consumer confidence and more money is spent for transportation and other general products. The energy resources have been depleted around the world and much of the remaining available resources are being acquired by the powerful countries. The industry in Pakistan has reached a critical stage due to lack of power supply. Alternative energy sources are being tried for survival, such as solar, biogas, and wind etc. The industrial growth and increasing demand of energy from the consumers has disturbed the supply and demand of energy. The country is facing a recent shortage of power of roughly MW. This is a critical time for leadership and policy makers to diligently work on this issue without any further delay. The purpose of this paper is to particularly focus on projected future energy needs of the country and to investigate suitable potential resources and policies required to address the energy issue. 2 I. INTRODUCTION The Gross Domestic Product (GDP) of Pakistan has been growing within last few years and has increased 8.40% which is the highest in the 60 years history of the country [1]. There are only a few years in the economic history of the country, when GDP grew above 7%. With the rapid growth of economy and population, the energy requirements are also increasing at the same pace. Pakistan fulfills its energy needs by exploiting different sources of energy like power, natural gas, petroleum, and coal. According to reports, total energy supply was 50.8 MTOE (Million Tons of Oil Equivalent). The energy demands are increasing rapidly, especially electricity consumption, so energy must be a high priority for the public and private sector in near and long term future. The Government of Pakistan (GOP) should offer some incentives to private investors in this sector. The consumption of petroleum products decreased to 6.5% while gas, electricity and coal have increased at the rate of 10.4%, 6.0% and 14.6 % respectively [2]. This fluctuation is because of the encouraging policy of GOP to use natural gas and coal as fuel for power generation and transport as it has been realized that these two fuels are major domestic sources of energy. In fiscal year 2005 the total energy supplies were 56 MTOE with annual domestic production of 28 MTOE. The energy mix accounts for 51% gas, 29% oil, hydro 11% and coal 8%. The power sector needs accounts for 55% gas, 27% hydro, 15% oil and 3% nuclear [3]. II. Projected Future Energy Demands Significantly, 80% of Pakistan s total energy supply comes from outside the country in the form of fuel for electricity generation, industry and transportation means and only 20% from indigenous sources. This creates a great burden on the economy of the country in terms of foreign reserves and trade deficit. The large number of imports is neither a feasible nor prudent decision for the economy of the country. The expected increase of energy demands until FY 25 (Financial

3 Year) would be 198 MTOE [4]. Unfortunately, the GDP rate of Pakistan s economy is not very consistent due to the involvement of different internal and external factors, so that it is very hard to predict the exact need. A very optimistic point of view regarding economic growth is assumed to be 7.4% while a more conservative outlook follows the historic average of 5.5%. In the near future, the demand projection under these two scenarios can be varied by more than 25% where 155 MTOE corresponds 5.5% of economic growth and enhanced up to 246 MTOE by assuming the 7.4% of economic growth rate [5]. The rapid issuance of license for onshore and offshore activities of exploration and production companies shows slight improvements in the future but nevertheless, the amount of oil and gas from indigenous sources is not sufficient to meet the future energy requirements of the country. One of the most effective ways to improve the situation is to be in line with the availability of other energy resources like coal, hydro, nuclear, renewable including wind, biomass and increasing the share of all these resources in the energy mix strategy policy of the country. The overall energy indicators of the country clearly show that Pakistan is an energy deficit country. According to 2005 energy reports the country was facing a 15 MTOE deficits that is equal to 28% in terms of percentage share of the energy demand and it can be increased up to 122 MTOE (62%) in terms of percentage of total energy demand until 2025 [6]. The situation of production to reserve ratios of energy resources is also not very impressive. In spite of having a tremendous amount of abundant indigenous and domestic resources, only minor amounts of resources are in production stage. The per capital electricity consumption of Pakistan was 425 kwh in while at the same time the world average per capital electricity consumption was about 2516 kwh, six times greater than that of Pakistan [7]. The domestic sector is the biggest consumer of electricity with 44.2%, of total consumption, industry 31.1 % and agriculture 14.3% [8].

