1 STANDARD REQUEST FOR EXPRESSIONS OF INTEREST AWF Gender and Social Equity Support Consultant ************************ REQUEST FOR EXPRESSIONS OF INTEREST AFRICAN DEVELOPMENT BANK AFRICAN WATER FACILITY Expressions of interest are being requested for a Gender and Social Equity Support Consultant Position Brief description of the Assignment: The consultant to support African Water Facility in the process of updating its Gender and Social Equity Strategy based on the newly approved AWF Long Term Strategy. In addition, there are a number of Project proposals identified from the recent Call for Proposals which have been admitted into AWF pipeline but require more mainstreaming of Gender and Social Equity that need to be carried out. 3 TERMS OF REFERENCE RECRUITMENT OF GENDER AND SOCIAL EQUITYCONSULTANT SUPPORT GENDER MAINSTREAMING IN AWF s OPERATIONS 1. Overview 1.1 Established in 2004, the African Water Facility (AWF/the Facility) helps African countries meet the goals and targets for the water and sanitation sector set by the then Millennium Development Goals (MDGs) 2015, the Sustainable Development Goals (SDGs) and the Africa Water Vision (AWV) Its mission is to assist Regional Member Countries (RMCs) to mobilise resources to build the financial base necessary to multiply water projects to ensure water, food and energy security in Africa, in a context of sustainable and inclusive growth. 1.2 After 11 years of operation, the AWF has developed a portfolio of grants totalling 111 projects in over 50 countries including Africa s most vulnerable states. 1.3 The AWF in 2010 produced Gender and Social Equity Strategy to ensure and strengthen better mainstreaming of gender and social equity issues in its operations. This enabled AWF s more equitable distribution of project benefits to women, men, and children and marginalized groups, and thereby strengthen the operational effectiveness and efficiency of on-going and planned interventions by the Facility. 1.4 The Facility celebrated its 10 th anniversary of operations in 2015 where its achievements over the past decade were showcased. The Facility has also just produced its long term strategy covering An assessment of the Facility s effectiveness in mainstreaming gender and social equity issues in its operations was undertaken in November The outcomes revealed that while some progress has been made, the improvement made in gender mainstreaming since the adoption of the GSE Strategy is modest and more needs to be done to adequately mainstream gender and social equity issues into project and study proposals. 1.5 AWF has also identified a number of proposals from its pipeline for preparation for approval during 2017 of which Gender and Social equity mainstreaming is essential. This has called for a thorough assessment of these projects proposal to bring out the gender activities and impact hidden in these proposals. In addition, the need to ensure that the proposed projects are prepared with gender and social equity concerns adequately mainstreamed. 1.6 In this regard, the AWF wishes to recruit a Consultant to support the Facility in implementing recommendations of the Assessment and also assist the Facility in mainstreaming Gender and Social Equity concerns in its operations. 2. Services Required 2.1 Working under the overall supervision of the Coordinator, the Consultant will undertake various assignments as outlined below. S/he will work directly with the assigned task manager on

4 a day-to-day basis. The main tasks include but are not limited to the following: 2.2 Participate as a multi-disciplinary team member to prepare and appraise AWF projects. i) Participate in appraisal missions, and hold fact-finding sessions with potential recipients, implementing agencies, relevant government officials, other key stakeholders, women groups and organisations, relevant NGOS and CBOs ii) iii) iv) Conduct stakeholder consultations with beneficiaries especially the marginalised and most vulnerable in project design; Utilizing technical background and experience, ensure that women, youth, other marginal and vulnerable groups needs and opportunities are represented; Enhance the level of gender analysis in programmes/projects and propose indicators as well as appropriate mitigation measures and activities; v) Develop clear gender and social equity indicators for proposed projects; v) Review Projects/Study proposals/tors for gender and social equity (GSE) inputs, suggest and update the proposals/tors to ensure GSE issues are clearly articulated and properly mainstreamed. vi) vii) Assist in the preparation of mission Aide-Memoires (where applicable); Contribute to the preparation of draft and final reports in line with AWF s format. 2.3 Comprehensively update the Facility s Gender and Social Equity (GSE) Strategy to reflect the pillars as contained in the new long term Strategy , i. A set of practical gender checklists for each of the AWF Pillars. ii. iii. iv. Detailed plan for mainstreaming gender and social equity into all steps of the AWF operational framework, including procedures, formats for Application, Screening, Appraisal, Supervision, Completion etc. Develop a gender-responsive M&E framework and indicators to guide AWF project matrix development, monitoring and evaluation. Undertake a workshop with all TMs to introduce and test the Gender Tool Kit, the proposal for gender mainstreaming in the AWF operational framework, and the gender responsive M&E framework. 2.4 Collaborate with the New Gender and Civil Society Engagement Department in organising training and capacity building in gender and social equity as well as other cross cutting issues for AWF Experts; also for accessing gender statistics and other Gender data to strengthen AWF project reports/ study proposals i. Source and provide available gender statistics, and other relevant gender data to strengthen AWF project designs ii. Engage the Gender department in participating in IDWG meetings and other AWF activities in gender screening.

5 2.5 Participate if requested in AWF meetings (coordination, working group, etc.) 3 Outputs 3.1 The Consultant shall be expected to deliver the following key outputs according to the tentative schedule noted: i. Inputs in at least 3 Appraisals project reports and in proposals ensuring that gender and social equity issues are properly mainstreamed; ii. iii. iv. A reviewed and updated Gender and Social Equity Strategy A Workshop by June 2017 and subsequent report A Detailed enhanced plan for mainstreaming gender strategy into all steps of the AWF operational framework v. An Updated Gender-responsive M&E framework and indicators to guide AWF project matrix 4 Duration The duration of services shall be 6 months, with an anticipated start date of 1 st of March The assignment will be carried out at the AWF offices in the AfDB, Abidjan. 5 Qualifications of the Expert 5.1 The Consultant should possess the following qualification and experience. A minimum of 10 years of professional experience in gender and social equity issues. At least a Masters Degree, preferably in Gender Studies, Economics, International Development, Social Sciences or any related field. Experience in Water and Sanitation Sector will be an advantage Fluency in English and/or French, working knowledge of one of the other being an advantage. Sound computer literacy in using standard applications and data search and abstraction from the Internet. The consultant is expected to use her own laptop computer for the assignment with compatible software with that of the Bank (Windows XP Professional and Microsoft Office).
