Dublin 9-11 April th GNSS Workshop 1/19 Krasimira Galabova GEO CAP, Agriculture Unit, JRC Ispra
Dublin 9-11 April th GNSS Workshop 2/19
Dublin 9-11 April th GNSS Workshop 3/19 in technical context of aids for restructuring and conversion and future CAP reform Outline: Need to measure vineyard parcels Not new Forthcoming reform will enter into force on 1 August 2008 A technical review of possible issues to consider when measuring Vineyards: Object to be measured Different classes of measurement tools
Dublin 9-11 April th GNSS Workshop 4/19 High amount of subsidies Occurrence of very small parcels Definition of vineyard parcel Vineyards Specific cases Method of Measurement & tolerance
Dublin 9-11 April th GNSS Workshop 5/19 Considerations: 1. Occurrence of very small parcels
Dublin 9-11 April th GNSS Workshop 6/19 Parcels smaller than 0.5 ha Sometimes on slopes
Dublin 9-11 April th GNSS Workshop 7/19 2. Very high amount of subsidies for restructuring and conversion to Euro/ha 3. Use of a reference for parcels (Vineyard Register) which may differ from the Digital Land Parcel Identification System 4. Definition of object to be measured? 5. The application of appropriate method of measurement and technical tolerances within the context of chosen control Strategy?
Dublin 9-11 April th GNSS Workshop 8/19 - Object to be measured? Rows Turn row Row 1 Row N Lateral band Area planted with vines To be discussed Turn row
Dublin 9-11 April th GNSS Workshop 9/19 6. The specific cases and questions arisen: To be discussed single rows or isolated vine stocks Individual counting of plants and measurement of single rows by tape or different approach? associated crops: vineyard + fruit trees, vineyard + olive trees All non-vineyard areas in the parcel should be measured and deducted or different approach? How to measure vineyards? cultivation in terraces Is it possible to justify that subsidies should be based on the planted area only or to apply the same premium rate as that on parcels without terraces? missing plants to be counted or not When missing plants are observed in a parcel missing plants have to be excluded or accepted up to a certain threshold?
Dublin 9-11 April th GNSS Workshop 10/19
Dublin 9-11 April th GNSS Workshop 11/19
Dublin 9-11 April th GNSS Workshop 12/19
Dublin 9-11 April th GNSS Workshop 13/19
Dublin 9-11 April th GNSS Workshop 14/19 - Practical considerations Different measurement tools, methods and further questions to be discussed The general principle is Agricultural parcel areas shall be determined by any means proven to assure measurement of quality at least equivalent to that required by applicable technical standard, as drawn up at Community level (art. 30 of Reg. 796/2004) Different measuring tools can be used for the field measurements For example: Tape 2 operators, fast method Question: is it only suitable for small and regular shape parcels or for specific case of single rows?
Dublin 9-11 April th GNSS Workshop 15/19 - Practical considerations X is Y, m X, m Measure: X - distance between rows Y - distance between vines Counting the number of plants per row and calculating area
Dublin 9-11 April th GNSS Workshop 16/19 - Practical considerations Stand alone GPS 1 operator, saving time Question: is the technical tolerance of 1.25 m suitable for vineyard parcels smaller than ha? Example of cost benefit analysis: Measuring parcel of ~ 0.7 ha with a 400m perimeter (50m/150m) With a stand alone GPS, tolerance = 1.25m x 400m. Assume that the max tolerance is 0.5m for vineyard parcels then the extra "cost" of the tolerance (1.25m vs 0.5m) is 400m x 0.75m x0.50 /m2 = 150. When would this be enough to justify using (for example) Differential GPS?
Dublin 9-11 April th GNSS Workshop 17/19 - Practical considerations Possible devices to increase the measurement accuracy: Differential GPS 1 operator; expensive equipment, high accuracy The principle is based on the use of 2 receivers: One as reference station and one as rover station measuring the parcel The reference station is placed on a known (very accurately surveyed) reference point while the rover is measuring the parcel Differential GPS corrections can be applied to the rover measurements in real time in the field or post processed at the office Geodetic survey instruments - single or dual frequency phase GPS, total stations 2 operators, very high accuracy, expensive equipment, time consuming
Dublin 9-11 April th GNSS Workshop 18/19 Problems and questions Border uncertainty related to the planted area. What to measure? Measurement are compared with reference cadastral area which can differ from real vineyard parcel Technical tolerance to be applied or not? What measurement tool is appropriate depending of the size and shape of parcels? + strategy question: control 100% parcels (service to farmer) or a sample (need sanction)? To be discussed
Dublin 9-11 April th GNSS Workshop 19/19 Thank you very much for your attention! krasimira.galabova@jrc.it
