2 Institutional Framework National institutions for CDM project approval: Designated National Authority (DNA) is the Ministry of Natural Resources and Environment (NRE) National Committee on CDM (NCCDM) Provision of Guidelines on the administration process Provision of National CDM Criteria for project evaluation Malaysia is ready and well prepared to approve and host CDM projects

4 The Approval Process Stage 1: Development of a Project Idea Note Project developers submit PIN as preliminary screening document to the DNA. For Energy projects, technical screening secretariat is Pusat Tenaga Malaysia. Stage 2: Evaluation The secretariat will liase with the project developer for more details and clarification. Stage 3: National Approval The technical committee recommended the proposed project to NCCDM which will prompt a conditional letter of approval to be issued by the DNA authorizing the project partners to take part in a CDM project. Stage 4: Development of a Project Design Document Justification for CDM/Baseline Scenario/Monitoring plan of operational phase Stage 5: Validation of the PDD by an OE Stage 6: Host Country Letter of Approval Stage 7: Registration with CDM EB Stage 8: Monitoring

Promoting EE projects to financing institutions. Limited EE regulations. Limited resources of ESCOs. Few / limited EE technology demonstration projects.
22 Conclusions (1/2) CDM potential in Malaysia are associated with energy and waste management. CDM could improve project economic as attractive investments. A total of 18 million tonnes CERs/yr by 2010 est. EE projects are difficult; low CERs and short payback, need bundling.
