(Please refer to the guidance for additional information) 1.1 What is being assessed The ICT Strategy refresh covering the period 2012 to Officer(s) and section or service responsible for completing the assessment Richard Williams, Head of ICT Services 1.3 What is the main purpose or aims of the strategy The ICT Strategy has been produced to underpin the Council s corporate plan describing the outcomes and activities that will be required to support its delivery. 1.4 Who is affected by the strategy? Who is it intended to benefit and how? Directors, Senior Managers, Members, Service leads, Corporate priority leads, Corporate Information Unit, ICT staff, ICT User community are affected by the reviewed strategy. The benefits are to ensure that the ICT arrangements will provide the ICT capacity required by all sections of the council. 1.5 Has the strategy been promoted or explained to those it might affect directly or indirectly? Full consultation has been carried out with all the above key stakeholders closing date was Tuesday 24 th January How does the strategy contribute to better community cohesion? The ICT Strategy will have a positive impact on the public in as much as making services more accessible through the website. Access will be available in a variety of formats for ease of access to on-line services. 1.7 How does the strategy fit in with the council s wider aims? The ICT Strategy directly links to the Councils corporate plan of Delivery of budget savings through changed service provision. 1

2 1.8 What is the relevance of the aims of the strategy fit to the equality target group and the council s duty to eliminate unlawful discrimination and promote equality of opportunity? One of the key aims of the strategy is to improve accessibility to council services through the website. The Web Strategy details that it will ensure it provides accessibility as part of its design. This will involve working with affected groups to ensure the accessibility guidelines (see - assists them in using the councils website effectively. 1.9 How is, or how will the strategy be put into practice and who is responsible for it? The ICT Strategy will be approved by Directors Team and signed off by the Cabinet Member for Resources. The Directors Team will own the Strategy and hold Richard Williams, Head of ICT accountable for its delivery. Project boards will govern delivery of a number of key outcomes and the ICT User group will respond to developmental and support issues. 2

3 Part 2 Consideration of data and research To conduct the assessment, you will need information about service users and staff that provide the service. This section is to help you identify the sort of information that will be needed to help you assess whether there may be barriers to different equality groups who access your service, policy, procedure, practice or project. (Please refer to the guidance for additional information) 2.1 List all examples of quantitative and qualitative data or any consultation information available that will enable the impact assessment to be undertaken As part of the consultation process the following information has been circulated: A two page briefing document which has been discussed through face to face meetings with key stakeholders The ICT Strategy along with the Strategic Delivery plan 2.2 Equalities profile of users and beneficiaries Number of male and female users across the council approximately 2,000 in total, broken down to approximately 530 male and 1470 female. 2.3 Evidence of complaints against the strategy on the grounds of discrimination None identified 2.4 What does the consultation, research and/or data indicate about the negative impact on the strategy None identified 2.5 What does the consultation, research and/or data indicate about the positive impact on the strategy Broadly positive. Some minor changes suggested which have been taken into account 3

4 Part 3 Assessment of impact Now that you have looked at the purpose etc. of the service, policy, procedure, practice or project (part 1) and looked at the research (part 2), this section asks you to assess the impact, positive and negative, of the service, policy, procedure, practice or project on each of the protected characteristics of the Equality Act Complete this section with the following information relating to all of the identified groups Equality Act 2010 (protected characteristics) (please refer to the guidance for additional information) Protected Characteristics Negative Neutral Positive Comments Age With relation to the council s website the strategy will have a positive impact on people of all ages through improving access to council services such as social care, information around life-long learning, assistance on employment and events on the Island. 6 Part 4 Measures to mitigate disproportionate or adverse impact or improve on neutral or positive impacts: (Please refer to the guidance for additional information) 4.1 If there is any negative impact on any target equality group identified in part 3, is the impact intended or legal? There are accessibility guidelines for the website that need to be taken into account. More information on these guidelines can be found on the website see link Specify measures that can be taken to remove or minimize the disproportionate or adverse effect identified in part 3. If none were identified, identify how disproportionate or adverse effect could be avoided in the future. Adherence to the accessibility guidelines for the website. These are included as part of the Web Strategy and tested before implementation. Relevant groups (such as those used previously including RNIB and disability groups) will work and provide feedback on any major changes to the website to ensure accessibility requirements are met 4.3 If there is no evidence that the strategy promotes equality, equal opportunities or improves relations within equality target groups, what amendments can be made to achieve this? Ongoing performance management of ICT systems and review of the strategy 4.4 If a neutral or positive impact has been identified, can that impact be improved upon (continuous improvement)? As part of developing the council s website, ICT will work with services to positively promote all protected characteristics. 4.5 How will the strategy be implemented? The Strategy will be approved through Directors team and signed off by the Cabinet Member for Resources. The delivery plan will be monitored on a quarterly basis by the Directors team. 4.6 As 4.5 above please identify training requirements. Promotion of the strategy to raise awareness, with managers and staff and managers to identify training requirements 6

7 Part 5 Conclusions & recommendations This section ensures that whatever we are impact assessing, whether it be a service, policy, procedure, practice or project that ensure that we abide by the general and specific duties to promote race, disability and gender equality. (Please refer to guidance for additional information) 5.1 Does the strategy comply with equalities legislation? Yes in terms of the website. Compliance with accessibility guidelines for visitors using are a key factor where developing the website further. Measures to support training for disabled are provided including appropriate software. 5.2 What are the main areas requiring further attention? Ongoing assurance that accessibility guidelines for the website are adhered to. In terms of training, ICT s existing training rooms are not DDA compliant. However this is overcome by providing 1:1 training at the user s desk or alternative. 5.3 Summary of recommendations for improvement Ongoing assurance that accessibility guidelines for the website are adhered to, promotion of the strategy 5.4 What equality monitoring, evaluation, review systems have been set up to carry out regular checks? Regular testing with website users is carried out periodically. 5.5 When will the amended strategy be reviewed? Quarterly as required by the council s performance management processes 7
