3 Though the Emancipation Proclamation did not truly free all African American slaves, it did encourage many African Americans to take advantage of one important freedom to serve in military forces. The Emancipation Proclamation opened the door for Blacks to participate in the Civil War. On May 1, 1863, the War Department created the BUREAU OF COLORED TROOPS in order to handle the recruitment and organization of all black regiments. These units were called the UNITED STATES COLORED TROOPS, and all units were commanded by white officers.

6 Made up nearly 200,000 (ten percent) of the Unions army. Experienced many difficulties from racial prejudices in the military. Some assigned to combat-duties but most were assigned to non-combat combat duties such as: cooks, laborers, and teamsters. Paid $10 per month minus $3 for clothing fees, where as white soldiers were paid $13 (without clothing fee deduction) A re-enactor from the 54th Massachusetts (Colored) Vl Volunteer Infantry

10 In the north, many African Americans wished to help in Union efforts, however before 1862 African Americans could not serve in the Union army. So African American Americans found other ways to contribute t to the war. For example Harriet Tubman helped hundreds escape slavery and repeatedly spied behind Confederate lines!

11 African Americans were finally able to join the Union army in 1862 after Congress passed a law. Once the Emancipation i Proclamation was signed more and more African Americans began joining the Union Army. At first they acted in non-combat laborers, performing tasks such as building roads and guarding supplies. African Americans where paid nearly half as much as white soldiers and soon begin protesting this discrimination. By 1863, African American troops were fighting in battles against Confederate e troops. In 1864 the United States War Dept. declared e all soldiers would receive equal pay. Nearly 200,000 fought for the Union and nearly 40,000 lost their lives in the war.

12 When the Civil War began enslaved persons made up roughly 30% of the Confederacy s population that was about 3.5 million people enslaved. From the beginning enslaved people participated in the war efforts. Some were nurses and cooks in the army.

13 Even African Americans living i in the South continually contributed to Union efforts in order to gain their freedom. Though the Emancipation Proclamation freed the slaves in rebellion states, many were still held as slaves and continued to work on plantation. However, most slaves slowed down their work and a few refused to work at all. Those who slowed or stopped their labors, hoped to weaken the South s war effort. Southern African Americans knew that when the victorious Union troops arrived they would be FREE!

14 The 54 th regiment accepted African Americans from all across the North. In May g p y of 1863 African American soldiers took part in a Union attack on Port Hudson, Louisiana. The 54 th Massachusetts Infantry consisted mostly of free African Americans. In July 18, 1863 the regiment played a key role in the Union attack on South Carolina s Fort Wagner. Fredrick Douglass s son, Louis Douglass, also fought in this battle. The 54 th became the most famous African American unit in the Civil War.

16 This regiment, led by Boston Robert Gould Shaw, lost nearly half of the men involved by the war s closure. Fredrick Douglass served as a recruiter for the regiment and even recruited two of his sons. A memorial of this regiment still stands today on the Boston Common.

17 Major Martin R. Delany was promoted on the battlefield for his bravery. During the Civil War Delany Delany was assigned to Hilton Head Island, S.C., where he recruited soldiers for the Union Army. In 1865 he obtained the rank of major, therefore becoming the first Afro-American to receive a regular army commission. After the war he worked kd for the Freemen s Bureau.

18 The African-American Civil War Memorial Freedom Foundation, Inc., is spearheading the effort to build the two-part, $2.5 million memorial. It will have a 10-foot-tall bronze statue of black Civil War soldiers and the families they left behind. The monument, to be completed next year will be erected at 10th and U Streets in northwest Washington.
