1 Introduction Welcome. Thank you for attending. What is this event for? What is on display today? This event is designed to allow members of public to view and comment on proposals being presented by Exeter City Football Club (ECFC) at St James Park. These plans, which are described in detail on the next board, will help ECFC secure a stable and prosperous future. As well as providing facilities that will allow it to compete at a high level of English professional football, it will also allow ECFC to continue some of the vital work it carries out in the local community. As you will see, these plans include both improvements to the spectator facilities at St James Park and an enabling development of student accommodation and a convenience store. The images that you will see around you represent the earlystage plans for what could be delivered at St James Park. They will change and develop as the public consultation process continues. Another event will be held later in the year. At this stage, further progress will have been made in the design process. This will allow us to present our plans in a greater level of detail than is seen today. Please browse the material that is on display here. Members of the development team are also in attendance, so feel free to ask them any questions that you have. When you have viewed our plans, please fill out a feedback form. This will allow us to gather your views on what is being proposed at this stage. This will allow us to formulate the best possible proposals. Please help yourself to tea, coffee and refreshments. 2 The site These plans relate to the current footprint of St James Park, the adjacent residential property at 20 Old Tiverton Road and the Yeo & Davey site beyond that. As you will see from the Masterplan Land Use, the outline of the proposed development area is wider than the current footprint of St James Park. 3 Proposals St James Park The proposals that ECFC is in the early stages of formulating could include the following: Demolition and rebuilding of the Stagecoach Family Stand on the Well Street side of the ground; Relocation of and improvements to the player and referee changing facilities beneath the main stand; Significant improvements to other parts of the ground including the replacement and enhancement of the toilet facilities for the Big Bank Stand; Consideration will also be given to the enhancement of the away end, if funds permit. Each of these proposed elements are described below and in the subsequent banners. 4 New The new changing facilities under the main stand will represent a dramatic improvement over the dated dressing rooms under the Family Stand and bring the Club s facilities up to modern standards. The replacement of the ageing and dilapidated Stagecoach Family Stand will also dramatically improve the appearance of the ground particularly when viewed from Well Street and further afield. However, this will be dependent upon a number of factors, including the success of the student accommodation proposals. 7 Proposals Student accommodation emerging design proposals These plans also propose up to 320 student beds on land behind the Big Bank Stand, and around 350 sq m of retail land use. This will probably take the form of a convenience store on the Yeo & Davey site. 8 Proposals Student accommodation emerging design proposals Why more student accommodation? Exeter University is a key driver of local economic growth. Exeter City Council s Core Strategy aspires to deliver a greater quota of purpose-built student accommodation in the city. This helps to meet the demand placed by the University s growth agenda on accommodation in the city. In addition, it will ease pressure on Houses in Multiple Occupation (HMOs) with the potential to release existing housing for long-term residents and families with housing need. At the moment there are approximately 17,000 students studying at the University, a figure which is predicted by the University to grow to 20,000 by There are approximately 7,500 purpose built student beds in Exeter, leaving a large gap in the current provision. It is hoped that these proposals represent part of the solution to this problem, by reducing the numbers of students occupying HMOs in Exeter. This in turn releases the accommodation for the use of local, full-time occupants.
9 Consultation next steps This public event is the first of two public events that will publicize these proposals. The feedback that is gathered to today will be closely examined by the project team. These comments, as well as those received via our website and elsewhere, will all help to inform the next design stage. You can still leave feedback throughout this consultation period.