4 III. The Potential Energy Resources of Pakistan Pakistan is not only rich with natural gas and oil but also contains a huge potential of renewable energy resources. Renewable energy in the form of energy is obtained by solar, wind, hydropower, biomass, and geothermal energy. The usage of renewable energy has originated in this area from the beginning of the Indus Valley civilization a long time ago and people are still using it significantly. Biomass has been used for heating, cooking and steam production. In the same way, hydropower and wind have been used for moving grinding mills. These resources have a number of benefits compared to fossils fuels such as having plentiful amounts available naturally being, environmentally clean and free from carbon and greenhouse gases. The geographical location of Pakistan has also proven to have a high potential for renewable energy, e. g solar, hydropower, wind and others. Hydropower is one of the best and potentially richest sources of energy in Pakistan where there are large river systems, steep gradient and high current flow particularly in Khyber Pukhtonkhwa (formally called North West Frontier of Pakistan; NWFP). hydro energy is well developed and holding a significant share in the global energy market. Many countries in the world are using hydropower as main source of their electricity supply mix. Norway produces 99% electricity from hydropower, Brazil 92%, Iceland 83%, Austria 67% and Canada produces over 70% of its electricity from hydropower [9]. The share of hydropower in electricity generation in Pakistan was 70% in 1960 and has been decreasing to 33% in 2006[10]. Some reliable estimates suggest that Pakistan has total 42 GW hydropower generation capacity from which only 6-7% have been exploited so far. The storage capacity of existing reservoirs is decreasing due to sedimentation and either needs to be dragged out or to raise their storage levels to enhance their life and storage capacity. The biggest paradigm shift in the past was priority of thermal power generation instead of hydropower. This energy policy decision led the country to be substantially dependent upon other countries and created an energy

5 security risk for the country in the context that Pakistan imports 80% of its fuel from other countries [11]. This policy shift was completely unfavorable not only in terms of the geopolitical and security situation of the region but also increasing the trade deficit and fiscal burden in the financial budget due to fuel payments. Pakistan must needs to shift its electricity base towards hydropower on an emergency basis to get more benefits from available sustainable natural water resources and save foreign reserves used for fuel payments to importing countries. Solar energy is another very reliable, consistent, environmentally clean and promising source of energy. The country has tremendous amounts of sunshine throughout the whole year. Pakistan is on the list of rich countries in term of solar energy potential containing an availability of kwh/m 2 of annual global irradiance [12]. Water heating in Pakistan contributes a 10% share in primary energy consumption. According to the climatic condition of the country, solar water heating can have less than a three year payback period [13]. The Pakistan has a huge potential of biomass and bio fuel being an agricultural country. The country produces a substantial amount of biomass in the form of crop residue and animal waste that has been used by the people as household heating. Some sugar mills are using crop residue for cogeneration. Other than that, there is no use of biomass in the commercial market. The GOP has been initiated a plan to mix ethanol with petrol and encourage sugar mills to become involved in bio ethanol advancement program. The Alternative Energy Development Board (AEDB) has been established by the GOP for the promotion and generation of environment friendly, renewable energy. The AEDB has been assigned a target by the GOP to produce 700 MW of wind power by the year of 2010 and increased it up to 9700 MW by 2030 [14].

6 IV. Roadmap with Concluding Remarks There is no single strategy to meet the future energy needs of Pakistan. The GOP must play a key role to introduce and implement a broad visionary energy policy giving priority to exploiting indigenous fossil fuels while concentrating on development of cheap and once abandoned renewable energy sources. The fundamental points of consideration as shown in Fig. 1. such as provincial harmony, Confidence Building Measures (CBM) among the provinces and other administrative areas, civil society participation including Non Governmental Organizations (NGO), public awareness to overcome the resistance against energy development projects, the regional security situation, and maintaining internal law and order. All these measures are basic initiatives necessary to acquire any energy policy for the future of the country. Without implementing those measures; it is nearly impossible to direct the country towards sustainable energy policy to meet its future challenges. There has been very strong resistance against large energy development projects in the past. KalaBagh Dam, privatization of Qadirpur gas field, and ownership of the Suigas field are some examples of energy development projects facing public/provincial resistance. Regardless all the potential Pakistan has, there are number of other hurdles and problems that not only foreign and domestic investors but also GOP have to considers and address. The Western province of Pakistan Balochistan is supposed to contain huge abandoned reserves of oil and gas. The oil and gas exploration and production companies failed to exploit this basin because of the poor law and order situation. To acquire well established public companies through privatization offers seems to be a very lucrative and easy way for foreign investment but because of the hurdles caused by bureaucratic procedure, postponement of privatization due to resistance by the community and civil society of the country creates hesitation for private sector investment.

Roadmap to Meet the Future Energy Projections The many potentially identified and studied hydro projects have been politicized among the different provinces. The GOP should address these issues and try to achieve a consensus among the provinces before the implementation of these projects. The role of government agencies also has questioned marks regarding coordination with private investors. The procedures of the tax departments are still complex and cumbersome in Pakistan. The separate collections taxes at the federal, provincial, and local levels have forced enterprises to face unnecessary, cumbersome and

8 costly administrative procedures with many agencies receiving payment at all three levels of government. The GOP should step up a mutual forum for confidence building by building a close partnership between private and public sectors. The restructuring of private power and infrastructure board (PPIB), privatization commission, and WAPDA can encourage the private sector and accelerate the foreign direct investment particularly in the energy sector to meet the future energy requirements of the country.
